   The CPC Central Propaganda Department’s interview team, themed “Moving Toward Our Moderately Prosperous Life,” has arrived at Lushan Xihai. On August 25, a reporting team organized by the Publicity Department of the CPC Central Committee and themed “Moving Toward Our Comfortable Life” visited Lushan Xihai in Jiujiang City to interview and report on the region’s comprehensive eco-tourism development. In recent years, Lushan Xihai has adhered to the development philosophy of “green + ecological,” singing the praises of its picturesque landscapes and carefully nurturing its ecological resources. As a result, the “clear waters of the lake” have become a source of happiness and well-being for local residents. The radiating and driving effects of Lushan Xihai’s efforts to become a national 5A-level scenic area are gradually becoming evident, fully embodying the principle that “lucid waters and lush mountains are invaluable assets.”

   Luo Shengjin, Deputy Director-General of the Provincial Department of Ecology and Environment and Environmental Inspection Commissioner at the level of Deputy Director-General, as well as Director of the Northern Jiangxi Environmental Inspection Office, visited Lushan Xihai to conduct a research visit on ecological and environmental protection efforts. On August 26, Commissioner Luo Shengjin from the Provincial Department of Ecology and Environment conducted a research visit to our district, employing methods such as symposiums, exchanges, and on-site inspections to examine our district’s ecological and environmental protection efforts. Commissioner Luo Shengjin pointed out that in recent years, the Lushan Xihai Scenic Area has earnestly implemented Xi Jinping’s Thought on Ecological Civilization, rigorously carrying out all decisions and deployments made by the central government as well as the province and city regarding ecological and environmental protection, thus achieving new successes in ecological and environmental protection across the entire region. Currently, the Lushan Xihai Scenic Area is striving to be designated as a national 5A-level scenic area. It must consistently maintain its strategic determination to strengthen ecological civilization, firmly uphold the guiding principle of prioritizing ecology and pursuing green development, and focus on developing the tourism economy sustainably while safeguarding the ecological environment, thereby transforming its ecological advantages into economic strengths.

   The groundbreaking ceremony for the Lushan Xihai Zhelin Old Town Food & Cultural Creativity Park project has been held. On August 19, the groundbreaking ceremony was held for the Zhelin Old Town Culinary and Cultural Creative Park project. Relying on Zhelin Old Town’s profound ecological foundation and rich cultural heritage, the project is designed from the perspective of Lushan West Sea’s development goal—to “create a national 5A-level scenic area and build a world-class tourism and vacation destination”—and aims to create a distinctive cultural and tourism town that offers immersive “ecological leisure and wellness” experiences rooted in local folk culture. The establishment of this project marks a significant breakthrough in the upgrading of Lushan West Sea’s tourism industry and its night-time economy. Upon completion, the project will further enrich the tourism offerings at the scenic area, enhance the overall quality of tourism services, and play a milestone role in promoting Lushan West Sea’s high-quality, leapfrog development.

   Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of Lushan West Sea Scenic Area, oversaw the work related to tourism safety production and services in the scenic area. On August 21, Director Zheng Qinghua convened a dispatch meeting on tourism safety production and service work at the 5A Scenic Area Creation Office. During the meeting, he listened to reports from various units and scenic spots on their tourism service performance and issued clear instructions: First, we must raise awareness and take safety and service seriously—fully recognizing that safety and service are the lifeline of scenic areas, tourism-related enterprises, and tourism development itself, and also serve as the “ballast stone” for 5A-level creation efforts. Second, we must strengthen measures and take them seriously—thinking more from the perspective of tourists, comprehensively enhancing management and training programs, and improving the professional competence of tourism practitioners. Third, we must ensure accountability and maintain continuous efforts—each tourism-related enterprise must go all out to provide excellent service to tourists and further plan ahead for the tourism reception during the "Golden Week" holiday in October. Fourth, we must strictly enforce accountability and follow up rigorously—resolutely and seriously hold accountable Party members and cadres who fail in their duties or neglect their responsibilities in safety production, as well as enterprises that violate laws and regulations.

  【Work Progress】
 
  (1) Tourism Transportation
 
  On August 30, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Scenic Area, Zou Xiufeng, Deputy Secretary of the Party Committee of the Scenic Area, and Xu Songhua, Member of the Party Committee and Deputy Director of the Management Committee of the Scenic Area, visited Jiangxi Changyun to discuss the launch of public transportation routes connecting tourist hubs such as Nanchang Airport and bus stations to the scenic area.
 
  2. The Provincial Highway Transportation Design Institute has finalized the highway signage plan for the Lushan Xihai tourism route, and internal traffic signs are currently being produced.
 
  3. The construction of new waterfront boardwalks on the islands and the renovation of aging walking trails are being accelerated. Specifically: On Rainbow Island, 90% of the handrails for the waterfront boardwalk have been polished and painted, and the bamboo and wood decking has been completed; on Goddess Island, the foundation excavation for the widened walking trail has been finished; on Crocodile Island, the welded framework for the newly constructed walking trail is complete; on Golden Monkey Island, 70% of the guardrails for the walking trail have been installed; on Xihai Zhi Xing, the excavation of the foundation beams for the waterfront boardwalk is complete, and the backfilling of the walking trail’s excavation pit has been carried out; on Canghai Island, the lakeside boardwalk at Xiuzhu Xuan is complete, and 65% of the wooden planks for the lakeside walking trail have been laid. As for the bridges connecting the islands: the Qing Shui Bridge is undergoing renovation, the steel beams for the Nine-arch Bridge are being fabricated, a platform is under construction for the Dragon Bridge, and the welding framework for the Fishing Boat Bridge has been completed.

  (2) Sightseeing
 
  1. The island renovation project is being expedited to meet the tight schedule, with workers putting in extra hours and working around the clock. Overall, more than 50% of the project has been completed. At Rainbow Island, reinforcement bars are being laid for the foundation of the Yunju Tower, and the framework and doorways of the corridors are being erected. On Goddess Island, irregular-shaped viewing platforms are being welded, the Yunsong Pavilion and Yunjin Pavilion are being assembled, wooden cabins for the jungle trekking course are being installed, and the square fountain is undergoing concrete pouring. At Crocodile Island, reinforcement bars are being laid for the foundation of Ruoxi Building. On Flying Dragon Island, the wooden cottage town’s foundation slabs have been poured and formwork removed. At Mingzhu Island, reinforcement bars are being laid and plastered for the waterfall rockery; the square railings and pavilions are being painted and coated; and the “Pastoral Song on Water” structure’s steel frame is being welded. At Canghai Island, stage seats are being spray-painted, and stone materials are being laid on the square’s ground surface. On Sangtian Island, a water-themed landscape showcasing agricultural culture is being constructed; the floating bridge at the shooting experience center is being polished; the surface of the “Grandma’s Bridge” is being refurbished and repainted; and the roof tiles of the five-colored Fufu Platform’s connecting corridor are being replaced.

  2. The renovation and upgrade of the Sima Visitor Center have achieved over 90% completion overall. Installation of the lobby wood paneling, service counter, wooden doors, and restroom partitions has been completed.
 
  (3) Tourism Safety
 
  1. The Tourism Development Commission, the Comprehensive Law Enforcement Bureau, the Port and Navigation Administration, and other relevant departments conducted a comprehensive safety inspection of enterprises operating in scenic areas. A total of over 30 entities were inspected, and upon identifying safety hazards during the inspection, on-site rectification notices were issued, ordering the affected entities to complete the necessary corrections within a specified timeframe.

  2. Engage experts from a professional safety assessment company to conduct a current-situation safety assessment at the scenic area and provide guidance on further improving the scenic area’s production safety management processes and systems.
 
  3. Organized and carried out joint law enforcement operations on waterways, legally seizing one illegal fishing net and six fishing rods.
 
  (4) Health
 
  1. Comprehensive construction underway for the renovation and upgrade of island tourism restrooms.
 
  2. The comprehensive environmental improvement project from Hetou Group in Yijiahe, Zhelin Town, to Sima Village is 80% complete. Facade renovations, including rooftop fluorocarbon paint spraying, have been completed on 44 buildings, with 5 remaining. A total of 120 air-conditioner covers have been installed, and shop signs have been installed on 4 buildings.
 
  3. The key milestones of the environmental improvement project along the Yijiahe to Simacun route—the Qingshui Villa and Runhua Hotel—have completed their environmental enhancement work. At Qingshui Villa, the exterior facades of the buildings, the plaza, and internal roads have been cleaned up. At Runhua Hotel, the perimeter fencing has been updated with promotional materials highlighting the scenic area’s development, additional landscaping has been added in front of the hotel, and weeds and debris have been cleared away.
 
  4. Jinkou Township cleared 6 neglected sanitation blind spots, removed approximately 2 tons of garbage, repaired about 2 mu of garden paths, and cleared weeds along both sides of roads covering 5 mu. Zelin Town removed and transported 2 truckloads of garbage, totaling about 7 tons, and cleared 3 sites cluttered with randomly piled-up items.
 
  (5) Postal and Telecommunications
 
  On August 28, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the scenic area, presided over a meeting to advance the 5A-level designation work, coordinating efforts to upgrade the signal towers in the core scenic area and ensure comprehensive 4G and 5G signal coverage.
 
  (6) Tourism Shopping
 
  1. The Municipal Market Supervision Bureau has guided tourism-related enterprises in scenic areas to establish and improve mechanisms for handling consumer complaints, and is promoting the existing consumer complaint compensation mechanism throughout the entire district. To date, it has assisted 10 tourism-related enterprises—including state-owned tourism companies, fishing villages, Xihai Hot Spring Holiday Hotel, and Hilton Hotel—to set up their own complaint-handling mechanisms.
 
  2. Conduct a “look-back” review on the implementation of the “Food Safety Management System for Catering Services in Lushan West Sea” and the “Market Price Management System for Tourism in Lushan West Sea” at catering establishments along the Jiaowu Road, and supervise individual operators to ensure that on-site rectifications are fully completed.
 
  3. Lushan Xihai State-owned Tourism Company has completed the bidding process for the operation of the lobby and plaza shops at the Sima Tourist Center.
 
  4. Organize and carry out a questionnaire survey on new business models at Lushan Xihai, distributing 50 questionnaires to tourists.

  (7) Integrated Management
 
  1. On August 24, the tourism department of the scenic area took the lead in organizing tourism service training, inviting professional instructors to deliver lectures. Employees working in frontline positions at major tourism-related enterprises within the scenic area, as well as tour guides and interpreters, participated in the training.
 
  2. The organizing team conducted unannounced inspections and undercover visits to the Sima Tourist Center, identifying 12 issues on-site related to sanitation, safety, services, and management in the scenic area, and urged immediate corrective actions.
 
  3. The system architecture for the smart marketing platform of the scenic area is 70% complete. Currently, we have applied to activate the WeChat service provider function, the WeChat Pay function, and a third-party open platform account for Tencent Maps. We have also completed the development and deployment of the Xihai Scenic Area reservation system, as well as conducted and confirmed the software functional requirements. A total of three systems have undergone interface call testing, and we have collected data information from a total of nine key tourism-related enterprises.
 
  (8) Protection of Resources and the Environment
 
  1. On August 28, Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee of the Scenic Area, chaired a meeting to coordinate the establishment of a tourism meteorological station.
 
  2. Lan Zhichun, Deputy Director of the Scenic Area Management Committee, held talks with Ni Wangzhen, Secretary of the Jiangxi Provincial Institute of Environmental Protection Science, regarding technical service cooperation.
 
  3. Zhe Lin Town has eliminated one direct discharge of wastewater from the agricultural market and is urging all farmhouses within its jurisdiction to install oil-smoke treatment equipment.
