Li Xiaoping, member of the Party Leadership Group and Vice Mayor of Jiujiang Municipal Government, visited Lushan Xihai to conduct a survey on the 5A-level tourism development initiative and National Day tourism safety measures. On September 18, Vice Mayor Li Xiaoping visited Lushan West Sea to inspect and guide the 5A-level scenic area creation efforts as well as preparations for tourism reception during the National Day Golden Week. He conducted on-site inspections of projects such as the Sima Tourist Center, smart tourism initiatives, and island renovation and upgrading. Afterwards, he convened a symposium at the Creation Office to listen to reports on the ongoing work, and coordinated solutions to key and difficult issues. Vice Mayor Li Xiaoping emphasized three points: First, further accelerate the pace of progress. We must overcome all adverse factors, fully ensure logistical support—including staffing, safety, materials, and equipment—and strictly adhere to established timelines to achieve efficient implementation. Second, further enhance the quality of the project. We should strive for excellence, delivering high-quality projects and ensuring integrity throughout the process. From the perspective of tourists, we must scientifically and rationally optimize planning and design, paying close attention to details and making significant improvements in subtle aspects, thereby genuinely enhancing tourists’ comfort, engagement, and satisfaction. Third, further refine contingency plans. We must thoroughly anticipate potential challenges in areas such as National Day travel routes, transportation, food, and accommodation, and develop comprehensive plans covering tourism reception, tourism safety, and emergency response. This will ensure that the achievements of the creation effort can stand up to market scrutiny and receive positive feedback from tourists.
The Lushan West Sea Scenic Area held a meeting to deploy tourism reception work for the 2020 National Day Golden Week. On September 17, the Party Working Committee of the scenic area held a special meeting to deploy work related to tourism safety and epidemic prevention and control during the National Day Golden Week. The meeting emphasized the following points: First, we must raise our political awareness and strengthen our ideological understanding. All sectors of the region should uphold the principle of putting service first and regard the reception work during this National Day Golden Week as a crucial test of our efforts to achieve the 5A-level designation. It is imperative that we ensure tourists have an even better travel experience. Second, we must set clear goals and plan ahead. We need to establish a robust tourism safety assurance system and absolutely prevent any outbreaks, complaints, or safety incidents from occurring. Third, we must promote coordinated efforts across the entire region and take on our responsibilities courageously. All departments and tourism-related enterprises should adopt a holistic approach, unite their efforts, and work together to deliver outstanding service during the National Day period and enhance the scenic area’s tourism brand. Fourth, we must firmly assign responsibilities and ensure effective implementation. Each department should clearly define its responsibilities, develop detailed work plans, make careful arrangements, and guarantee the smooth completion of the National Day reception tasks.
Carry out in-depth joint law enforcement operations in waterways to effectively protect Lushan Xihai—a landscape of green hills and a crystal-clear lake. The Lushan West Sea Branch of the Jiujiang Municipal Public Security Bureau, taking into account the characteristics of Lushan West Sea—wide lake area, numerous islands, and sparse population—has actively explored and implemented the “Three Patrols, Three Inspections, and Three Must-Dos” mechanism for waterways, in line with the work deployment of “Two Police Officers per Village, One Police Officer per Scenic Spot,” and combined with an information-based policing model. This approach ensures comprehensive involvement from the source to the end, enabling timely detection and crackdown on illegal and criminal activities that harm fishery resources. To date, the branch has conducted over 50 joint law enforcement operations, deploying more than 120 police officers and 60 boat trips. It has legally dealt with 44 illegal floating facilities on the water, handled two criminal cases and one administrative case, thereby effectively safeguarding the natural ecological environment and tourism safety of Lushan West Sea.
【Work Progress】
(1) Tourism Transportation
1. The direct shuttle bus route from Nanchang and Jiujiang to the Lushan West Sea Scenic Area will officially commence operation on September 19. Passengers can board at multiple stops, including Changbei Airport, Nanchang Laofushan, Qiushui Square (Exit D of the subway), Changbei University Town, Jiujiang College (near the entrance of Factory No. 2), and Jiujiang Vocational University.
2. The construction of new floating bridges and waterfront boardwalks on the islands, as well as the renovation and upgrading of existing floating bridges and walking paths, are being accelerated and have now reached an overall completion rate of over 80%. On Yunju Island, the paving of the waterfront boardwalk has been completed; on Canghai Island, guardrails have been installed along the barrier-free pathways, the main walking path has been paved with stone steps, and the platform of the walking path behind Gan Shang Street has been paved with stone slabs. On Nüshen Island, the welding framework for the eighteen-bend section leading to the unique viewing platform has been completed; on Ruoxi Island, stone paving has been laid along the walking path; and on Xihai Zhi Xing, the framework for the walking path has been welded. At Mingyue Bridge, steps have been fabricated; at Longqiao, guardrails have been installed; at Shanhai Bridge, paving has been completed; at Yuzhou Bridge and Shuishang Mugge, welding and assembly have been carried out; and at Wai Po Bridge, paving has been completed.
(2) Sightseeing
The island renovation project is actively overcoming adverse factors such as rainfall and ensuring thorough logistical support to accelerate construction progress, with overall completion exceeding 80%. At Goddess Island, the welded framework for the zipline entrance gate has been completed; the Foshou Nianhua Pavilion has had its composite wood panels installed; guardrails have been installed on the jungle-crossing platforms; and the wooden gateway structure of the Gan Merchant Street on Canghai Island has been fully assembled. On Yunju Island, the steel structure installation of Xihai Pavilion and the construction of steps for the Lotus Water Pavilion have been completed. At Goddess Island, paving work on the Goddess Square and laying composite wood panels on Jingxin Tower have been finished. On Ruoxi Island, supplementary welding of steel beams for the Ruoxi Tower has been carried out. The Xihai Star Glass Observation Tower is undergoing upgrading and renovation. On Mingzhu Island, the light steel framework for the cultural wall has been fabricated, and the Mingzhu Restaurant has undergone painting and coating. On Canghai Island, the Pinmingxuan Teahouse has had resin tiles installed on its roof, and the stage’s tree pits have been paved with stone materials. On Sangtian Island, the agricultural culture water system landscape has been constructed, and the dock’s cultural wall has been upgraded and repaired.
(3) Tourism Safety
1. Lushan Xihai State-owned Tourism Company has made arrangements and deployments for tourism services during the National Day Golden Week, formulating a work plan and emergency response plan for tourism reception during the Golden Week to ensure a safe and convenient travel environment for tourists.
2. Organize and carry out safety production inspection activities targeting tourism-related enterprises around Lushan West Sea. Conduct thorough inspections of Xihai Pangbo Extreme Sports Development Co., Ltd., Huaqian Valley Tourism Co., Ltd., and Yaochiwan Resort Villa Co., Ltd., focusing on the adequacy of fire-fighting facilities, identification and remediation of potential hazards, and records of duty and operational activities. For any issues and hazards identified during the inspections, promptly urge the affected entities to complete rectifications within the specified time frame.
(4) Health
The renovation of island tourism toilets is being accelerated. Specifically: the facade and interior flooring of the Yunju Island toilet; the ceiling and pipe installation of the Goddess Island toilet; the electrical and plumbing upgrades of the Ruoxi Island toilet; the concrete pouring of the back-step slope at the Xihai Zhixing toilet; the partition panels for the toilets in the Wooden House Town; the floor concreting of the Mingzhu Island toilet; the ceiling decoration of the Canghai Island toilet; and the wall and floor tile installation at the Sangtian Island toilet.
(5) Tourism Shopping
1. Organize and convene a bidding and auction meeting for the operating rights of island-based tourism projects and secondary consumption projects in the Lushan Xihai Scenic Area, further enriching the types of island-based businesses.
2. The paving work for the newly built kiosk on Yunju Island has been completed.
(6) Integrated Management
1. The tourism department of the scenic area will take the lead in organizing tourism service training, inviting professional instructors to deliver the courses. Employees working in frontline positions at major tourism-related enterprises within the scenic area, as well as tour guides and interpreters, will participate in the training.
2. The external infrastructure for the smart tourism project has been basically completed, and the hardware equipment has largely been installed. The project has now entered the system installation and debugging phase.
(7) Protection of Resources and the Environment
We carried out a cleanup of the commercial streets along the scenic area and at the Sima Tourist Wharf, removing three “wildlife”-themed signboards on-site.
