　　Lushan West Sea Holds a Rally to Commit to Building a National 5A-Level Tourist Attraction.

　　On December 25, the Lushan West Sea Scenic Area held a rally to pledge commitment to the creation of a national 5A-level tourist attraction. Li Jun, Vice Mayor of the Jiujiang Municipal People's Government, and Chen Jitian, member of the municipal government’s Party group and Party Secretary of the Lushan West Sea Scenic Area, attended the meeting and delivered speeches. The meeting was chaired by Zheng Qinghua, Deputy Party Secretary of the scenic area and Director of the Management Committee, and was also attended by Zou Xiufeng, Deputy Party Secretary of the scenic area.

　　Li Jun said that today, Lushan West Sea has reached a new historical starting point—standing ready to launch its campaign for the creation of a national 5A-level tourist attraction—and has become the largest, best, and most attractive brand for water-based tourism in the entire province, as well as one of Jiujiang City’s most prominent tourism highlights. Regarding the effort to develop Lushan West Sea into a 5A-level tourist attraction, Li Jun emphasized three key points: First, we must elevate our political awareness and truly deepen our understanding of the importance of creating Lushan West Sea as a national 5A-level tourist attraction. Second, we must enhance our capabilities and tackle difficulties head-on, diligently carrying out all necessary rectifications and improvements. We should uphold our determination to overcome obstacles, maintain our high spirits as always, and continuously hone our skills. Third, we must remain firmly confident of victory and make every effort to secure the coveted 5A designation in one fell swoop. Meanwhile, to further intensify support for the development of Lushan West Sea into a national 5A-level tourist attraction, the municipal government has specially established a leading group for the creation of national 5A-level tourist attractions in Jiujiang City, mobilizing all relevant municipal departments and county-level districts to join forces and provide comprehensive support for Lushan West Sea’s 5A-level development efforts.

　　Chen Jitian called on all cadres and employees across the region to: First, stay true to our original aspirations and embrace our mission; let’s set out once more with determination to achieve victory. We must firmly keep in mind our original aspiration of Xihai, shoulder the mission of soaring development, elevate our political awareness, and remain steadfast in our belief in certain victory. We must seize opportunities with vigor and make every effort to secure the 5A rating in one fell swoop. Second, work collaboratively as a unified team and strive together to conquer every challenge. The Creation Office should serve as the operational command center, all units must coordinate their efforts, and the entire region must act as one cohesive unit. Third, pursue excellence and pay meticulous attention to detail, benchmark against standards and implement rectifications without deviation. We must thoroughly understand the standards, focus on details, highlight our unique characteristics, and enhance our environment. Fourth, carry out vigorous publicity and mobilization to build momentum, and maintain strict discipline to provide strong guarantees. We must rally every available force to create powerful momentum and ensure disciplinary compliance for the creation work, with particular emphasis on strengthening publicity and promotion, ensuring safety and stability, enforcing strict discipline, and conducting rigorous performance inspections.

　　Zheng Qinghua emphasized the following four points: First, we must elevate our perspective and prioritize the creation effort. All sectors across the region should attach great importance to this initiative and go all out to continuously enhance scenic area infrastructure, improve the quality of attractions, build a comprehensive service system, and cultivate a strong service ethos through the 5A certification process. Second, we must firmly assign responsibilities and ensure effective implementation of the creation work. Each township and department should meticulously break down the assigned tasks into specific responsibilities, deadlines, and milestones, and earnestly ensure that these tasks are carried out as planned. Third, we must enforce strict discipline in the creation effort. Given the long duration, high pressure, and heavy workload involved, we must adhere to the working mechanism of weekly briefings, bi-monthly reports, and monthly summaries to vigorously supervise and advance the creation efforts. Fourth, we must take a holistic and balanced approach to the creation work. We should concentrate human resources and energy on the creation effort itself, while ensuring that all other tasks are aligned with and support the 5A certification drive.

　　The meeting arranged and deployed the work to establish Lushan Xihai as a national 5A-level tourist attraction, and relevant units delivered statements expressing their commitment.

　　[Create Dynamic]

　　The Lushan West Sea Management Committee is re-arranging and re-driving the efforts to achieve 5A status.

　　On January 13, 2020, Chen Jitian, a member of the municipal government’s Party group and Party Secretary of the scenic area, chaired a coordination meeting on the creation of a 5A-level scenic area. The meeting heard reports from the Creation Office and the 10 working groups on their progress to date and their plans for the next steps, and addressed relevant issues arising in the course of the creation process through on-site coordination.

　　The meeting called for the following: First, clearly define key milestones and draw up a reverse schedule to accelerate the progress of the initiative with all-out efforts. Second, assign responsibilities and divide tasks among various working groups, ensuring that each level takes concrete action and every task yields tangible results. Third, strengthen overall coordination and synergy, forming a united force to advance the initiative in an orderly manner. Fourth, intensify supervision and inspection, establishing a long-term mechanism for regular work briefings and quantitative performance evaluations.

　　The working group for the establishment of Lushan West Sea has been dispatched to carry out new assessments for the year 2019.

　　Study Tour of National 5A-Level Tourist Attractions

　　To accelerate the progress of the application process for Lushan Xihai National 5A-Level Tourist Attraction, learn from the experiences of advanced tourist destinations, and avoid unnecessary detours, the Lushan Xihai National 5A-Level Tourist Attraction Creation Promotion Team swiftly took action by dispatching various working groups within the team to visit and study the 22 newly designated 5A-level scenic areas recently recognized by the Ministry of Culture and Tourism. From January 4 to 9, 2020, the Site Enhancement Group, Environmental Improvement Group, Smart Scenic Area Development Group, Creation and Promotion Group, and Transportation Organization Group—each under the Promotion Team—went separately to tourist attractions including Jiangxi’s Wugong Mountain, Jiangsu’s Huishan Ancient Town, Zhejiang’s Jinyun Xiandu, Guangdong’s Xinghu Lake, and Sichuan’s Bifeng Gorge, according to their respective responsibilities. Each group prepared detailed investigation and study reports on the creation efforts and provided feedback on their findings at the sites themselves, thereby supporting high-quality, rapid advancement in the creation and improvement processes.

　　After the training concluded, the 10 task forces responsible for developing the scenic area each held their own group work meetings, drawing on their respective tasks and learning experiences. They refined and detailed their individual tasks, developed reverse-time schedules, and formulated detailed implementation plans.

　　Lushan West Sea has established a tourism planning and consulting team for its 5A-level development initiative.

　　In accordance with the requirements of the rally for the establishment of a national 5A-level tourist attraction in the scenic area, and in order to further standardize, enhance the quality, and highlight the distinctive features of the scenic area’s 5A-level tourism development efforts, the scenic area issued a tender invitation for tourism planning services for the creation of Lushan Xihai as a national 5A-level tourist attraction on January 26, 2019. On January 3, 2020, the scenic area held a bidding conference, adopting a non-discriminatory selection process. During the conference, detailed presentations were given by the bidding companies, and ultimately, Xi'an Donglue Zhiye Management Consulting Co., Ltd. was selected as the tourism planning service provider for the scenic area’s 5A-level development initiative.

　　The establishment of the tourism planning team will further facilitate the top-level design for the creation of national 5A-level tourist attractions. It will enable more effective diagnosis and targeted improvement measures, clearly define the direction forward, accelerate the pace of development, and highlight distinctive features.

　　Throughout 2019, the scenic area received a total of 12.3912 million visitor visits, representing a year-on-year increase of 9.5%. Total tourism revenue reached 9.999 billion yuan, up 10.5% from the previous year. For the first time, the number of visitors entering the lake exceeded one million, increasing by 24.5% year-on-year. The number of visitors purchasing tickets actually reached 803,100, up 16.75% from the previous year; among them, foreign visitors totaled 74,200, an increase of 15.58% over the previous year.

　　On December 26, 2019, the third Hilton Garden Inn hotel in China—Hilton Garden Inn Xishan Lake in Hainan—officially began its trial operations.

　　The “Poetic and Picturesque Xihai” brand, the Lushan Xihai leisure and vacation tour, and the Lushan Xihai ecological study tour for students have been included in the “Three-Year Action Plan for High-Quality Development of the Tourism Industry in Jiujiang City (2019-2021).”
