Special Report on Lushan Xihai’s Efforts to Become a National 5A-Level Tourist Attraction (Issue No. 23) [Key Highlights of the Creation Process] Lushan Xihai Held a Decisive Battle Meeting for 5A-Level Creation: “Not One Item Missing, Not One Point to Lose” On November 9, Lushan Xihai convened a decisive battle meeting titled “Not One Item Missing, Not One Point to Lose” to prepare for the 5A-level inspection. The meeting briefed on the final sprint efforts for the 5A-level creation, and representatives from the Creation Office, State-owned Assets Company, environmental improvement team, island-based business operators, and hotels delivered statements. The Youth Pioneer Team for 5A-level creation also took an oath. Chen Jitian, member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Lushan Xihai Scenic Area, pointed out that the 5A-level inspection has a tight schedule, high standards, and rigorous secret visits. It is crucial to seize this golden opportunity, recognize the urgency of the situation, balance the coordination between old and new standards, focus on key areas, pay attention to details, address shortcomings, and meticulously organize the inspection preparation work. First, we must take the lead in command, stay rooted at the frontline, continuously improve the inspection command and dispatch mechanism, and establish an inspection system where every level has someone in charge and every task is under supervision. Second, we must implement responsibilities, build synergy, carry forward the spirit of dedication and sacrifice, work together with one heart, closely cooperate, and bravely shoulder heavy responsibilities. Third, we must strengthen supervision, enforce rewards and punishments strictly, adhere to the accountability system of “whoever is in charge is responsible, whoever loses points is responsible,” conduct strict inspections of the preparation work, and reward excellence while punishing poor performance. Zheng Qinghua, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Scenic Area, emphasized the implementation of the spirit of this meeting: First, we must maintain heightened vigilance—everyone across the area must truly align their thinking with the 5A-level creation goal of the scenic area and actively create a tense atmosphere for the creation process. Second, we must further reinforce responsibilities—especially strengthening management within companies, environmental improvements in towns and villages, and corporate creation responsibilities, enhancing work discipline. Third, we must further standardize management—strictly adhering to corporate and institutional management requirements to effectively control all processes and personnel. Fourth, we must further enhance services—focusing on the “six good services” of food, accommodation, transportation, sightseeing, shopping, and entertainment, leveraging both online and offline channels to boost the upgrading of tourism in the scenic area. The 2020 Poyang Lake Cycling Elite Race—Lushan Xihai Station Kicked Off On November 15, more than 300 cyclists from across the province rode through lush green mountains and clear waters, enjoying the fun of cycling and experiencing the unique charm of Lushan Xihai. The beautiful scenery formed by the crystal-clear lake and starry islands drew great praise from the participants. In recent years, relying on its unique resource advantages, the Lushan Xihai Scenic Area has vigorously promoted the “Sports + Tourism” development strategy, initially establishing a sports-tourism development pattern that includes building Zhe Lin into a national-level sports town, Jin Kou into a provincial-level tourism特色 town, and transforming the route from Jin Kou to Zhe Lin into a northern sports, leisure, and sightseeing belt, providing strong internal momentum for Lushan Xihai’s bid to become a national 5A-level tourist attraction and a world-class tourism destination. We have coordinated with taxi companies in Nanchang and Jiujiang, as well as ride-hailing platforms like Didi and Shenzhou Car Rental, to promote Lushan Xihai among drivers, ensuring that all drivers are aware of its location. 2. We have compiled and printed the “Lushan Xihai Tourism Transportation Guidebook.” (II) Sightseeing 1. We have redesigned the scenic area tickets according to standardized requirements and produced them with exquisite craftsmanship. 2. We have comprehensively improved the signage systems at tourist piers and islands, unifying their style. 3. We have enriched the variety of educational materials at the visitor center, producing three types of CDs, four kinds of cultural books related to the scenic area, one cultural brochure, and one ecological brochure. 4. We have set up over 230 science education signs on the islands covering topics such as agricultural culture, tree species, cute pets, and freshwater fish. 5. We have refined the tour guide scripts, highlighting ecological culture, dam culture, and scientific knowledge. (III) Tourism Safety 1. Public security and fire departments regularly carry out safety patrols in the scenic area. 2. We have added safety warning signs to water amusement areas on the islands and some floating bridges. 3. We conducted routine safety production inspections of tourism-related enterprises including Jiujiang Xihai Fish Island Tourism Development Co., Ltd., Jiujiang Lushan Xihai Yunhai Steamship Co., Ltd., and Jiujiang Lushan Xihai State-owned Tourism Development Co., Ltd., providing on-site guidance on proper management of safety production documentation. 4. We regularly organize joint law enforcement actions for water safety, legally impounding four boats, three fishing nets, eight fishing rods, and removing one illegal floating house. (IV) Sanitation 1. We completed environmental improvements along the road from Meitang Expressway Exit to Jiangshang Township, uniformly updating picking sheds and billboards, and thoroughly cleaning up random piles, spider webs, and other clutter along the route. 2. We completed the installation of shop signs, cleanup of construction materials and garbage, and renovation of billboards and trash bins along the section from Yijiahe Hetou Group in Zhe Lin Town to Sima Village. 3. Each assigned department carries out supervision, training, and guidance on sanitation along assigned traffic routes, boat docks, tourism-related enterprises, and village groups along the route, maintaining the cleanliness and tidiness of the scenic area on a regular basis. (V) Tourism Shopping 1. The market supervision department provided training and guidance to service staff of tourism-related enterprises in the scenic area, requiring uniform attire and civilized service. They fully implemented transparent pricing for scenic area products, eliminating unauthorized street vending and aggressive sales tactics. 2. We set up special exhibition areas for Lushan Xihai tourism-themed cultural and creative products at key locations such as tourist piers, Xihai Window, and islands. 3. We established demonstration shopping spots for poverty alleviation tourism on the visiting islands. (VI) Comprehensive Management 1. We regularly conduct tour guide training to cultivate high-quality guides. 2. We organized crew training to strengthen management services and safety reminders, improving the service quality of boat crews. 3. We set up five Party member pioneer posts and volunteer service stations at the visitor center and islands, providing attentive services to tourists. (VII) Protection of Resources and Environment 1. We arranged photography and ecological culture display areas on the visiting islands. 2. We printed 5,000 copies of the “Lushan Xihai Ecological Science Handbook.”
