Lushan West Sea Holds a Briefing Meeting on the 5A Scenic Area Development Plan
 
  On April 21, Lushan Xihai held a briefing on the planning for the creation of a national 5A-level scenic area. Chen Jitian, member of the municipal government’s Party group and Party Secretary of the scenic area, and Zheng Qinghua, Deputy Party Secretary of the scenic area and Director of the Management Committee, attended the meeting and delivered speeches. The meeting was chaired by Zou Xiufeng, Deputy Party Secretary. Heads of relevant departments within the scenic area and heads of tourism planning and design firms also attended the meeting.
 
  At the meeting, the head of the design team gave a detailed report on the overall enhancement plan for the scenic area’s 5A-level designation, with particular emphasis on the renovation and upgrading of the core scenic area’s visitor center, island attractions, and nighttime tour projects.
 
  Chen Jitian emphasized that all sectors across the region must align their thinking with the overarching goal of achieving 5A-level certification. We must unite our hearts and minds, think carefully, approach matters with dedication and passion, and work diligently to elevate the overall quality of the scenic area, strive for new highlights, and wholeheartedly advance the effort to establish this site as a national 5A-level tourist attraction.
 
  Chen Jitian requested that the design team strengthen coordination with relevant departments, place great emphasis on feasibility studies, further refine the cultural essence of Xihai, and carefully plan and precisely target efforts to showcase it through tangible carriers within the scenic area. The team should also promote the development of nighttime tourism. By integrating day and night activities and taking a long-term perspective into account, the nighttime lighting and shadow design方案 must effectively attract crowds, draw tourists, and keep them coming back. Furthermore, the island’s infrastructure and tourism offerings should be upgraded and enhanced to improve their water-friendly features, comfort, visual appeal, and safety. By developing diverse and content-rich tourism formats, setting clear timelines, adopting comprehensive planning, and proceeding step by step, we can create high-quality tourism routes and premium tourist zones.
 
  Zheng Qinghua requested that, first, the creation process should enhance its practicality and feasibility. We must start from reality, tap into the region’s natural landscapes and cultural elements, carefully plan budget allocations, further reduce construction costs, improve investment returns, and rigorously ensure the feasibility of project construction and implementation, striving to achieve a 5A rating with high quality and efficiency. Second, the creation process should strengthen its time-bound nature. Design firms need to put in even more effort to refine their design and planning proposals, develop detailed timelines and task charts, use target-driven approaches to ensure tasks are carried out effectively, and implement the project in phased and segmented stages. Third, the creation process should maintain continuity. We must coordinate and balance the relationships among planning and design, short-term and long-term goals, and the integration of natural landscapes, culture, and human elements, ensuring historical continuity. We should make full use of the landscape features and infrastructure already completed across the entire region, leverage existing resources, and accelerate the integrated development of all-area tourism.
 
The Lushan West Sea held a briefing meeting on the planning proposal for enhancing the appearance of Jinkou.
 
  On April 22, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Scenic Area, presided over a briefing on the planning proposal for enhancing the appearance of Jinkou. Representatives from Jinkou Township and relevant departments attended the meeting.
 
  After listening to the briefing, Zheng Qinghua put forward four requirements: First, further clarify the theme and, adopting a “sports + tourism” model, create a dynamic JinKou and build a first-class Jiangnan tourism and sports town. Second, focus on the key aspects of planning and design, highlighting critical nodes. The design of the “one zone and two roads” and landmark buildings, as well as the selection of tree species, should be given top priority and carefully developed. Third, simultaneously promote the construction of supporting tourism facilities, adhering to a people-centered development philosophy and transforming the township into a livable, culturally rich hub. Fourth, implement the project in a steady and orderly manner, establish a timetable, make reasonable arrangements, and prioritize key tasks, ensuring that the development of JinKou serves as a strong guarantee for successfully achieving 5A-level scenic area status.
 
Lushan West Sea Holds Meeting on Epidemic Prevention and Control During the "May Day" Holiday and
 
Tourism Reception Meeting
 
  On April 26, a meeting was held to discuss epidemic prevention and control as well as tourism reception work for the 2020 “May Day” holiday at Lushan West Sea. Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the scenic area, attended the meeting and delivered a speech. Also in attendance were Zou Xiufeng, Deputy Secretary of the Party Committee, and heads of relevant departments and tourism-related enterprises.
 
  The meeting conveyed and studied the spirit of the provincial video conference on epidemic prevention and control as well as the safe and orderly reopening of tourist attractions, and laid out plans for epidemic prevention and control, tourism reception, and safe production in scenic areas during the “May Day” holiday period.
 
  Zheng Qinghua emphasized that all departments and scenic areas must strictly implement the spirit of the meeting, and while continuing to maintain regular epidemic prevention and control measures, they should also effectively manage peak visitor flows in tourist attractions and ensure smooth tourism services during the “May Day” holiday. He called for action in three key areas: First, in extraordinary times, we must adopt extraordinary strategies for tourism. We need to clearly recognize the current situation—epidemic prevention and control, institutional reforms, and the push toward 5A-level certification are placing significant downward pressure on the tourism industry. We must strengthen our sense of responsibility and mission in ensuring both epidemic prevention and safety in the tourism sector during the “May Day” holiday. We should focus on building internal capabilities, firmly enforce local responsibilities and corporate principal responsibilities, hold fast to the safety bottom line, and carry out epidemic prevention and safety work in the tourism sector during the “May Day” holiday in a precise and orderly manner. We must remain confident and seize opportunities for scenic area development amid the crisis, making full use of policy windows and funding opportunities. Second, in extraordinary times, we must take extraordinary measures to boost tourism. We need to proactively prepare and excel in six key areas: scenic area development, scientific management, publicity and marketing, tourism services, tourism safety, and epidemic prevention and control. This will ensure that tourism services during the “May Day” holiday are safe and well-organized, providing visitors with a worthwhile experience. Third, in extraordinary times, we must shoulder extraordinary responsibilities to safeguard tourism. All departments and relevant persons in charge must actively fulfill their respective duties, optimize policies, clarify responsibilities, and enhance service delivery. At the same time, we must strengthen discipline in all aspects of our work, be proactive in planning and implementation, and foster synergy to ensure that epidemic prevention and safety efforts during the holiday period proceed smoothly and in an orderly manner.
 
Creating 5A Scenic Areas: Environmental Improvement Is Underway
 
  In 2020, the three-year campaign to improve rural living environments came to a close, and it was also the year when Lushan West Sea made its all-out push to become a 5A-level scenic area.
 
  Recently, Jinkou Township and Zhelin Town—both scenic areas—have stepped up their efforts to promote sanitation improvements, aiming for “cleanliness, orderliness, greenery, beauty, and harmony.” They are focusing particularly on addressing environmental issues such as damage to village appearance and scenery. By combining exemplary demonstrations with broader, region-wide initiatives, they are effectively enhancing villagers’ sense of responsibility toward caring for their homes and boosting residents’ satisfaction and happiness. The township Party committees have pooled their collective wisdom and resources, establishing New Era Civilization Practice Centers, forming small sanitation teams, and mobilizing forest rangers, rural cleaners, and驻村 (stationed) work team members to play a leading role as model Party members. Through targeted actions—including demolishing illegal structures, rectifying random dumping, improving the environment along roadsides, and cleaning courtyards—they are encouraging the general public to actively join in the cleanup efforts, using these localized initiatives to drive broader, more comprehensive improvements and significantly enhance efficiency.
 
  The two townships have further intensified their efforts, re-deployed and re-arranged resources, and adopted a multi-pronged approach to continuously carry out the special campaign for improving living environments. All cadres and residents will, with full enthusiasm, vigorous work spirit, and an unyielding determination to overcome any difficulty, forge ahead boldly and write a new chapter, ensuring victory in this tough battle to improve our living environments.

  To ensure smooth traffic flow and optimize the transportation environment in the scenic area during the May Day holiday, the Xihai Branch of the Jiujiang Public Security Bureau has decided, after careful deliberation, to implement temporary traffic restrictions on the Jiaowu Line S305 Provincial Road—from kilometer marker K14+100 to K29+400—from May 1 to May 5, 2020. The restriction period will be from 8:00 a.m. to 8:00 p.m. daily. All ordinary freight vehicles with a rated load of 1.5 tons or more (inclusive), as well as vehicles transporting dangerous chemicals, semi-trailers, tractor units, tank trucks, and agricultural transport vehicles, will be prohibited from traveling on this section of road. Normal traffic will resume starting May 6. During the restriction period, vehicles affected by the ban are advised to take alternative routes via the expressway or National Highway G316. As part of its long-term planning for the 5A-level scenic area designation, the scenic area has already optimized its road network layout to ensure that visitor flows during peak seasons can be handled smoothly throughout the year.
 
  On April 26, to enhance the atmosphere for upcoming events and warm up the May Day tourism vibe in the scenic area, the Jiangxi Provincial Department of Culture and Tourism hosted a large-scale cultural and tourism livestreaming event titled “Livestreamers Take You on a Healthy Tour of Jiangxi,” organized by the Jiujiang Municipal Bureau of Culture, Radio, Television and Tourism, Jiangxi Tourism Channel, and the Management Committee of Lushan West Sea. The event featured a live recording session in Lushan West Sea.
