Li Xiaoping, Vice Mayor and member of the Party Leadership Group of the Jiujiang Municipal Government, visited Lushan Xihai to inspect the preparatory work for the 5A-level scenic area assessment. On November 1, Vice Mayor Li Xiaoping visited Lushan Xihai to review the preparations for the 5A-level assessment. He conducted on-site inspections of the progress of various projects, including environmental improvements along the Meitang to Sima Wharf route, smart tourism initiatives, and island renovation and upgrading. He also listened to reports on the preparatory work and held on-site discussions to coordinate and resolve key and difficult issues. Li Xiaoping pointed out that the 5A-level creation process has now entered the stage of secret visits and inspection readiness. It is crucial to clearly understand the current situation, remain confident, maintain a wartime state of mind, and avoid delays or procrastination. We must greet the national assessment team with full enthusiasm and in peak condition, fully showcasing the best achievements made during the creation process. Li Xiaoping urged that we should further intensify environmental improvement efforts in accordance with the 5A-level scenic area standards. Following the principle of local jurisdiction, we should carry out regular image-enhancing and cleanup activities, conduct joint patrols and law enforcement actions, and standardize the management of vendors along the scenic routes. We must accelerate the pace of project construction, allocate sufficient human and material resources, deploy multiple machines simultaneously, and comprehensively complete and clear all key projects to ensure timely completion. We should further enhance the quality of tourism by focusing on high-quality tour routes, paying meticulous attention to details, making significant improvements in subtle aspects, continuously enriching tourism offerings, and elevating the level of tourism services. Moreover, we need to strengthen communication and coordination with relevant departments and experts, identify weak links, seize critical time nodes, and make every effort to implement and refine the preparation work for the assessment.

Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Working Committee of the Lushan West Sea Scenic Area, presided over a special meeting of the Party Working Committee to deliberate on the “5A Inspection Preparation Plan.” On October 27, Chen Jitian, a member of the Party Leadership Group of the Municipal Government and Secretary of the Party Working Committee of the Scenic Area, convened a meeting of the Scenic Area’s Party Working Committee to review the “Lushan West Sea National 5A-Level Tourist Attraction Creation and Inspection Preparation Plan.” The meeting pointed out that the 5A-level creation and inspection preparation work is time-sensitive and involves heavy tasks. It is essential to establish a sound organizational framework for the inspection preparation, refine the plan, reorient functional responsibilities, address gaps and shortcomings based on expert advice, systematically organize all inspection-related tasks, clearly define timelines, and detail specific goals and tasks, assigning responsibilities to departments, units, and individuals. We must strengthen grid-based management and disciplinary requirements, conduct rigorous supervision, mobilize all staff members, and promote the work in an integrated manner. All responsible units and individuals must firmly uphold the spirit of taking responsibility—believing that they are uniquely qualified to step up and bravely dedicating themselves—to comprehensively carry out all inspection preparation tasks and ensure that we meet the inspection in the best possible condition.

The Lushan Xihai Scenic Area held a mobilization meeting and training session for the 5A-level creation and inspection preparation. To ensure comprehensive preparation for the 5A-level creation and inspection, on the evening of October 31, the Lushan Xihai Scenic Area convened a mobilization meeting and training session. Nearly 300 participants—including all staff members and officials from the scenic area as well as heads of tourism-related enterprises—attended the meeting. Guiding experts were invited to deliver lectures and conduct training. Chen Jitian, member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Working Committee of the Lushan Xihai Scenic Area, attended the meeting and delivered a speech. Chen Jitian emphasized that the 5A-level creation effort is of great significance to the scenic area’s future development. This is a do-or-die battle, and success is imperative. During the creation and inspection preparation, first, everyone must act as a tour guide. All personnel throughout the area should be thoroughly familiar with every aspect of Lushan Xihai, serving as excellent guides when interacting with visitors and making guests feel warmly welcomed and at home. Second, everyone must act as an administrator. As scenic area staff, we must dare to be rigorous and take charge of management, paying close attention to details and ensuring that our responsibilities are fully fulfilled. Third, everyone must act as a safety officer. Compared to surrounding areas, Lushan Xihai is a water-based scenic area, so safety is of paramount importance. Tour guides and boat crew members especially must fulfill their duties conscientiously and ensure that safety measures are effectively implemented. Fourth, everyone must act as a service provider. Each individual is an integral part of the 5A-level creation effort for Lushan Xihai. We must provide 5A-quality service, enabling tourists to truly feel at home and ensuring that their visit is worthwhile.

From November 1 to 2, Jinkou Township in Lushan West Sea and Zhelin Town successively held mobilization meetings for the preparation and inspection of the 5A-level tourism attraction designation. Officials from various villages and residential communities, village group leaders, as well as heads of tourism-related enterprises, hotels, and farmhouses attended these meetings. All sectors are fully committed and will go all out to ensure the successful designation of these areas as national 5A-level tourist attractions.

The 2020 Lushan Xihai Tide-Watching Festival, the 14th Yijiahe Tangerine Picking Festival, and the Lushan Xihai Fishing Invitation Tournament—the China Fishing Competition—were successfully held. To continuously advance the brand development of Lushan Xihai and support its bid to become a national 5A-level tourist attraction, from October 31 to November 1, the Lushan Xihai Tide-Watching Festival, the 14th Yijiahe Tangerine Picking Festival, and the third National Fishing Invitation Tournament—Jiangxi Lushan Xihai “Yaoci Cup”—were once again successfully staged. Through the organization of these diverse events and sporting competitions, Lushan Xihai has attracted visitors from all over to come and enjoy its beauty, further enhancing the brand’s visibility and influence. As a result, Lushan Xihai’s journey toward becoming a national 5A-level tourist attraction has become even more solid and confident.

【Work Progress】

(1) Tourism Transportation

1. We have signed cooperation agreements with Jiangxi Urban Intercity Bus Co., Ltd. and Jiangxi Jiujiang Long-Distance Bus Transportation Group Co., Ltd. to launch direct shuttle bus services connecting Nanchang West Station, Changbei Airport, Jiujiang Bus Station, Jiujiang Railway Station, Lushan High-Speed Rail Station, and the Lushan Cable Car to Sishima Pier on Lushan West Sea.

2. The vehicle guidance signs and pedestrian walkway markings for the Sijia Wharf Parking Lot at Xihai in Lushan have been completed, with additional dedicated lanes for direct-access parking spaces, charging stations, accessible parking spaces, and women-only parking spaces now in place.

3. Painting the approach bridges of Yunju Island’s Queqiao Bridge; reinforcing the approach bridges of Xihai ZhiXing Shanhai Bridge; installing handrails on Jiuqu Bridge on Canghai Island; painting the railings along the Xihai ZhiXing promenade; and landscaping the promenade on Mingzhu Island.

(2) Sightseeing

1. The island renovation project continues to focus on refining details, enhancing landscaping, and accelerating site clearance and fencing work. On Yunju Island, the benches along the trail leading to the island have been polished, and the observation deck has undergone carbonization and painting. On Goddess Island, benches have been installed in the hexagonal pavilion, steel posts along the 18-bend walking path have been painted, the square pavilions have been coated with wood-grain paint, and the Haohan Slope has been landscaped. On Ruoxi Island, the ceiling of Ruoxi Tower has been painted, the tower has been spray-painted, the transfer platform has been covered with pine boards, and the artificial rockery on Huaguo Mountain has been spray-painted.

2. The panoramic tour map of the scenic area has been revised and completed.

(3) Tourism Safety

1. The renovation of the Sima Wharf police station has been completed, and public security officers and firefighters have moved in to begin their duty.

2. Installation and commissioning of island monitoring systems, forest fire prevention cameras, one-button emergency alarms, broadcasting equipment, and other devices have been completed. Twenty individual soldier patrol devices have also been distributed and delivered.

3. Conduct safety production inspections of the Xihai Zhi Xing Glass Observation Tower, water park, and petting zoo on the scenic island, and provide on-site training and guidance.

(4) Health

1. Island cleaners have been assigned to specific posts, and dedicated restroom cleaners have been fully deployed.

2. The smoking and non-smoking areas at the Sima Visitor Center and the Jin Kou Visitor Center have been fully demarcated.

(5) Tourism Shopping

1. The scenic area management authority has launched joint law enforcement efforts to conduct on-site surveys and site selection for street vending in Yijiahe Village, Zhelin Town, and to standardize the operation of these stalls.

2. Enhance the shopping environment of Sima Wharf Commercial Street by cleaning and repainting columns, railings, and other structures.

(6) Integrated Management

1. Invite experts to conduct 5A creation training for all staff members of the Management Committee and frontline employees of tourism-related enterprises.

2. The Market Supervision Administration conducted training on relevant laws and regulations governing market operations for more than 50 tourism-related enterprises and individual business operators in the scenic area, and put forward clear requirements on how to strengthen law-abiding operations and uphold integrity and good faith.

3. The virtual tour and “One-Code Tour” mini-program have been linked to the official website and official WeChat account of Lushan Xihai Scenic Area, enabling online tours and online ticket purchases.

(7) Protection of Resources and the Environment

1. An event was held at Lushan West Sea to destroy illegal fishing equipment and tools. At the scene, one each of “fangpai,” “luopai,” and “ban zeng” were destroyed. Personnel were also assigned to carry out harmless treatment of the waste materials generated after dismantling the equipment on-site, thereby effectively protecting the pristine green mountains and crystal-clear waters of Lushan West Sea.

2. Revised and improved the content of the “Lushan West Sea Ecological Science Handbook.”
