The Lushan West Sea Scenic Area held a decisive meeting to sprint toward the 5A rating. On September 8, the “All Hands on Deck, Go All Out” final sprint conference for Lushan West Sea’s bid to achieve 5A status was held. This conference marks the official launch of a full-scale, all-out assault on the challenge of elevating Lushan West Sea to the national 5A-level scenic area designation. Chen Jitian, member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Working Committee of the scenic area, emphasized that everyone throughout the region must strengthen their sense of responsibility, mission, and urgency, make the most of this final sprint period, and mobilize the entire population to go all out. We must complete our tasks with the utmost speed and decisiveness; prepare thoroughly and strive for perfection in every aspect of quality; adopt a winning mindset and rally the entire population to meet the rigorous evaluation; and maintain strict discipline as we spare no effort to clinch the coveted 5A title.
Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, conducted a research visit to oversee the progress of the island renovation and upgrade project aimed at achieving 5A-level certification. On September 10, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Scenic Area, conducted a field survey along the island’s tourist route to assess the island’s renovation and upgrade project. While personally experiencing the “island route tour,” he also studied and arranged the next steps on-site. Secretary Chen Jitian pointed out that it is essential to carry out comprehensive planning and layout, strengthen safety protection measures, and enhance the greening, beautification, and lighting levels of the tourist routes. Attention must be paid to ecological protection, ensuring full coverage and connection of sewage networks across the islands to eliminate any instances of “dirtiness and disorder.” Market supervision should be reinforced to strictly prohibit the emergence of “garden-within-a-garden” phenomena within the scenic area. Service training should be conducted to improve the quality of service across the entire tourism industry in the region. Finally, efforts must be focused efficiently and precisely to elevate the quality of project construction and comprehensively boost the scenic area’s brand recognition.
Cultural and tourism experts offer advice on the 5A-level development of Lushan Xihai. On September 12, Song Jianguo, Director of the Cultural Development Professional Committee of the China Xiaokang Construction Research Association and General Manager of Beijing Shounong Group’s Cultural Tourism Company, Ji Hongtao, Vice President of the Study-Travel Branch of the Henan Provincial Tourism Association and General Manager of Henan Jianye New Life Service Co., Ltd., and Luo Poyu from Henan’s cultural industry, along with a group of other experts, visited and conducted a research tour of the Lushan Xihai Scenic Area. They inspected on-site such attractions as Yunju Island, Goddess Island, Ruoxi Island, Huaguo Mountain, Xihai Star, Wooden House Town, Mingzhu Island, Canghai Island, and Sangtian Island. They offered valuable and insightful suggestions regarding the comprehensive improvement of tourism facilities on these islands and the development of water-based tourism projects. All participants unanimously agreed that the 5A-level certification effort would greatly enhance the overall quality of the Xihai Scenic Area and drive the Lushan Xihai tourism economy toward leapfrog development.

On September 14, Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area Party Committee, presided over a dispatch meeting on the 5A-level tourism development initiative for Lushan Xihai, held at the Creation Office. During the meeting, the Creation Office reported on the progress made in addressing issues identified in the checklist, the current status of ongoing work, and the key issues that need to be coordinated and resolved in alignment with the 5A-level evaluation criteria. Participants engaged in on-site discussions and deliberated on relevant suggestions and measures. Secretary Chen Jitian emphasized the need to further accelerate the pace of work, take the initiative in reaching out, proactively engage with relevant parties, and drive forward projects with rigor. All tasks must be completed on time and to the required quality standards, with each step being carefully implemented one by one. It is also crucial to intensify publicity efforts, closely collaborate with news media, enhance the working atmosphere, foster a strong sense of participation among all members of society, and create an environment where everyone actively contributes to the creation effort. Furthermore, it is essential to strengthen supervision and oversight—wielding the “supervisory whip” and upholding strict discipline—conducting substantive inspections and checks every week, ensuring that every person, every matter, and every issue are thoroughly addressed. Finally, we must deepen our efforts to improve work style, put ourselves under greater self-pressure, act proactively, and wholeheartedly embrace the responsibility of “forging iron,” making every possible effort to advance the creation work effectively.
【Work Progress】
(1) Tourism Transportation
1. Traffic signs for the scenic area have been installed, including 10 signs along Provincial Road 306, 1 sign along National Highway 316, and 5 signs along the expressway connector.
2. The construction of new floating bridges and waterfront boardwalks on the islands, as well as the renovation and upgrading of existing floating bridges and walking paths, are rapidly advancing, with overall completion exceeding 70%. On Yunju Island, the paving of the waterfront boardwalk and the binding of reinforcing bars for the side beams of the Xihai Zhi Xing wooden boardwalk have been completed. On Yunju Island, the flooring of the white corridor has been laid, and anti-corrosion wood has been installed for the corridor framework. On Goddess Island, wooden railings have been installed along the walking path, and welded steps have been constructed at the Eighteen Bends. On Gan Shang Street, stone paving has been laid for the steps on the rear walking path, and the installation of pier railings and flooring has been completed. The Qing Shui Bridge is undergoing renovation and upgrading; steps are being fabricated for the Mingyue Bridge; the Long Bridge is being welded and installed; the Shanhai Bridge is being assembled; the Yu Zhou Bridge and the Shangshui Mugge Bridge are being welded and assembled; and the Wai Po Bridge has undergone rust removal and polishing.
3. The upgrade plan for the parking lot signage system at the Sima Tourist Pier has been completed.
(2) Sightseeing
The island renovation project is being accelerated by seizing every sunny day, battling through rainy days, and working tirelessly through the night. Overall, more than 70% of the construction has been completed. The painting of the Goddess Island’s Xihai Immortal Statue, the installation of glass panels on the uniquely shaped viewing platform, the welding of steel beams for the Ruoxi Tower in Huaguo Mountain, the concrete pouring for the foundation columns of the wooden-housing town, the painting of the pavilion at the Mingzhu Pavilion on Mingzhu Island, the painting and coating of the roof steel structure of the Gan Shang Street on Canghai Island, and the construction of the well at the Tiaotiao Spring on Sangtian Island—all these tasks have now been finished. On Yunju Island, the hoisting of the Xihai Pavilion has been completed, along with the installation of steel structures for the Lotus Water Pavilion and the stage. At Goddess Island, the Jingxin Building has been assembled. On Mingzhu Island, the exterior framework of the guesthouse buildings has been enclosed, and the edges and corners of the restaurant’s outdoor corridor have been cleaned up. On Canghai Island, the functional rooms of the Gan Shang Street have been painted and coated, and the bamboo fence around the Pinmingxuan teahouse has been installed. On Sangtian Island, the extended section of the Yanyu Corridor has had its wooden structure fabricated and assembled, and the five-colored Futaibuilding’s connecting corridor has been painted and coated.
(3) Tourism Safety
1. To ensure smooth traffic flow on Provincial Highway 305, the main transportation artery of Lushan West Sea, from September 14 to October 15, from 7:00 a.m. to 7:00 p.m. daily, vehicles with two or more axles (excluding two-axle vehicles)—including ordinary freight trucks, hazardous chemical transport vehicles, semi-trailers, tractor units, tank trucks, and agricultural transport vehicles—will be subject to traffic restrictions on the section of Provincial Highway S305 from K16+480 to K29+450 along the Jiaowu Line.
2. Organize and carry out joint law enforcement operations involving multiple departments, intensify the frequency and scope of patrols in waters under our jurisdiction, and legally remove three illegal fish rafts, confiscate six fishing rods, and seize five fishing nets.
3. The renovation and upgrade of the medical clinic exclusively for visitors at the Sima Tourist Center have been completed, and a medical service agreement has been signed with the health centers in Zhelin Town and Jin’kou Township.
(4) Health
1. Comprehensive construction underway for the renovation and upgrade of island tourism restrooms. On Yunju Island, restroom fixtures are being installed; on Nüshen Island, wall tiles are being laid in the restrooms; on Ruoxi Island, truss frames are being hoisted and welded into place; at Xihai Zhixing Restroom, the floor is being leveled; in the Wooden House Town, interior walls of the restrooms are being demolished; at Mingzhu Island, partition framing is being welded together; on Canghai Island, wall tiles are being laid; and on Sangtian Island, ceiling decoration and partition sealing boards are being installed.
2. The Municipal Market Supervision Bureau held a mobilization meeting on the quality and safety of Lushan Xihai rice as well as on promoting safe and civilized catering practices. At the meeting, various units were briefed on requirements related to rice quality and safety, the creation of 5A-level scenic areas, and efforts to curb food waste, and were urged to ensure that these tasks are effectively implemented.
(5) Tourism Shopping
1. Organize and carry out a concentrated crackdown on illegal outdoor advertisements and signboards, addressing issues such as improperly placed and pasted advertisements and signboards in accordance with the law, and ensuring that the facades of commercial streets in tourist areas remain clean and well-organized.
2. The Municipal Market Supervision Bureau has strengthened the management of personnel engaged in commodity operations, distributing over 60 copies of the “Notice on Food Safety Management Systems for Shopping Venues in Lushan West Sea” and the “Notice on Tourism Market Management Systems in Lushan West Sea.” More than 700 standardized price tags have been issued. Two supermarkets found to be lacking complete price markings were served with rectification notices, and they have been urged to make immediate corrections.
(6) Integrated Management
1. On September 14, the tourism department of the scenic area took the lead in organizing tourism service training, inviting professional instructors to deliver the sessions. Employees working in frontline positions at major tourism-related enterprises within the scenic area, as well as tour guides and interpreters, participated in the training.
2. Dai Jinqing, a member of the Party Working Committee and Deputy Director of the Scenic Area, discussed with the Jiangxi Branch of the Industrial and Commercial Bank of China and China Unicom System Integration Co., Ltd. regarding the construction of a smart scenic area financial system and ticketing system.
3. The promotional video for the Lushan West Sea Tourist Area, scheduled for broadcast on CCTV, has completed recording and editing. The official website has also been refined with all necessary basic information and is now in trial operation after going live.
(7) Protection of Resources and the Environment
We invite a professional company to carry out a comprehensive expansion and upgrade of the sewage treatment system on the scenic island, ensuring full coverage and complete connectivity of the island’s sewage network, and that all effluent from the sewage treatment plants meets the national Class I Grade A standard.
