Lushan West Sea Launches Large-Scale Environmental Cleanup for 5A Scenic Area Creation
“100-Day Intensive Effort” Action Work Mobilization Meeting
On June 3, the mobilization meeting for the “100-Day Intensive Effort” campaign to carry out a comprehensive environmental cleanup in preparation for the 5A-level designation of Lushan West Sea was held. Chen Jitian, member of the municipal government’s Party group and Party Secretary of the scenic area, attended the meeting and delivered a speech. The meeting was chaired by Zheng Qinghua, Deputy Party Secretary and Director of the Management Committee. Also in attendance were Zou Xiufeng, Deputy Party Secretary, and other leading members of the scenic area’s Party and government leadership team. Key officials from various townships and departments, secretaries of village groups (communities), and representatives from relevant enterprises also took part in the meeting.
The meeting conveyed and studied the spirit of the provincial and municipal conferences on comprehensive urban and rural environmental improvement, as well as relevant documents issued by the Municipal Quality Office. The key points and evaluation criteria for the comprehensive urban and rural environmental improvement work in the scenic area were read out, and a comprehensive plan was laid out for the “100-Day Intensive Effort” campaign for large-scale environmental improvement. Representatives from Zhelin Town, Jin’kou Township, the Construction Bureau, the Environmental Protection Bureau, and Xihai Tourism Co., Ltd. each delivered statements expressing their commitment and support.
Chen Jitian pointed out that launching the “100-Day Intensive Effort” campaign to carry out a comprehensive environmental cleanup and 5A-level development is a major decision made by the Party Committee and Management Committee of the scenic area, and also a shared aspiration of the people. All sectors across the region must unify their thinking and enhance their awareness.
Focusing our efforts and pooling our resources, we will rise to the challenges, forge ahead with innovation, and go all out to win the tough battle of environmental improvement. We will strive to make new and greater contributions to the creation of a national 5A-level tourist attraction and the development of this scenic area into a world-class tourism destination!
Chen Jitian called for three key measures: First, we must deepen our understanding, identify existing gaps, and truly enhance our sense of responsibility and mission. We need to fully recognize that effectively carrying out environmental improvement efforts is an important component of implementing the guiding principles set forth by General Secretary Xi Jinping, building a beautiful China, creating 5A-level tourist attractions, enhancing our external image, and serving as a reliable lever for promoting and refining institutional reforms and further improving people’s well-being. Second, we must focus on key areas, target our efforts precisely, and spare no effort to ensure that the improvement initiatives yield tangible results. We should start with the weakest links, tackle the most critical issues head-on, and address the concerns that matter most to the public. Guided by the six-character principle of “demolish, clean, renovate, sanitize, green, and innovate,” we should launch the “Three Major Construction and Enhancement Initiatives” and the “Five Major Cleanliness Campaigns,” ensuring that our improvement efforts are methodical, our construction projects are substantive, our enhancements are of high quality, and our achievements are firmly entrenched. Third, we must strengthen support mechanisms and work together in solidarity to establish long-term management systems. We need to reinforce organizational leadership, stay on top of deadlines, clarify work procedures, actively seek financial support, and provide all-around guarantees. We must also intensify publicity and guidance, raise public awareness and satisfaction, enforce accountability at all levels, and establish a long-term mechanism for nationwide participation, co-construction, and shared benefits.
To ensure the effective implementation of the spirit of this meeting, Zheng Qinghua called for the following measures: First, we must strengthen our understanding and clarify responsibilities. All levels across the region should earnestly convey and study the spirit of the meeting, further enhance our ideological awareness, clearly define our work responsibilities, refine our action plans, and promote progress step by step at every level. Second, we must strengthen our measures and foster a positive atmosphere. We need to focus on four key tasks—creating an inspiring atmosphere, intensifying rectification efforts, driving continuous improvement, and establishing sound mechanisms—to build a strong momentum for tackling tough challenges. Third, we must strengthen coordination and deliver tangible results. We must implement the “Three Stricts” mechanism—strict supervision, rigorous assessment, and strict rewards and punishments—to fully ensure that the rectification efforts are effectively carried out and yield real outcomes.
Lushan West Sea Holds a Project-Based Meeting on Key Tasks for Creating a National 5A Scenic Area.

On June 5, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Scenic Area, presided over a meeting to coordinate and promote key projects for the creation of a national 5A-level scenic area. Attending the meeting were Zou Xiufeng, Deputy Secretary of the Party Committee, as well as representatives from relevant units and project leaders.
The meeting heard briefings from the project leaders on the progress of their respective projects, discussed and resolved existing issues, and made arrangements for the next steps.
Zheng Qinghua pointed out that the 5A-level designation process is time-sensitive, involves heavy tasks, and carries great responsibility. All sectors across the region must build consensus, strengthen communication and coordination, and work together with concerted efforts to deliver a satisfactory “report card.” He emphasized three key requirements: First, we must raise awareness and enhance our sense of urgency in pursuing the 5A designation. It is crucial to recognize that the 5A designation is currently the most important political and livelihood project for the scenic area. We need to deepen our ideological understanding, keep meticulous track of both timelines and task assignments, and truly strengthen our sense of responsibility and urgency. Second, we must refine our measures and enhance the practicality of our work. We should intensify consultations and communications with national, provincial, and municipal authorities as well as design institutes, carefully plan ahead by accounting for sufficient lead time, and improve the operability of four key areas: planning and design, engineering construction, land acquisition and demolition, and financial support, thereby fully accelerating the implementation of the project. Third, we must clarify responsibilities and strengthen our sense of mission and accountability. We must firmly assign leadership responsibilities and detail departmental responsibilities, dare to take on responsibilities, act scientifically, and actively fulfill our duties. We need to identify clear priorities, entry points, and synergies, and wholeheartedly support the 5A designation effort.

On June 1, the EPC bidding documents for the Lushan Xihai Island Renovation and Enhancement Project were posted online for public review.
On June 3, the Lushan West Sea 5A Creation Office conducted a selection process in accordance with laws, regulations, and established procedures, and designated Jiujiang Petrochemical Engineering Construction Supervision Co., Ltd. as the bidding agent for the island renovation project’s supervision services.
On June 5, the 5A creation experts and their team from Jiangxi Province moved into the scenic area and began providing on-site guidance, one by one, for the renovation and upgrading of all islands. They also conducted a covert inspection of Fisherman’s Island and are currently preparing a benchmarking and rectification checklist for the island.
On June 8, the work on creating 5A-level tourism transportation infrastructure has finalized the plan for adding and adjusting signage along the Changjiu Expressway and Yongwu Expressway sections, and a request report has been prepared and submitted to the Provincial Department of Transportation.
On June 11, Chen Jitian, member of the municipal government’s Party group and Party Secretary of the scenic area; Zou Xiufeng, Deputy Party Secretary; Li Yuanqing, Party Committee Member and Secretary of the Discipline Inspection Commission; and Wu Wenli, Party Committee Member and Associate Researcher, listened to a briefing on the environmental improvement design plan for Yijiahe Village in Zhelin Town.
On June 11, the government procurement tender for smart tourism was officially posted online.
