Vice Mayor Li Xiaoping visited Lushan Xihai to conduct a research trip on cultural and tourism development.
 
  On May 27, Li Xiaoping, Vice Mayor of Jiujiang Municipal Government, visited Lushan West Sea to conduct a research trip on the development of cultural and tourism industries.
 
  During the调研, Li Xiaoping and his delegation visited on-site several projects including Xihai Yunjing at Lushan West Sea, Jiangjun Gorge, and the development of Zhalin Old Town. They gained a detailed understanding of each project’s overall layout, development plans, construction progress, and status of efforts to obtain national 5A-level tourist attraction certification. They also held a symposium to listen to a briefing on the development of Lushan West Sea.
 
  Li Xiaoping pointed out that the Lushan West Sea boasts “inherently beautiful” and uniquely advantageous tourism resources, making it a key growth pole in Jiujiang’s “Two Circles and Two Belts” tourism strategy and an important breakthrough for restoring Jiujiang’s rightful position in the tourism sector. We must earnestly enhance our sense of crisis, responsibility, and mission; firmly uphold the bottom line of “protecting the pristine waters of the lake”; closely focus on the overarching goal of “building a world-class tourist destination”; seize the two major levers of deepening reform and striving for 5A certification; and achieve breakthroughs in four key areas: publicity and marketing, tourism transportation, project development, and the tourism industry itself.
 
  Li Xiaoping called for setting the goal of achieving 5A-level certification, maintaining firm confidence, working backward from the deadline, and striving for success on the first attempt. He emphasized using projects as the driving force to accelerate ongoing construction projects and proactively plan for and attract major projects. Furthermore, he stressed leveraging diverse business formats to enrich the tourism offerings of scenic areas.
 
  We must continuously enhance our external appeal; take brands as the core, strengthen marketing efforts to expand our influence; drive reform and innovation, deepen institutional reforms, promote conceptual innovation, and bolster internal momentum; leverage resource integration as a key strategy, stepping up efforts to consolidate scattered and isolated resources; prioritize infrastructure and environmental improvements, optimizing road networks and beautifying the surrounding environment; uphold ecological conservation as a fundamental principle, firmly adhering to the bottom line of ecological protection; and use capital operations as a guarantee, pursuing high-starting-point planning, high-standard construction, and high-level operations, thus energetically writing a new chapter of high-quality, leapfrog development for our scenic areas.

The Lushan West Sea held an expert review meeting on the island renovation plan for 5A-level tourism development.
 
  On May 26, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, chaired an expert review meeting on the island renovation design plan for the Lushan West Sea Scenic Area in the fourth-floor conference room of the Management Committee. The review meeting was attended by experts from institutions including Nanchang University and the General Institute for Landscape Architecture and Urban Design of the China Academy of Art, as well as Zheng Qinghua, Deputy Secretary of the Scenic Area Party Committee and Director of the Management Committee; Zou Xiufeng, Deputy Secretary of the Party Committee; Wu Wenli, Member of the Party Committee and Associate Researcher; and responsible officials from various member units of the Scenic Area Planning Committee.
 
  At the meeting, the design agency provided a detailed report on the planning proposal, and the expert review panel conducted a thorough evaluation of the plan. The expert review panel noted that the plan had been designed with practicality and foresight in accordance with the national standards for 5A-level scenic areas. It featured clear thinking, well-defined objectives, comprehensive content, a scientifically sound technical approach, and a reasonably balanced layout. The proposed projects were also highly creative and hold significant guiding value for the development of Lushan Xihai into a national 5A-level tourist attraction. The panel unanimously agreed to approve the plan in principle. At the same time, the panel pointed out certain shortcomings and deficiencies in the current proposal and offered constructive suggestions for improvement and revision from various perspectives, including island themes, architecture, project design, site layout, cultural expression, and basic functional requirements.
 
  Chen Jitian pointed out that planning and design should not only meet the 5A standards but also embody the spirit of exceeding 5A. It is essential to think deeply about individual designs and specific details, making thorough revisions based on expert advice. Cultural integration should be moderate and cleverly blended; island renovations must take into account the four key characteristics—comfort, safety, water-friendly features, and immersive experiences—to create authentic mountains, waters, and landscapes. Existing buildings should be enhanced and beautified, while newly designed landmark attractions should collectively form the iconic image of Xihai, with aerial views serving as the region’s representative visual signature. Relevant departments should seize the opportunity presented by the expert review meetings to further fulfill their duties, work closely together, and effectively implement all tasks, thereby laying a solid foundation for the creation effort and promoting high-quality development of tourism in the scenic area.
 
Chen Jitian conducts a field study on the key project for 5A-level development—the renovation of Zhalin Old Town.
 
  On May 22, Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area, conducted an on-site inspection and research trip to Zhelin Town to oversee the progress of the Zhelin Old Town renovation project and held a symposium. Zou Xiufeng, Deputy Party Secretary of the Scenic Area, accompanied him.
 
  During the survey, Chen Jitian carefully inquired about the actual conditions of the old town area in Zhelin and had detailed discussions with the relevant officials to gain a thorough understanding of the key aspects of the old town’s renovation, the progress of the work, and the existing challenges.
 
  At the symposium, participants successively delivered reports and spoke on how to effectively carry out the renovation of old town districts. Chen Jitian emphasized that the renovation of Zhe Lin Old Town is both a necessity dictated by the current situation, a requirement of our work, a need for development, and a vital concern for people’s livelihoods. We must fulfill the goals and tasks of renovating old town districts with high quality, turning this heartwarming project into a high-quality, conscientious undertaking that powerfully boosts the scenic area’s efforts to achieve 5A status and continuously enhances the broad masses of people’s aspirations for a better life.
 
  Chen Jitian called for breaking away from traditional thinking and working patterns, conducting precise and fact-based analyses, and coming up with practical work proposals to focus on resolving the most challenging and critical issues. It is essential to identify the right entry points, take the 5A initiative as a key driver, clarify plans and tasks, streamline working mechanisms, and establish clear timelines and task charts. We must strike a balance between seizing policy opportunities and overcoming feelings of hesitation or reluctance; we must also balance government-led initiatives with market-driven approaches. We should carry out our work creatively, demonstrating our capabilities and expertise in the process of effective implementation and follow-through. We must adhere to proactive planning and adopt tailored strategies based on specific circumstances. We need to make full and effective use of existing policies, ensuring that good intentions are translated into tangible results and concrete actions. Furthermore, we must strengthen organizational leadership and public awareness campaigns, combining top-down impetus with bottom-up accountability, and continuously elevate the quality of the renovation efforts in the old town of Zelin.
 
Zheng Qinghua coordinates the 5A certification process and the resumption of work and production at tourism-related enterprises.
 
  On May 14, a symposium was held to discuss the resumption of work and production among tourism-related enterprises in Lushan Xihai. Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the scenic area, attended the meeting and delivered a speech. The meeting was chaired by Zou Xiufeng, Deputy Secretary of the Party Committee, and was attended by heads of various tourism-related enterprises.
 
  The meeting heard reports from various tourism-related enterprises on their current status of resuming production and operations, and provided detailed responses to the issues raised by the enterprises.
 
  Zheng Qinghua pointed out that it is only natural for the tourism industry to face greater challenges this year due to the impact of the pandemic. However, the fundamental trend of West Sea Tourism moving toward healthy development will not fundamentally change. To overcome development challenges, we must embrace the “four-heart” mindset: First, we must cultivate a sense of concern. The development of any undertaking proceeds through twists and turns; enterprises should scientifically assess the trajectory of the pandemic, maintain a moderate level of concern, make prudent forecasts, and minimize development risks to the greatest extent possible. Second, we must have confidence. We must have faith in the positive developments in epidemic prevention and control efforts by the nation and government, as well as in the tourism industry and scenic areas. The prospects for tourism economic growth are promising, and enterprises should seize development opportunities, tackle existing challenges, and move forward with full vigor. Third, we must demonstrate patience. The ongoing efforts to achieve 5A status for scenic areas are steadily gaining momentum, and establishing West Sea as a world-class tourism and vacation destination has become a settled fact. Enterprises must keenly identify the right direction, remain patient, think carefully, continuously optimize internal management, and enhance their own quality—only then can they find new avenues for growth and pinpoint viable paths forward. Fourth, we must foster a spirit of unity. Enterprises should work closely with scenic areas, jointly engage in promotion and marketing, optimize the market environment, and improve operational conditions. Meanwhile, the management committee will strengthen policy guidance and support, fostering a mutually beneficial interaction with enterprises. Taking advantage of the opportunity presented by the 5A designation, we can create high-quality tourism and business environments, thereby driving the high-quality development of enterprises.

  On May 15, Lushan West Sea was selected as one of the 100 “Jiangxi Health and Wellness Tourism Check-in Spots” for 2020, an initiative launched by the Jiangxi Provincial Department of Culture and Tourism.
 
  On May 19, Huang Hongzhen, director of the Jiangxi Institute for Tourism Planning and Design, visited the Lushan Xihai Scenic Area to provide on-site guidance on the standardization efforts for the national 5A-level tourist attraction and offered constructive advice.
 
  On May 23, to further enhance the atmosphere for the 5A-level scenic area designation and expand publicity efforts for the designation, the Xihai Scenic Area held the 2020 Xihai Rafting Launching Ceremony at the Jiangjunxia Scenic Area Visitor Center. Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the scenic area, and Zou Xiufeng, Deputy Secretary of the Party Committee, attended the ceremony.
 
  On May 27, Xu Songhua, a member of the Party Committee and Deputy Director of the Management Committee of Lushan West Sea, conducted an on-site inspection of the updated road and traffic signage at Lushan West Sea. Aligning with the national standards for 5A-level tourist attractions, he strengthened the deployment and placement of tourism and transportation signage, comprehensively reviewed the overall road guidance system, and developed a comprehensive update and installation plan.
