Lushan West Sea is vigorously promoting the renovation and upgrading efforts for its 5A scenic area.
On May 8, Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area, visited Zhelin Town to conduct on-site inspections of five key projects for 5A-level scenic area development: the renovation and upgrade of the Sima Visitor Center, the transformation and upgrading of the old Zhelin Town, and the comprehensive environmental improvement of the Yijia River section along the Jiao-Wu Line. Zou Xiufeng, Deputy Secretary of the Scenic Area’s Party Committee, along with heads of relevant departments and design firms, accompanied him during the visit.
At Sima Wharf, Chen Jitian walked and observed on-site, working directly from the location to coordinate and resolve difficulties and issues related to the renovation and upgrade efforts. He also made detailed arrangements and deployments for the next steps in the 5A-level certification process. He emphasized that relevant departments and design firms should strengthen communication, ensure close coordination, and work in a well-coordinated manner to provide high-quality and efficient services for the renovation and upgrade project. It is crucial to further reinforce accountability, harness collective wisdom and initiative, analyze specific problems on a case-by-case basis, promptly address challenges, and guarantee that the renovation and upgrade work is carried out to the highest standards and with the utmost quality. In alignment with the national 5A-level criteria, the renovation and upgrade of the Sima Tourist Reception Center must be tailored to practical needs, with particular emphasis on enhancing interior decoration and furnishings. The layout of key facilities—such as the automated ticketing hall, cultural and creative product stores, parking lots, and tourist restrooms—should be carefully planned to ensure they meet the functional requirements of a 5A-level scenic area, minimize disruption to visitors, and significantly boost visitor satisfaction. Together, we must strive to create a high-end, fully-functional, and warmly welcoming tourist hub that sets a new standard for excellence.
In Zhelin Town, Chen Jitian pointed out that the特色餐饮街区 in the old town of Zhelin is a key project for Lushan Xihai to enhance its 5A-level service infrastructure and boost its tourism economy. All responsible leaders and departments should focus closely on how to advance the project, expedite its launch and commencement, remove all obstacles and difficulties, and promptly complete all preparatory work prior to construction, ensuring that construction starts in early August and the project is completed and opens for business by March 2021.
Chen Jitian Conducts a Survey on the Landscape Improvement Work for the 5A Scenic Area Development in Jin Kou Town.
On May 11, Chen Jitian, a member of the municipal government’s Party group and Party Secretary of the scenic area, visited Jin Kou Township to conduct on-site research on the renovation and improvement of the township’s appearance.
During the research, Chen Jitian emphasized that vigorously promoting the upgrading and transformation of township appearances is a major step in implementing General Secretary Xi Jinping’s thought on ecological civilization, an important action for carrying out the rural revitalization strategy, a crucial approach to improving rural living environments, and also a vital task and strong guarantee for currently advancing the creation of national 5A-level tourist attractions in these areas. All sectors across the region must deeply recognize the significant importance of upgrading and transforming township appearances, continuously enhance their sense of responsibility and urgency, strengthen overall planning and coordination, and earnestly carry out practical work to promote the high-quality advancement of township appearance improvement and transformation.
Chen Jitian emphasized that the sustainable development of the scenic area must firmly uphold the development philosophy that “lucid waters and lush mountains are invaluable assets.” Following the overall approach of “islands becoming paintings, trees forming forests, flowers blooming like seas, grasses growing in vast patches, and villages turning into picturesque landscapes,” we must strictly align with the national standards for 5A-level tourist attractions in terms of both resources and environmental protection, and carry out the renovation and enhancement of the Jin’kou township’s appearance to the highest standard. Along both sides of the main roads, we need to remove weeds and rehabilitate ponds, gradually improving the living environment of the township and enhancing the scenic area’s aesthetic appeal. Taking this comprehensive urban-rural improvement initiative as an opportunity, we should adopt multiple measures, integrate resources, and, led by fruit tree cultivation, closely link it with Jin’kou’s tourism industry to vigorously promote a modern industrial layout, striving to transform Jin’kou Township into an eco-friendly, agritourism-oriented township. Meanwhile, in response to the 5A-level scenic area’s requirements for tourism transportation and visitor experience, we must strengthen infrastructure development, improve public facilities such as scenic area roads and parking lots, and achieve joint construction and shared use of township infrastructure, thereby boosting residents’ sense of happiness and comprehensively advancing the creation of a 5A-level scenic area.

From May 1 to 5, Lushan West Sea simultaneously focused on epidemic prevention and control and tourism reception, adopting multiple measures and providing warm, attentive service. During the "May Day" holiday, the scenic area maintained overall order and strictly adhered to the visitor capacity limit of 30% of the instantaneous maximum capacity. In total, the area welcomed 60,500 visitors and generated tourism revenue of 39.0225 million yuan.
On May 6, the scenic area held a special briefing on the 5A-level creation initiative, during which the plans for upgrading and renovating the Sima Visitor Center and improving the environmental conditions along the Yijiahe Hetou Group were reviewed.
On May 9, the scenic area held a briefing on the renovation and upgrade of Zhalin Old Town, during which the proposals for the Zhalin Town特色餐饮美食街区 and the nighttime tourism economic project were reviewed.
On May 11, the scenic area launched the work on establishing a tour signage and marking system for its national 5A-level tourist attraction. The cooperating service providers conducted on-site, fixed-point, quantitative site surveys. Meanwhile, a draft of the updated traffic signage plan for both the external and internal areas of the scenic zone has been completed.
On May 12, Zou Xiufeng, Deputy Secretary of the Party Committee of the scenic area, chaired a work coordination meeting for the Lushan Xihai 5A Creation Office. All members of the Creation Office attended the meeting. Zou Xiufeng emphasized that the 5A creation effort is time-sensitive and involves heavy tasks. He urged all members of the Creation Office to demonstrate a strong sense of mission and responsibility, to coordinate closely among different teams, to innovate in their work and build synergy, and to go all out to achieve the 5A designation.
On May 12, the scenic area launched a campus-based thematic event titled “Enhancing Grassroots Emergency Response Capabilities and Strengthening the People’s Defense Line for Disaster Prevention, Mitigation, and Relief,” aimed at educating students about disaster prevention and mitigation knowledge. During this event, more than 1,000 copies of disaster prevention and mitigation publicity manuals and posters were distributed to teachers and students at the school.
On May 12, to further accelerate the renovation and upgrading of Zhalin Old Town, the scenic area organized two groups of working teams—led by Party and government officials—to visit Yuanjiacun in Shaanxi, Chama Flower Street in Yunnan, and Dongyi Small Town in Rizhao, respectively, to study and learn from the advanced experiences of these renowned scenic areas.
To further enhance tourism safety and service standards during the 5A-level certification process, the Lushan West Sea Water Emergency Command Center conducted a water emergency rescue drill in the Jinshui waters, focusing on practicing and testing the scenic area’s capabilities in ensuring water tourism safety, responding to sudden waterborne emergencies, and handling rescue operations.
Zhelin Town in Xishan, Lushan, is conducting a comprehensive inspection and evaluation campaign focused on environmental improvement. The campaign places particular emphasis on assessing and ranking the town’s progress in improving living environments and the status of clean households, thereby gradually enhancing and optimizing the environmental improvement efforts aimed at achieving 5A-level scenic area certification.
