   Jiang Wending, a member of the Standing Committee of the Jiujiang Municipal Party Committee and Vice Mayor, visited Lushan West Sea to conduct research on market supervision and the 5A-level scenic area development initiative. On September 3, Jiang Wending, a member of the Standing Committee of the Jiujiang Municipal Party Committee and Vice Mayor, conducted a research visit to Lushan West Sea. He inspected on-site the construction status of special equipment such as slides and large-scale amusement facilities, and listened carefully to a briefing on the progress of the 5A-level scenic area designation effort. Vice Mayor Jiang Wending urged Lushan West Sea to seize opportunities, meet challenges head-on, further enhance its tourism culture and promotional image, and expand the range of entertainment and service offerings at the scenic area—ensuring that visitors can easily come, stay comfortably, and fully enjoy their experience. By continuously boosting the overall influence of the scenic area, Lushan West Sea can achieve new breakthroughs in tourism development and strengthen its tourism brand.

   Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Working Committee of the Lushan West Sea Scenic Area, chaired a coordination meeting for the 5A-level tourism development initiative. On September 1, Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area Party Committee, chaired a dispatch meeting on the 5A-level tourism development initiative for Lushan Xihai at the Creation Office. During the meeting, reports from various project teams and working groups were heard, and the existing problems and difficulties were thoroughly analyzed and discussed, further clarifying the current priorities of the work. Secretary Chen Jitian emphasized that as the creation process enters a critical stage, we must adhere to both problem-oriented and goal-oriented approaches and adopt a reverse-schedule-driven strategy. We should focus on integrating resources and build a smart tourism platform to high standards, striving to achieve first-class status nationwide and top position within the province. We must also strengthen scenic area management and staff training to enhance service quality and boost the attractiveness of the scenic area. Furthermore, we need to vigorously promote environmental improvements and continuously consolidate our existing achievements. We should enrich the new connotations of tourism, cultivate new tourism formats, and continually improve people’s livelihoods. Finally, we must face challenges squarely, maintain firm confidence, go above and beyond expectations, and resolutely secure the prestigious national 5A-level tourist attraction designation.

   Lushan Xihai is meticulously developing a homestay tourism industry chain, using small homestays to drive a larger-scale economic cycle. Since the beginning of this year, the Lushan West Sea Scenic Area has firmly implemented General Secretary Xi Jinping’s instructions on establishing a new development pattern featuring domestic major circulation as the mainstay and mutual promotion of domestic and international dual circulations. To further revitalize the area’s resources, the scenic area has introduced incentive policies, optimized its cultural and tourism industrial chain, and promoted the development of tourist homestays toward standardization, scale-up, specialization, and branding. The rapid growth of the homestay economy has driven the expansion and strengthening of local industries such as tourism, catering, agritourism, and fruit-picking activities, initially achieving a win-win situation of economic development and increased incomes for farmers.

  【Work Progress】
 
  (1) Tourism Transportation
 
  The construction of new floating bridges and waterfront boardwalks on the islands, as well as the renovation and upgrading of existing floating bridges and walking trails, are being accelerated and have now reached over 60% completion overall. The waterfront boardwalk at Caihong Island’s pier and the Caihong Trail, the waterfront boardwalk on E’yu Island, and the lakeside boardwalk on Canghai Island have all been paved. At Caihong Island’s waterfront boardwalk, the keel welding has been completed, and the walking trail has undergone landscaping treatment. On Goddess Island’s walking trail, railings have been installed, and concrete has been poured for the eighteen-bend section. On E’yu Island’s walking trail, a wood-grain surface has been created. Along the wooden boardwalk of Xihai Zhi Xing, concrete has been poured for the edge beams. On Canghai Island’s “Life Path,” rainflower stones have been inlaid, and the lightweight steel keel for the barrier-free pathway has been welded. The Long Bridge has been welded and installed; the fishing boat bridge and the “Pastoral Song on Water” bridge have had their frames welded; and the floating pontoon assembly for Canghai Island’s floating bridge has been completed.

  (2) Sightseeing
 
  1. The island renovation project is making the most of the clear and sunny weather to accelerate construction around the clock, with overall completion exceeding 60%. The assembly of the zipline gate on Rainbow Island, the paving of the uniquely shaped observation deck on Goddess Island, the assembly of Yun Song Pavilion and Yun Jin Pavilion, the painting of the pavilions at Mingzhu Hall, the repainting and upgrade of the Xiuhe Cultural Wall, and the retiling of the Five-Color Blessing Platform have all been completed. Additionally, the reinforcement fabrication for the Cloud Residence Tower on Rainbow Island and the framework assembly for the Lotus Water Pavilion have been finished; the welded framework for the Buddha’s Hand Holding Flowers Pavilion on Goddess Island and the brickwork molds for the water features have been completed; the installation of columns for the Ruo Xi Tower on Crocodile Island and the painting of the artificial rockery in the crocodile pond have been completed; the erection of formwork for the independent foundations of the wooden cottage town on Flying Dragon Island has been completed; the ceiling decoration of the Mingzhu Restaurant on Mingzhu Island and the commissioning of the waterfall pump system have been completed; the paving of stone materials on the Gan Merchants’ Street Square on Canghai Island and the polishing, painting, and finishing of the railings at the Performance Plaza have been completed; the painting and coating of the connecting corridors on both sides of the signboard archway on Sangtian Island and the fabrication of tree stumps for the Jumping Spring Plaza have also been completed.

  2. The renovation and upgrade project of the Sima Visitor Center has been fully completed, and it has now been thoroughly cleaned and sanitized and is ready for use.
 
  (3) Tourism Safety
 
  We organized and carried out a joint law enforcement operation to ensure waterway safety within our jurisdiction. We legally towed away four illegal fish rafts, seized nine fishing rods, confiscated one set of cast nets, and impounded one yacht being operated without a license.
 
  (4) Health
 
  1. Comprehensive construction underway for the renovation and upgrade of island tourism restrooms. This includes installation of plumbing in Rainbow Island’s restroom, bricklaying and plastering in Goddess Island’s restroom, anchoring the foundation of Crocodile Island’s restroom, painting in Xihai Zhi Xing’s restroom, removing flooring in Mingzhu Island’s restroom, installing toilet bowls in Canghai Island’s restroom, and building piers in Sangtian Island’s restroom.
 
  2. The engineering work within the scope of the comprehensive environmental improvement project—from the Yijiahe Hetou Group in Zhelin Town to Sima Village—has been fully completed, and construction on the newly added sections is being expedited.
 
  3. The Joint Yongxiu County Center for Disease Control and Prevention conducted nucleic acid sampling tests for frozen meat products and personnel at catering establishments within its jurisdiction, including hot spring hotels and Zhalin Lake hotels. A total of six batches were tested on-site.
 
  (5) Postal and Telecommunications
 
  The mobile operator and the design institute conducted a site survey at the Twin Towers on Guanhuhu Island and have already developed design plans for 4G and 5G base stations at the Twin Towers.
 
  (6) Tourism Shopping
 
  1. A joint enforcement campaign was launched to address prominent issues such as aggressive hawking, illegal street vending, and unauthorized construction of awnings along Sima Commercial Street, further enhancing the scenic area’s appearance and market order.

  2. The Municipal Market Supervision Bureau has distributed free of charge three regulatory notices, including the “Food Safety Management System for Shopping Venues in Lushan West Sea,” as well as price tags for shopping venues. It has also instructed all tourism-related enterprises and individual businesses to post these notices and properly complete the price tags.
 
  3. The Rainbow Island kiosk has been fully assembled, and the painting and spray-coating work on the Canghai Island sales outlet has been completed.
 
  (7) Integrated Management
 
  1. The officers and firefighters of the Xihai Fire Brigade conducted fire safety training at tourism-related enterprises in the scenic area, teaching employees fire prevention measures, firefighting skills, as well as knowledge on how to organize personnel evacuation and self-rescue and escape methods in case of a fire.

  2. A questionnaire survey on the tourism business models of Lushan Xihai was conducted at the Sima Tourist Center, and a survey analysis report was prepared.
