On September 8, the “Everyone in Action, Going All Out” final sprint conference for Lushan West Sea’s bid to achieve 5A status was held. This conference marks the official launch of a full-scale, all-out assault on the challenge of turning Lushan West Sea into a national 5A-level scenic area! Chen Jitian, member of the municipal government’s Party leadership group and Party Secretary of the scenic area, attended the meeting and delivered a speech. He emphasized that everyone across the region must further boost morale, rally spirits, and firmly shoulder their responsibilities—with an unwavering determination to succeed, confident assurance of victory, and the resolve to fight with everything at stake, determined to win the 5A title once and for all. 
Zheng Qinghua, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Scenic Area, chaired the meeting and delivered a speech. Zou Xiufeng, Deputy Secretary of the Party Working Committee, also attended the meeting. Members of the Party and government leadership team of the Scenic Area, heads of various departments and townships, secretaries of all villages (and communities), as well as heads of key projects and enterprises concerned, were present at the meeting. The meeting reported on the progress made in the 5A accreditation efforts. Representatives from the Public Security Bureau, Zhelin Town, the Market Supervision Administration, the State-owned Assets Company, Yudao Island, and other relevant departments and units made statements, and important arrangements and deployments were made for the critical final sprint phase. 
Chen Jitian summarized and analyzed the progress made in the preliminary creation efforts as well as the existing problems. He pointed out that this year, the COVID-19 pandemic and summer flooding have placed tremendous pressure and challenges on the creation work. However, thanks to the attention and support from the provincial and municipal authorities, as well as the concerted efforts of all staff members in the scenic area, we have united as one, fostering a strong atmosphere for creation; we’ve worked vigorously and swiftly, ensuring robust project advancement; and with unity between upper and lower levels, we’ve garnered support from multiple parties. At the same time, there are still some prominent issues and weak links in the creation work, including insufficient standards, lack of enthusiasm, inadequate management, poor service quality, and incomplete supporting facilities. We must strive for excellence and meticulously carry out rectifications by aligning ourselves closely with established benchmarks. 
Regarding the “last mile”—the most arduous, challenging, and critical phase of the 5A-level creation effort—Chen Jitian emphasized that everyone across the region must strengthen their sense of responsibility, mission, and urgency, cherish every remaining moment of the final sprint, and mobilize the entire population to go all out. First, we must complete tasks with the utmost speed and decisiveness. We need to keep a close eye on deadlines, accelerate the completion of key projects; closely adhere to standards, systematically compare and verify each task against established benchmarks, and promptly address any gaps or shortcomings. Second, we must make thorough preparations and strive for excellence in every detail to enhance quality. Taking tourists’ needs as our starting point, we should refine the layout and configuration of various business formats; aiming for tourist satisfaction as our ultimate goal, we should deliver five-star service; and drawing on expert perspectives, we should highlight the unique characteristics of Xihai. Third, with an unwavering winning mindset, we must mobilize the entire population to meet the inspection and evaluation with full confidence. We need to deepen our understanding and firmly believe in victory; mobilize everyone across the board to create a strong atmosphere; and enforce strict supervision to maintain orderly market conditions. Fourth, guided by strict discipline, we must go all out to secure the coveted title. We must strengthen organizational leadership, meticulously align with the task list, assign responsibilities at every level, rigorously conduct inspections and hold people accountable, and unite as one to launch our final, determined assault toward successful creation. 
Regarding the implementation of the spirit of this meeting, Zheng Qinghua pointed out: First, the 5A certification drive is a major campaign that requires unity and full commitment from top to bottom. The heavy burden must be shared by everyone, with each individual clearly aware of their specific targets. We must have a clear grasp of our responsibilities, tasks, and timelines for the certification effort. Second, the 5A certification drive is a decisive battle that demands strict adherence to military-style discipline—orders must be obeyed without question. This meeting serves as the general offensive order and mobilization call before the battle begins. We must strengthen efforts in addressing prominent issues, focusing on key tasks, optimizing scheduling mechanisms, and reinforcing supervision and assessment. Third, the 5A certification drive is a critical test that requires assigning responsibility to every individual and rallying the entire team for a final sprint. The level of achievement and the overall spirit displayed during this process are of paramount importance. We must rigorously enforce leadership accountability, departmental accountability, and local-level accountability, fully commit to the sprint, and ensure we win this tough battle for 5A certification.
