Lushan West Sea: Boosting Industries to Generate Internal Growth and Revitalizing Resources to Ensure High-Quality Victory in the Battle Against Poverty Alleviation

This year marks the final year of the battle against poverty. To ensure a high-quality victory in the fight against poverty, Lushan Xihai, based on the actual conditions of the scenic area and benchmarking against the “no worries about food and clothing, three guarantees” standard, is vigorously implementing initiatives to foster industrial “hematopoiesis” and revitalize resource “blood circulation.” Additionally, it is deploying a comprehensive package of policy measures to ensure that assistance efforts are precise and poverty alleviation policies are effectively implemented and yield tangible results.

  Shangfan Village, Jin’kou Township, Lushan West Sea, boasts favorable geographical conditions and is an ideal region for fruit cultivation. Last year, the village’s two committees, by developing the village’s collective economy, made every effort to establish a “Party building + poverty alleviation + village-level collective economy” base. This year, the base’s kiwi fruit yield is expected to exceed 10,000 jin, generating more than 80,000 yuan in additional income for the village’s collective economy.

[Tan Huaimin, Secretary of the Party Branch of Shangfan Village, Jin’kou Township, Lushan West Sea]: Five impoverished households in the village have been working here year-round, and each household will earn over 10,000 yuan annually.

  The Huqian Valley Scenic Area in Xihai, Lushan, is located in the core area of the Jin’kou region. To fully leverage its tourism resource advantages, the Huqian Valley Scenic Area has vigorously implemented a new poverty-alleviation mechanism—“consumption-based poverty alleviation + employment-based poverty alleviation + tourism-based poverty alleviation”—thus establishing a sustainable industrial cycle.

[Reporter Huang He]: I’m currently at the poverty-alleviation base in the Huqian Valley Scenic Area of Lushan West Sea. We’ve learned that in 2019, the base helped a total of 11 people from seven registered impoverished households find employment. In addition to job creation for poverty alleviation, the base also boosted local consumption-based poverty alleviation, increasing the per capita income of impoverished residents by more than 10,000 yuan.

[Yu Menghua, General Manager of Lushan Xihai Huqian Valley Scenic Area]: We provide a basic monthly salary of 2,600 yuan, and temporary workers earn 120 yuan per day. In terms of agricultural and sideline product sales—such as strawberries, mulberries, and other farm produce—many tour groups show great interest in the items sold by local residents.

  In Yijiahe Village, known as the “Citrus Hometown of Northern Jiangxi,” the village has effectively promoted the development of citrus cultivation and rural leisure tourism by establishing a business model featuring “leading enterprises + cooperatives + farmers,” thereby helping villagers embark on the path to prosperity.

[Xiong Chaoyang, First Secretary of the Village Stationed in Yijiahe Village, Zhelin Town, Xishan Lake, Lushan]:The land has been transferred to the village’s industrial company, which now manages it on behalf of the village. At year-end, profits and harvests will be distributed according to actual shares. In terms of consumption-based poverty alleviation, we’ll purchase all the citrus fruits they produce.

   In recent years, Lushan West Lake has leveraged its tourism advantages to vigorously promote industry-based poverty alleviation and employment-based poverty alleviation. It has conducted a comprehensive survey of key issues such as “no worries about food and clothing, and three guarantees,” closely monitored the implementation of poverty-alleviation policies and responsibilities, and as a result, poverty alleviation efforts have shown a positive trend characterized by increased intensity, accelerated pace, and improved quality.

[Jiang Jiahe, Researcher at the Management Committee of Lushan West Sea Scenic Area]: After the institutional reform, the Lushan West Sea Management Committee took over the administration of two townships. Currently, there were 253 impoverished households comprising 760 individuals; now, 209 households—totaling 693 individuals—have been lifted out of poverty, while 44 households—comprising 67 individuals—remain in poverty. As a result, the poverty incidence rate has dropped from the original 3.93% to 0.35%.

Next, Lushan West Sea will continue to pursue a dual approach of “blood transfusion” and “hematopoiesis,” vigorously developing specialty and advantageous industries such as vegetables, fruits, and livestock farming, thereby achieving full coverage of industry-based poverty alleviation and the goal of lifting all impoverished populations out of poverty.
