Vice Governor Wu Zhongqiong visited Lushan Xihai to conduct research and provide guidance.

　　On February 27, Wu Zhongqiong, Vice Governor of Jiangxi Province, visited the Lushan Xihai Scenic Area to conduct an in-depth investigation and provide guidance on epidemic prevention and control, institutional reform, and the efforts to obtain national 5A-level scenic area status. She also chaired a symposium to discuss these issues. Lang Daoxian, Deputy Director of the Provincial Department of Culture and Tourism; Li Jun, Vice Mayor of Jiujiang Municipal Government; and Chen Jitian, member of the Municipal Government Party Committee and Party Secretary of the scenic area, accompanied her during the visit.

　　Wu Zhongqiong conducted on-site inspections of several key planned, under-construction, and supporting projects in the scenic area, including the expansion and renovation project of the Lushan Xihai Meizhe Line Tourist Landscape Avenue, the site selection for the Lushan Xihai Tourist Distribution Center, the Xihai Yunjing Tourism and Health Care Project, the Lakeside Tourist Highway Project, and the Hilton Hotel at Lushan Xihai—part of the China Overseas Group. She also visited the Jin’kou Township Government to examine the progress of institutional reform efforts in the Lushan Xihai area.

　　Wu Zhongqiong pointed out that tourism is a sunrise industry and an industry that helps enrich the people. The unique resource characteristics of Lushan Xihai are unparalleled nationwide, and it boasts enormous potential for future development. Moving forward, through the concerted efforts of provincial, municipal, county, and district authorities at all levels, we must ensure that the institutional reforms in Lushan Xihai are truly implemented and yield tangible results, transforming Lushan Xihai into a national 5A-level tourist attraction that is even more beautiful, better, and more renowned than Qiandao Lake in Zhejiang Province.

　　Wu Zhongqiong emphasized that the institutional reform work of Lushan Xihai carries the expectations of the broad masses in the city, province, and scenic area. With tight timelines, heavy tasks, and immense pressure, all relevant departments at various levels must elevate their political awareness, strengthen their sense of responsibility, take the initiative, and bravely shoulder their duties. They should remain fully engaged and passionate, seize every moment, and live up to their youthful years. With a sense of urgency and determination, they must roll up their sleeves and work diligently to achieve tangible results in all aspects of the reform, further enhancing the sense of gain and happiness among the residents and visitors of the scenic area.

　　The Provincial Party Committee and the Provincial Government attach great importance to the effort of developing Lushan Xihai into a national 5A-level tourist attraction and have provided full support from all aspects. At present, Lushan Xihai faces daunting tasks in terms of institutional reform, 5A-level designation, and epidemic prevention and control. It is crucial to strive for simultaneous progress on all fronts. In particular, the 5A-level designation carries the high expectations of the Provincial Party Committee and the Provincial Government—success is not just an option; it’s an absolute must. The city of Jiujiang and all levels within the scenic area must unite in solidarity, demonstrate courage and responsibility, take proactive measures, and overcome all difficulties. Starting with aspects such as signage, village appearance, roadside environments, tourism management, and visitor services, we must continuously enhance both the hardware and software capabilities of the scenic area. We need to intensify publicity efforts, innovate marketing approaches, make extensive use of new media for promotion, and, in combination with the unique characteristics of the scenic area's resources, organize various branded promotional activities to further elevate the Xihai brand. We must further mobilize the enthusiasm of both staff and local residents toward the 5A-level designation, carry out effective publicity and mobilization efforts, ensure that the goal of achieving 5A status deeply resonates with everyone, and transform institutional reforms into a powerful driving force for attaining the 5A-level designation.

　　Currently, we must simultaneously focus on both epidemic prevention and control and economic development. We need to speed up, take action, tighten our efforts, and act with urgency—effectively ensuring that we pursue both goals without compromising either, and that they mutually reinforce each other. All tasks and work items must be systematically organized, with clearly assigned responsibilities, specific deadlines, and visualized progress charts. This will turn well-conceived plans into tangible results and drive rapid, visible improvements in scenic areas. In terms of tourism operations, we must strictly adhere to all requirements outlined in the “Guidelines for Safe Reopening of Scenic Areas in Jiangxi Province during the Epidemic Prevention and Control Period,” gradually, orderly, and safely reopening scenic spots and attractions. We must make thorough preparations and greet the potential surge in tourist arrivals following the end of the epidemic with a fresh outlook and a completely renewed state. Regarding project construction, we should adopt a balanced approach that combines short-term and long-term strategies: while developing comprehensive long-term plans, we must also implement projects step by step and accelerate their advancement. At present, we should prioritize resuming and launching key projects such as the lakeside tourism highway, the expansion and renovation of the Meizhe Line tourism scenic avenue, and the Lushan Xihai Tourist Distribution Center.

Research and Guidance Principles

　　On February 28, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Lushan West Sea Scenic Area, presided over a meeting to thoroughly convey and study the guiding remarks made by Vice Governor Wu Zhongqiong during her field inspection of the scenic area. The meeting emphasized that leading officials in the scenic area must earnestly study and grasp the spirit of Vice Governor Wu Zhongqiong’s instructions during her inspection, turning the leader’s care into renewed vigor for their next steps, transforming the leader’s directives and requirements into concrete, actionable measures, and turning the leader’s expectations into tangible and measurable achievements. The meeting set forth the following requirements: First, we must fully promote the implementation and effectiveness of institutional reforms. All members of the leadership team and relevant departments should, based on their respective areas of responsibility and functions, re-examine and refine the reform tasks. In accordance with functional requirements, they must ensure the smooth and orderly implementation of institutional reforms by effectively taking charge of the handover and acceptance of various functions and assigning specific responsibilities to each department. Second, we must vigorously advance all aspects of the 5A-level rating creation process. The 5A-level rating creation is the most significant and important task for the scenic area—a task that also carries political importance. By the end of September, we must strive to have basically completed all preparatory work for the 5A-level rating. In October, we will apply for national acceptance. All work must be scheduled backward from the key deadlines, with detailed timelines meticulously planned. Each member of the leadership team and each department should, according to the division of tasks assigned by the 5A-level rating leading group and the various working groups, review their respective tasks, strengthen communication and coordination with the 5A-level rating office, and make every effort to ensure the successful implementation of all creation tasks. Third, we must accelerate the advancement of project construction. We must speed up the implementation of key projects such as the lakeside tourism highway and the widening and upgrading of the Meizhuo Line, while ensuring the resumption of work and production and providing high-quality services. We must also expedite environmental improvement and enhancement efforts, aiming for substantial changes in the scenic area by the end of the year.

Lushan West Sea Accelerates the Pace of Promoting Major Projects for 5A Scenic Area Development.

　　To implement the spirit of the research instructions given by Vice Governor Wu Zhongqiong and accelerate the advancement of major projects related to the 5A-level development—such as the renovation and upgrading of islands in the core scenic area of Lushan Xihai, the widening and upgrading of the Meizhe Line, and the construction of the Yijiahe Comprehensive Tourist Distribution Center—the Party Group Member of the Jiujiang Municipal Government and Party Secretary of the Lushan Xihai Scenic Area, Chen Jitian, accompanied Jiujiang Vice Mayor Sun Jinmiao on March 4 to report and communicate with the Provincial Forestry Bureau, seeking its support for these key projects. On March 6, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Lushan Xihai Scenic Area, accompanied Jiujiang Vice Mayor Sun Jinmiao to first visit the Provincial Department of Natural Resources and then the Provincial Forestry Bureau, where they reported and discussed issues including adjustments to ecological redlines, integration of the two planning regulations, and the investigation and remediation efforts. On March 8, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Lushan Xihai Scenic Area, chaired a special meeting to study the application process for national bond-funded projects. A total of 10 projects were submitted, including the core tourism zone for the 5A-level development of Lushan Xihai, the Zhenlin Distribution Center and supporting service facilities of Lushan Xihai, the tourism economic belt surrounding Lushan Xihai, and the smart platform for all-round tourism in Lushan Xihai.

　　To effectively carry out brand promotion for the 5A-level scenic area development and enhance the destination’s visibility, under the guidance of the Jiangxi Provincial Department of Culture and Tourism, the Jiujiang Municipal Government, and the Jiangxi Federation of Literary and Art Circles, we are actively preparing and organizing the “Love in Xihai: Fighting the Epidemic with One Heart—Jiangxi Lushan Xihai Tribute to the ‘Most Beautiful逆行者’ Original Literary and Artistic Works Appreciation Competition.” On March 5, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Lushan Xihai Scenic Area, convened a meeting to coordinate event preparations. In the afternoon of March 12, Chen Jitian, Member of the Party Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan Xihai Scenic Area, listened to reports on the event’s progress and various 5A-level creation and publicity efforts, and laid out plans for further preparatory work. Meanwhile, on March 12, 13, and 18, representatives visited the Provincial Department of Culture and Tourism, the Jiujiang Municipal Government, and the Provincial Federation of Literary and Art Circles respectively to brief them on the event’s preparation status and seek support from higher authorities. Currently, preliminary preparations for the event are underway intensively and in an orderly manner, and the event will be officially announced to the public on March 28.

　　On February 29, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Lushan West Sea Scenic Area, conducted an in-depth field investigation into the efforts to develop the West Sea Lake Area into a national 5A-level scenic spot, providing on-site guidance to the planning and design agencies and the creation office.

　　On March 5, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Lushan West Sea Scenic Area, chaired the 5th Party Committee Meeting of the scenic area for 2020. During the meeting, he listened to reports on the progress made by the Office for the Establishment of the National 5A Scenic Area and by the ten working groups, and coordinated efforts to address difficulties encountered in the establishment process.

　　On March 5, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Lushan Xihai Scenic Area, chaired a meeting to study and deploy the application process for special bonds.

　　On March 9, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, chaired a review meeting on the planning and strategy for the scenic area’s 5A-level designation. During the meeting, he listened to reports on the design enhancements for the core scenic areas as part of the 5A-level creation process. Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Lushan West Sea Scenic Area, conducted an in-depth field visit to Jin Kou Town to inspect the town’s renovation and upgrade efforts, and then convened a meeting of the Leading Group for Jin Kou Town’s renovation and upgrade work to lay out plans for the immediate future.

　　On March 11, Chen Xiaoping, Vice Governor of the provincial government, Zhang Shengze, Director of the Provincial Department of Natural Resources, and Qiu Shuiwen, Director of the Provincial Forestry Bureau, conducted a special research visit to Lushan Xihai to discuss issues such as optimizing ecological redlines, rectifying illegally constructed villas, and regulating farmers’ housing construction. Xie Laifa, Deputy Secretary of the Jiujiang Municipal Party Committee and Acting Mayor, and Sun Jinmiao, Vice Mayor, accompanied the delegation.

　　On March 13, Li Jun, Vice Mayor of the Jiujiang Municipal Government, chaired a coordination meeting on the institutional reform of Lushan Xihai and the efforts to develop it into a 5A-level scenic area. Representatives from various relevant municipal departments and the Lushan Xihai Scenic Area attended the meeting. During the meeting, specific issues requiring support at the municipal level for the institutional reform of the Lushan Xihai Scenic Area and its bid for the 5A designation were carefully reviewed and scheduled one by one.

　　On March 15, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of Lushan Xihai Scenic Area, conducted on-site investigations along the routes of the Lushan Xihai Lakeside Tourism Highway and the Meizhe Line renovation and expansion project, visiting villages including Zhelin Town, Jin’kou Township, and Sanxiqiao Town.

　　From March 15 to 17, the scenic area conducted multiple rounds of research and coordinated efforts on issues such as ecological redlines, planning adjustments, and project proposals for projects including the Lushan West Sea环湖 tourism highway and the expansion and renovation of the Meizhe Line, thereby accelerating the advancement of these projects.
