Secretary Lin Binyang visited Lushan Xihai to conduct research and provide guidance.
On June 17, Lin Binyang, Secretary of the Municipal Party Committee, visited the Lushan West Sea Scenic Area to conduct on-site research and provide guidance on epidemic prevention and control, the construction of key projects, and the development of the tourism industry. Vice Mayors Yan Shengping and Li Xiaoping, Municipal Party Committee Secretary-General Wu Zhaoyou, member of the Municipal Government Party Group and Party Secretary of the Scenic Area Chen Jitian, Deputy Party Secretary and Director of the Management Committee Zheng Qinghua, and Deputy Party Secretary Zou Xiufeng accompanied him on the visit.
Lin Binyang emphasized that all localities and departments should thoroughly implement the important speech delivered by General Secretary Xi Jinping during his inspection tour of Jiangxi, focus on the higher requirements of “five areas of striving to be first,” and coordinate efforts to control the epidemic and promote economic and social development. We must seize new opportunities amid crises and create new prospects amid changing circumstances, fight hard in the second quarter, strive for more than half of our targets, and make every effort to drive high-quality, leapfrog development.
Looking out over the lush, layered peaks of Mufu Mountain, we’re delighted to see the shimmering beauty of Xihai Lake. Despite it being a weekday, the Wuwang Valley Scenic Area in Lushan’s Xihai still attracts quite a number of visitors. Lin Binyang carefully inspected the scenic area’s facilities, inquired about their operational status, and urged the management to rigorously implement epidemic prevention and control measures, paying close attention to details and striving to deliver exceptional service. At the Lushan Xihai Scenic Area, Lin Binyang also conducted an on-site investigation of the Xihai Cloud Mirror Project and listened to reports on the area’s efforts to achieve 5A-level certification and related work. He pointed out that Lushan Xihai boasts unique ecological, resource, and locational advantages. We must deeply study and implement Xi Jinping’s Thought on Ecological Civilization, adhere to the development philosophy that “lucid waters and lush mountains are invaluable assets,” build upon our strengths, create new opportunities from scratch, intensify project attraction, diversify tourism offerings, enhance tourism quality, promote the integration of culture and tourism, and advance whole-area tourism development. We must maintain unwavering commitment to development, refine our work measures meticulously, and treat the 5A-level certification effort as this year’s top priority—keeping everything centered around 5A and working entirely for 5A—to ensure that we pass the certification at the first attempt.

Co-development Signing Ceremony
On June 18, the Lushan West Sea Scenic Area, China Electric Engineering Construction Corporation Jiangxi Hydroelectric Engineering Bureau Co., Ltd., and Jiangxi Lushan West Sea Shanyue Health and Wellness Industry Co., Ltd. held a signing ceremony for their cooperative development of the Zelin Old Town Food and Cultural Creativity Park project.
Chen Jitian, a member of the Party Leadership Group of the Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, attended the signing ceremony and delivered a speech. Zheng Qinghua, Deputy Secretary of the Party Committee of the Scenic Area and Director of the Management Committee, Xiong Jianghua, General Manager of China Gezhouba Group Jiangxi Hydroelectric Engineering Bureau Co., Ltd., and Yang Jun, Chairman of Jiangxi Lushan West Sea Shanyue Health and Wellness Industry Co., Ltd., also attended the ceremony and signed the project agreement. Zou Xiufeng, Deputy Secretary of the Party Committee of the Scenic Area, and a representative from Xi'an Jinshang Tianhua Design Company were also present.
The Zhelin Old Town Food & Cultural Creativity Park project is a key initiative under the 5A-level development of Lushan West Sea. The project covers a total planned area of approximately 161 mu and comprises six major functional zones: snacks, commerce, internet-famous attractions, performing arts, culture, and leisure. Among these, the main food district boasts a building area of about 30,000 square meters, aiming to create a first-class, uniquely distinctive dining and accommodation district—integrating dining, lodging, tourism, and entertainment—in China. Construction of the project is scheduled to begin in August 2020, with a trial operation starting in April 2021 and official opening on May 1. It is projected that the park will welcome 2 million visitors in its first year of operation.

On June 22, Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area, presided over a meeting to coordinate the 5A-level designation efforts and key projects. Zou Xiufeng, Deputy Party Secretary of the Scenic Area, attended the meeting, along with project leaders from various townships and departments.
The meeting heard reports on the progress of eight projects, including the 5A-level creation initiative, the island renovation project, the Zhelin Old Town project, and the Jinkou Township renovation and upgrading project. At the site, participants discussed and resolved issues encountered during the implementation process and made arrangements for the next steps in the work plan.
Chen Jitian emphasized that all sectors across the region must always regard project construction as the primary driving force for development, broaden our thinking, serve the overall situation, further enhance our sense of responsibility and urgency, put extra pressure on ourselves, and fulfill our duties with dedication. We should step up efforts to ensure high-quality and efficient implementation of key projects throughout the region, continuously boosting their quality and effectiveness.
Chen Jitian called for all levels and departments to focus deeply, humble themselves, and put in earnest effort; strengthen communication and coordination to build synergies in their work; and go deep into the grassroots level to address practical issues in project construction. They must intensify learning, proactively demonstrate initiative and creativity in their work, clearly identify key priorities, streamline working mechanisms, transmit pressure down through the ranks, and ensure they have a thorough grasp of each project’s status. While maintaining safety and quality, they should further accelerate the pace of construction, step up supervision, rigorously enforce implementation, adopt reverse scheduling, and use visual management tools to ensure timely completion. They should enhance their sense of responsibility and mission, take the initiative to tackle difficulties head-on, track and implement every stage meticulously, further mitigate project risks, remain confident, act proactively, and work together with one heart to speed up project construction and secure continued success in this critical battle.

On June 28, Chen Jitian, a member of the municipal government’s Party group and Party Secretary of the Scenic Area, oversaw the progress of key project construction. Zou Xiufeng, Deputy Party Secretary of the Scenic Area, and relevant project leaders from various townships and departments also attended the meeting.
Chen Jitian visited the site of the comprehensive environmental improvement project from Hetou Group in Yijiahe Village to Sima Wharf, as well as the island renovation project. He then held a symposium to listen to reports on the progress of these projects and carefully inquired about the difficulties, bottlenecks, and pain points encountered during their implementation.
Chen Jitian pointed out that projects are the lifeline of development. Steadfastly boosting project construction is not only an inexhaustible driving force for scenic area development but also a crucial guarantee for improving the quality of life for local residents. All sectors across the region must further elevate their perspective, recognizing project construction from the vantage point of promoting the overall development of the region and advancing these projects from an even higher starting point, thereby accumulating new momentum for the scenic area’s development.
Chen Jitian requested that all departments and units focus on the difficulties, pain points, and bottlenecks in project implementation, strengthen communication and coordination, ensure precise alignment and efficient service delivery, concentrate efforts on tackling tough challenges, and work together to solve problems. It is essential to enhance awareness of key indicators, milestone deadlines, and the need to overcome tough challenges, adhere to high standards and strict requirements, compile a clear list of all indicator targets and tasks, develop detailed plans, and strictly follow the established project milestones in reverse order, seizing every available moment to accelerate project progress to the greatest extent possible. Furthermore, it is crucial to strengthen supervision and inspection, establish dedicated task forces and assign specific personnel to oversee scheduling, rigorously carry out daily assessments and ensure the effective implementation of all indicators, and fully and accurately accomplish all target tasks, thereby laying a solid foundation for the scenic area’s bid to achieve 5A status.

On June 19, the tender for the supervision unit of the first-phase core tourism area project for the 5A-level Lushan West Sea development was officially posted online and announced in newspapers. The formal bid opening took place on July 10.
On June 20, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Scenic Area, and Wang Huiyou, Associate Research Fellow, traveled to Dali, Yunnan, to study the development of the tourism homestay industry.
On June 23, the bidding for the environmental improvement project in Jin Kouji Town was opened, and Jiujiang Construction Supervision Company was awarded the contract.
On June 23, the training session for tourism service professionals at Lushan West Sea commenced.
On June 23, the Lushan West Sea Market Supervision Bureau held a food safety training session for food and catering businesses in the scenic area for the year 2020. Nearly 80 participants attended the training, including food supervision staff from the bureau and representatives from food and catering enterprises.
On June 24, Suzhou Sured Decoration Co., Ltd., the contractor responsible for the renovation and construction of the Sima Visitor Center and its plaza, conducted an on-site inspection to finalize arrangements for the project headquarters and worker accommodations, and confirmed the move-in date.
On June 28, Zou Xiufeng chaired a coordination meeting for the creation work, adjusted the division of labor within the Creation Office, implemented reverse scheduling for projects, and adopted visualized management approaches.
