Lake-Circling Tourism Highway Project
On April 8, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Lushan West Sea Scenic Area, together with Zheng Qinghua, Deputy Party Secretary and Director of the Management Committee, visited Jin Kou Township to conduct on-site inspections of the landscape improvement and upgrading efforts as well as the lakeside tourism highway project. Officials from relevant departments of the scenic area and representatives from the planning agency accompanied them.
In Jin’kou Town, Chen Jitian and Zheng Qinghua conducted on-site inspections of the planning and design for the town’s landscape improvement and enhancement efforts, and listened to a briefing on the progress. Chen Jitian pointed out that it is essential to focus on both the present and the long term, further promoting the integration of tourism elements and the refinement of their functions, highlighting the cultural and folkloric qualities, aligning with consumer demands, extending industrial chains, enhancing development efficiency, and fully leveraging the town’s leading role in boosting the 5A-level scenic area designation, poverty alleviation, and rural revitalization, thereby continuously accelerating the pace of comprehensive tourism development and rural tourism growth. Zheng Qinghua emphasized that the landscape improvement and enhancement efforts in Jin’kou Township are directly linked to the region’s overall tourism image. It is crucial to closely adhere to the goals and tasks of comprehensively upgrading the town’s appearance and landscape, promptly demolishing illegal structures along the route, strengthening integrated governance, formulating remediation plans in accordance with landscape construction standards, and continuously and thoroughly carrying out the landscape improvement and enhancement work.
Along the lakeside road, everyone walked and observed while working on-site, coordinating to address difficulties and issues related to the development of the lakeside road. Chen Jitian urged relevant departments and units to firmly establish a commitment to excellence in their planning and design, conduct thorough feasibility studies, and continuously refine their design standards. In the design phase, they should optimize the route of the project, fully integrate the picturesque scenery along the lake, and transform the lakeside road into a transportation corridor that is both practical and showcases the unique “mountains, waters, fields, and forests” landscape. Special attention must be paid to ecological conservation, making full use of the existing ecological landscape around the lake to create a lakeside economic belt, boost farmers’ incomes, and drive the region’s economy toward leapfrog development.
Lushan West Sea is developing a high-quality tourism route aimed at achieving 5A certification.
On April 15, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, conducted an in-depth field visit to the West Sea Lake District to inspect the development of high-quality tourism routes for the 5A-level scenic area. Zou Xiufeng, Deputy Secretary of the Party Committee of the scenic area, along with heads of relevant departments and planning & design agencies, accompanied him on the visit.
Chen Jitian traveled along the 5A-level premium tourism route, observing and taking note of each stop. At each location, he carefully examined the upgrades and improvements to infrastructure such as walking trails and docks, as well as the layout and design of newly added tourism formats. He also paid close attention to the arrangement and enhancement of supporting facilities, including tourist restrooms, service stations, scenic viewing and resting areas, medical stations, and smoking areas.
Chen Jitian emphasized that lake-and-island tourism is the core resource and primary attraction of Lushan West Sea. In the process of striving for 5A-level certification, priority should be given to carefully planning high-quality tourism routes centered on lakes and islands, and to developing premium tourism zones in these areas. These high-quality tourism routes must integrate the “four characteristics”—safety, comfort, water-friendly design, and scenic views—while adapting to local conditions. This involves constructing waterfront boardwalks, cultural corridors, and distinctive bridges that seamlessly blend water and land, boast ecological beauty, and offer stunning vistas. Along these routes, pavilions, terraces, towers, pavilions, and gazebos should be strategically placed; tourist restrooms, service stations, smoking areas, signage, and smart tourism facilities—as well as various experiential business formats—should be rationally arranged. By doing so, we can ensure that visitors enjoy a smooth, comfortable, and delightful experience, thereby comprehensively enhancing the quality and image of the scenic area.

On April 10, the scenic area held a briefing on the implementation plan for building a smart scenic area as part of the effort to create the Lushan Xihai National 5A Scenic Area. During the meeting, reports were heard from six companies—including China Mobile Jiujiang Branch (in collaboration with Alibaba Group of Zhejiang), China Unicom Jiujiang Branch, Zhejiang Shenda Intelligent, Beijing Guoyi Zhonglian Technology, Fujian Piaofutong, and Jiangxi Weiyi Technology—on their respective smart scenic area development plans.
On April 10, the scenic area held a briefing on the design proposal for the signage and wayfinding system to support its application for National 5A Scenic Area status. The briefing heard reports on the scenic area’s signage system designs from companies including Jiangxi Sanxiang Design Co., Ltd. and Xi’an Yate Design Co., Ltd.
On April 12, we held discussions with the scenic area’s official website and official WeChat account to align, optimize, and enhance our service offerings, and have now finalized an implementation plan for these improvements.
On April 14, the scenic area fully launched preparatory work for the island renovation project. Led by Jiangxi Lushan Xihai State-owned Tourism Development Co., Ltd., a team was organized to thoroughly clean up all existing abandoned facilities and equipment on the island, ensuring that all pre-construction preparations are in place.
On April 15, the scenic area organized a review of the renovation and upgrade plan for the Sima Tourist Service Center, as well as the design proposal for the construction of a new tourist restroom and integrated service point at the Sima Tourist Wharf. The project will undergo comprehensive, high-quality upgrades in accordance with the national 5A-level scenic area standards. The plans are currently being refined, and the construction drawings are expected to be completed by the end of April. Construction is scheduled to begin after the "May Day" holiday.
On April 16, the Yongxiu Branch of China Telecom and Yongxiu Power Supply Company of the State Grid conducted on-site surveys of the communication and overhead power lines on the islands of Lushan West Sea, and are currently developing a detailed implementation plan for burying the overhead lines underground.
