Secretary Lin Binyang visited Lushan Xihai to conduct research on the development of the tourism industry.
 
  On March 29, Lin Binyang, Secretary of the Jiujiang Municipal Party Committee, visited the Lushan West Sea Scenic Area to conduct a research tour on the development of the tourism industry. He emphasized that we must deeply study and implement Xi Jinping’s Thought on Ecological Civilization, adhere to the development philosophy that “lucid waters and lush mountains are invaluable assets,” and fully leverage the West Sea’s superior ecological, resource, and locational advantages. In this way, we can ensure that its beautiful mountains, clear waters, and stunning scenery are passed down through generations and used sustainably, thereby contributing the West Sea’s strength to Jiujiang’s goal of becoming an internationally renowned city celebrated for its landscape and cultural heritage.
 
  Lin Binyang visited the Sima Tourist Wharf on Lushan West Sea to gain firsthand insights into the planning of lake-and-island tour routes and the progress of key tourism projects in the scenic area. He expressed full recognition of Lushan West Sea’s ongoing efforts to become a national 5A-level tourist attraction and its vigorous promotion of tourism infrastructure development. He emphasized that, given Lushan West Sea’s vast water area and numerous lakes and islands, it is crucial to integrate resources, leverage its unique advantages, and create distinctive, high-quality lake-and-island tour routes, thereby driving the high-quality, all-round development of Lushan West Sea as a tourist destination. Further efforts should be made to enrich the scenic area’s experiential and participatory offerings, creating a complete tourism ecosystem encompassing “food, accommodation, transportation, sightseeing, shopping, and entertainment.” It is essential to closely align with local realities, highlight cultural characteristics, and deeply explore the historical and cultural heritage of both the scenic area and its surrounding regions, thus promoting the deep integration and synergistic development of culture and tourism. We must strive to tell the story of Lushan West Sea’s mountains, waters, islands, and culture in a comprehensive and compelling way.
 
  Lin Binyang pays close attention to the advancement of tourism projects. He pointed out that our city is currently vigorously carrying out the “Year of Accelerating Project Construction,” the “Year of Optimizing the Business Environment,” and the “100-Day Intensive Effort for the 5020 Projects.” As per the decisions and deployments of the Municipal Party Committee and Municipal Government, Lushan Xihai must fully accelerate the construction of key tourism projects. We must make every effort to attract high-quality projects, closely monitoring large enterprises and major projects, and striving to bring in a batch of world-class mega-projects as well as high-end health-care, homestay, and leisure-resort initiatives, thereby further enriching the scenic area’s business mix and enhancing its appeal. We must provide top-notch services to these projects—anticipating what businesses need, addressing their urgent concerns, taking proactive measures, and demonstrating practical commitment and responsibility, thus creating a favorable development environment that is business-friendly, secure, beneficial, and supportive. We must also ensure that all projects are properly regulated—doing our utmost to strengthen pre-approval oversight and ongoing and post-event supervision, strictly adhering to laws and regulations, and resolutely preventing any instances of construction before obtaining approval or other violations of relevant laws.
 
  Lin Binyang listened carefully to the briefing on the progress of the 5A-level scenic area designation initiative. He emphasized that the 5A designation must be a success—there can be no room for failure. The municipal Party committee and municipal government attach great importance to and fully support the effort to develop Lushan Xihai into a national 5A-level tourist attraction. The scenic area must treat this designation effort as its top priority this year, adhering firmly to the principle of “everything centered around 5A, everything aimed at 5A.” It should further enhance the scenic area in multiple aspects—including hardware facilities, visitor services, tourism management, and smart-scenic-area development—strictly following the national standards and specifications for 5A-level tourist attractions, ensuring that the designation process is successful on the first attempt and striving to bring honor to Jiujiang and add luster to the scenic area.
 
  Lin Binyang emphasized that scenic areas must simultaneously prioritize both epidemic prevention and control and the promotion of development, ensuring that all prevention and control measures are implemented rigorously and without compromise. They should further accelerate the resumption of work and production, guaranteeing the safe and orderly operation of the entire scenic area and creating favorable conditions for the overall recovery of the tourism market after the pandemic.
 
Vice Mayor Peng Min visited Lushan Xihai to conduct research and provide guidance on the 5A-level creation work.
 
  On March 26, Peng Min, Vice Mayor of Jiujiang Municipal Government, visited the Lushan Xihai Scenic Area to conduct an on-site investigation into the tourism transportation aspects of the area’s 5A-level scenic spot development. She focused her guidance on the widening and renovation project of the Meizhe Line Tourist Landscape Avenue. Chen Jitian, a member of the Party Leadership Group of Jiujiang Municipal Government and Secretary of the Party Committee of the scenic area, and Zou Xiufeng, Deputy Secretary of the Party Committee, accompanied her on the visit.
 
  Peng Min visited the renovation sites of Xihai Zhichuang, Meizhe Connector, Yijiahe Bridge, and other projects on-site. She also held an on-site working meeting to arrange and deploy the project renovation and construction work, and to address the difficulties and issues encountered during the construction process.
 
  After conducting on-site investigations and listening to reports on the relevant situation, Peng Min requested that the 5A-level development of the Lushan Xihai Scenic Area should refine its planning and design schemes, adopting a high starting point and stringent standards. It is essential to genuinely enhance the sense of responsibility and mission, strictly adhere to ecological and environmental protection regulations, further detail work measures, clearly define responsibilities, and keep tight hold of key timelines, thereby creating an ecotourism landscape avenue that boasts outstanding quality and comprehensive supporting facilities, ensuring tourists can travel without any worries. All relevant departments should coordinate closely with each other, accelerate the construction of renovation projects, inject new momentum into economic and social development, and bring tangible benefits to the people.

Lushan West Sea Holds a Special Planning and Strategy Workshop for 5A Scenic Area Development
 
  On March 19, Chen Jitian, a member of the municipal government’s Party group and Party Secretary of the Scenic Area, chaired a special seminar on the planning and design for the scenic area’s 5A-level certification effort. Zheng Qinghua, Deputy Party Secretary of the Scenic Area and Director of the Management Committee, Zou Xiufeng, Deputy Party Secretary, and heads of relevant design and planning agencies attended the meeting.
 
  The meeting heard a report from the planning and design team on the overall improvement plan for the scenic area, as well as on the development of high-quality tourism routes for the creation of a national 5A-level scenic area, the renovation and upgrading of the visitor center and islands, and smart tourism initiatives.
 
  Chen Jitian put forward clear requirements for the creation of national 5A-level scenic areas. He pointed out that the establishment of national 5A-level scenic areas is the top priority for scenic areas. The rectification and improvement efforts must not only be completed by the end of September for submission to higher authorities but also be seamlessly aligned with the next phase of scenic area development strategies. At present, the primary focus should be on the renovation and upgrading of core scenic areas, which must be carried out in a phased manner. It’s crucial to accurately estimate project timelines, draw up detailed schedules and task lists, and immediately begin design and construction according to established procedures. Planning and design should involve frequent on-site visits and fieldwork to finalize ideas based on actual conditions. Moreover, software services must be integrated into the overall design concept, and efforts should be stepped up simultaneously to enhance service standards, personnel management, employee training, talent recruitment, and smart tourism initiatives, thereby effectively improving the quality of services provided at the scenic areas.
 
Lushan West Sea is accelerating the progress of its efforts to achieve 5A scenic area status.
 
  To accelerate the upgrading and renovation of core scenic areas and the construction of major projects, a number of key projects related to the 5A-level designation—including the island area in Lushan West Sea Lake District, Sima Wharf, the lakeside tourism highway, the widening and renovation of the Meizhe Line, and the upgrading and renovation of the central towns in Zhelin Town and Jin’kou Township—are underway. On March 18, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of Lushan West Sea, visited the Municipal Party Committee, the Municipal Bureau of Natural Resources, and other relevant departments to brief and communicate on issues such as ecological redlines and planning adjustments for projects including the Lushan West Sea Lakeside Tourism Highway and the widening and renovation of the Meizhe Line. Subsequently, he convened several special meetings focused on supporting key projects: a meeting on the preparation and upgrading of the Jin’kou Central Town’s master plan and land acquisition and demolition work; a coordination and funding-raising meeting for the Lushan West Sea Meizhe Line renovation and widening project; and a workshop on the design proposal for the Lushan West Sea Lakeside Tourism Highway project. On March 20, Chen Jitian, member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of Lushan West Sea, led representatives from the tourism planning, design, and consulting firms involved in the 5A-level designation, along with staff from the designation office, to conduct on-site guidance and oversee rectification efforts at key upgrade and renovation sites, including Sima Wharf, the core scenic island area, and Zhelin Town. Currently, the internal renovation and upgrade plan for the Sima Tourist Center has been finalized and will be completed before the “May Day” holiday; bidding processes for the signage system and smart tourism initiatives have already been initiated.

  On March 17, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of Lushan West Sea, listened to a report on the 5A-level creation work for Lushan West Sea as well as the environmental improvement efforts along roads in townships and scenic areas, and urged accelerating the pace of project rectification and enhancement.
 
  From March 20 to 23, the special planning and design team for the 5A-level development of Lushan West Sea conducted repeated on-site surveys based on feedback from the scenic area and further refined the improvement plan. Pre-construction preparatory work has already begun for projects such as upgrading the landscape at the Meitang Expressway exit and key nodes along the route, as well as the renovation and enhancement of the Sima Wharf ecological parking lot.
 
  On March 27, in order to further foster an atmosphere conducive to the 5A scenic area designation and strengthen brand promotion for the scenic area’s development, Lushan Xihai organized the first centralized photography excursion for photographers as part of the 2020 Tourism Photography Contest.
 
  On March 28, the expert advisory and guidance team for the 5A scenic area creation project conducted another on-site guidance session to support the scenic area’s development efforts. The team focused on providing specific guidance on various aspects, including the Meitang Expressway exit, the West Sea Window, the expressway connector, roads along Jiangshang Township, parking lots, the visitor center, island areas in the lake region, signage and wayfinding systems, concealed utility lines, eco-friendly treatment of communication towers, external and internal transportation systems, smart tourism initiatives, scenic area management, and training for staff members.
 
  On March 31, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of Lushan West Sea, visited the Provincial Forestry Bureau, the Provincial Department of Natural Resources, and other relevant departments to brief and communicate on matters such as adjustments to the ecological redline and optimization of nature reserves—key projects in the scenic area’s bid for 5A status.
