To ensure a high-quality victory in the battle against poverty, Lushan Xihai, in light of the realities of its tourism industry and aligned with the “no worries about food and clothing, three guarantees” standard, is vigorously implementing initiatives to “generate blood” through industrial development and “revitalize” resources. It is also deploying a comprehensive package of policy measures to ensure that assistance efforts are precise and poverty alleviation policies are effectively implemented and yield tangible results.

In the mandarin orange orchard of Yijiahe New Village, thousands of acres of orange trees are laden with bright red mandarins. It’s peak harvest season, and a large number of tourists have come from far and wide to visit. To maintain order in the orchard, impoverished household head Zhang Liangkui is kept busy around the clock. “I earn 3,000 yuan a month, plus 12,000 yuan from land transfer—life is pretty good,” he says. As tourists keep pouring in, it’s a clear sign that life after poverty alleviation is getting brighter and brighter. Yijiahe honey oranges, known for their thin skins, abundant flesh, and sweet, delicious flavor, are deeply loved by consumers. The citrus industry continues to grow, creating more and more employment opportunities for local impoverished households. Impoverished household member Li Wang told our reporter, “Right now, I’m in charge of packing express deliveries here. The pay is decent—at 3,600 yuan a month—and it’s close to home, so I can go back every day. I’m starting out here to learn how e-commerce works. If I do well, maybe I’ll gradually start selling other products too.”

Yijiahe Village has become renowned for its citrus industry. In recent years, the area dedicated to citrus cultivation has expanded to over 4,600 mu, with an annual output exceeding 40 million jin and sales revenue surpassing 80 million yuan. By adopting a business model featuring “leading enterprises + cooperatives + farmers,” the village has effectively promoted the development of both the citrus industry and rural leisure tourism, helping villagers embark on the path to prosperity.

Chen Quanmin, director of the Yijiahe Village Committee, said: “For impoverished households whose land has been transferred, we’ll bring it under our company’s umbrella—helping them sell their produce and offering them employment opportunities here. For those whose land hasn’t been brought under our company’s management but who grow citrus fruits, we’ll provide technical guidance. And for households that don’t grow citrus at all, we’ll create job opportunities for them. Our goal is to bring all the impoverished households in the village into our company and help them achieve a moderately prosperous life.”

Similarly, the Xihu Huqian Valley Scenic Area, located in the core zone of Jin’kou Township, is fully leveraging its tourism资源优势 by vigorously implementing a new poverty-alleviation mechanism that integrates “consumption-based poverty alleviation, employment-based poverty alleviation, and tourism-based poverty alleviation,” thus establishing a sustainable industrial cycle. Li Shiding, deputy secretary of the Party Committee of Jin’kou Township, explained: “Currently, we’ve arranged for 10 people from seven impoverished households in the surrounding area to find employment within the scenic area, with each person seeing an income increase of over 10,000 yuan per year—this doesn’t even include instances of temporary, large-scale hiring. The scenic area also encourages entrepreneurship; some nearby impoverished households are able to rent out their homes and run farm-to-table restaurants or other agritourism businesses. Additionally, it helps these households engage in agricultural production and cultivation, thereby boosting their sales.”
In recent years, Lushan West Sea has leveraged its tourism advantages to vigorously promote industry-based poverty alleviation and employment-based poverty alleviation. It has conducted a comprehensive survey of key issues such as “no worries about food and clothing, and three guarantees,” closely monitored the implementation of poverty-alleviation policies and responsibilities, and witnessed a positive trend characterized by intensified efforts, accelerated pace, and improved quality in poverty alleviation work. In particular, by the end of September 2019, after completing institutional reforms and officially taking over Zhalin Town in Yongxiu County and Jin’kou Township in Wuning County, Lushan West Sea re-deployed village-stationed work teams and paired-assistance cadres to these two townships, ensuring that personnel, responsibilities, and policies were all fully in place. Moreover, it has made comprehensive arrangements to provide logistical support for poverty alleviation efforts. Currently, Lushan West Sea has 251 impoverished households comprising 758 individuals; among them, 209 households with 693 individuals have already been lifted out of poverty, while 42 households with 65 individuals remain in poverty. The goal of completely lifting all remaining households out of poverty will be achieved by the end of this year.
Chen Jian, Deputy Director of the Agriculture, Forestry, and Water Resources Bureau of the Lushan West Sea Scenic Area, stated that in the next step, Lushan West Sea will closely integrate with the actual conditions of the scenic area and strive to leverage its existing tourism resources to play a leading role in poverty alleviation efforts. Taking the opportunity of aiming to become a national 5A-level scenic area, Lushan West Sea will fully promote Party building integrated with poverty alleviation, strengthen and expand village-level collective economies, and, through tourism, drive the development of related industries such as accommodation, catering, entertainment, transportation, and specialty agricultural products. This will provide direct and indirect entrepreneurial and employment opportunities for impoverished populations, thereby helping them achieve high-quality poverty alleviation.
