Xie Laifa, Deputy Secretary of the Jiujiang Municipal Party Committee and Mayor, presided over the Jiujiang Lushan Xihai National 5A Scenic Area Promotion Conference. On August 14, Mayor Xie Laifa conducted an in-depth investigation into the preparations for the 5A-level tourist attraction designation at Lushan West Sea and convened a special meeting to advance the work. Mayor Xie Laifa pointed out that the effort to develop Lushan West Sea into a 5A-level scenic area is a crucial test—one that allows for nothing less than success. Now that we’ve entered the critical final sprint phase, it’s essential to deepen and elevate our understanding and awareness. We must approach this task with our best mindset, make the most thorough preparations, and exert our utmost efforts to achieve the optimal results. We must resolutely address and close any identified shortcomings, focusing intently on rectifying the issues listed on a specific problem checklist. By carefully reviewing the feedback provided by experts, we should take ownership of the tasks assigned to us, thoroughly address each issue, and ensure that we secure every point we’re entitled to without losing even a single one—and avoid losing even half a point where we shouldn’t. All tasks must be implemented rigorously and effectively. Relevant departments must maintain close communication and collaboration, innovate our working methods, and demonstrate the confidence and fighting spirit needed to win this battle. We must carry out every aspect of the creation process with meticulous attention to detail and unwavering commitment, ensuring that Lushan West Sea’s bid for 5A-level status is a complete and resounding success.
Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Party Secretary of the Scenic Area, convened a coordination meeting for the 5A-level creation initiative. On August 18, Secretary Chen Jitian chaired a coordination meeting on the 5A scenic area creation initiative. The meeting conveyed and studied the important instructions delivered by Mayor Xie Lai Fa during his inspection of the scenic area. The meeting pointed out that the Municipal Party Committee and the Municipal Government attach great importance to the 5A creation work and have provided substantial support. All sectors across the district must earnestly align their thinking, enhance their overall awareness, and stay firmly focused on the target requirements. Taking the 5A creation as the key driver, we must seize every opportunity, pool our collective wisdom and efforts, and make the most of every minute. We must continuously strengthen our sense of mission and responsibility, demonstrate the high quality and professionalism of our cadres in proactively providing services and overcoming difficulties. By ensuring high-quality and high-standard implementation of major projects, we will wholeheartedly elevate the tourism work of the entire district to a new level and build a strong, well-known brand.
The Jiangxi Province Xiangqi and International Chess Championships are being held at Lushan West Sea. To support the branding and promotion efforts for the scenic area’s bid to become a national 5A-level tourist attraction, on August 15, the 2020 “Sports for the People 100” Jiangxi Chess and International Chess Championship—hosted jointly by the Provincial Sports Federation and the Provincial Chess Association—was held at Lushan West Sea. This championship attracted more than 200 chess players representing 18 teams from chess academies, clubs, schools, associations, and training centers across cities, counties, and districts throughout the province. The event has been held at Lushan West Sea for three consecutive years and is one of the key brand activities through which Lushan West Sea is building its reputation as “Sports West Sea” and strengthening its position in sports tourism.
【Work Progress】
(1) Tourism Transportation
1. Signed a cooperation agreement with Jiangxi Ganneng Culture & Tourism Development Co., Ltd. on the Lushan Xihai Scenic Area tourist shuttle bus service, launching direct shuttle bus routes from Nanchang, Jiujiang Airport, and high-speed rail stations to the scenic area.
2. The widening and renovation project of the Meizhe Line has completed the budget and construction drawings for the grade-separated intersections and has now entered the financial review and project approval stages.
3. The construction of new waterfront boardwalks on the islands and the renovation of aging walking trails are being accelerated. Specifically: The paving and slope protection work on the Rainbow Island walking trail has been completed; the newly constructed walking trail on Crocodile Island is 80% complete; the waterfront boardwalk on Canghai Island is 60% complete; and the bridges connecting the islands have already been custom-made by the manufacturer.
(2) Sightseeing
1. The island renovation projects are accelerating. At Rainbow Island, the foundation work for the Yunju Tower and the cableway gatehouse has been completed; backfilling of the Xihai Pavilion foundation and setting out the layout for the Lotus Water Pavilion’s foundation are underway, bringing the overall progress to 30%. At Goddess Island, the construction of the uniquely shaped viewing platform and the goddess statue—including painting, building the foundation for the water features, and renovating the jungle-crossing area—has seen the completion of four small wooden cabins, with overall progress reaching 30%. At Crocodile Island, the foundation pouring for the Ruoxi Building has been completed, bringing the overall progress to 35%. At Flying Dragon Island, excavation of the foundations for the wooden cabin town is complete for four sites, and concrete pouring has been finished for 15 sites, with overall progress at 30%. At Mingzhu Island, the laying of rebar for the Mingzhu Restaurant floor, wall plastering, installation of steel reinforcement for the waterfall’s artificial rockery, refurbishment and polishing of the pavilion in the Mingzhu Hall’s performance square, and demolition and renovation work on the guesthouses have all reached an overall progress rate of 40%. At Canghai Island, roofing tiles have been laid on the stage’s front rest area, stone materials have been laid on the ground, and the corridor connecting the Gan Merchants’ Street has undergone a comprehensive upgrade including wood paneling; overall progress here stands at 40%. At Sangtian Island, excavation of the foundations for the extended section of the Misty Rain Corridor is complete for four sites, bringing the overall progress to 30%.
2. The renovation and upgrade of the Sima Visitor Center have achieved over 80% completion overall. The renovation of the hall’s ceiling paint, application of textured wall coatings, construction of genuine stone paint, and erection of the service kiosk on the east side of the plaza have all been completed.
3. The first draft of the tour guide script is ready and is currently being revised and refined.
(3) Tourism Safety
1. The safety supervision department of the scenic area conducted safety production inspections and safety awareness campaigns at fireworks and firecracker retail outlets in Zhelin Town and Jin’kou Township, requiring all operators to take proper measures to prevent fires and explosions at their retail premises and ensure that the business markets remain safe and orderly.
2. Organize and carry out safety production inspections during periods of high temperatures, and urge and guide all production and business entities within the jurisdiction to effectively identify potential safety risks and implement appropriate countermeasures to prevent all types of production safety accidents.
(4) Health
1. Over 70% of the comprehensive environmental improvement work from Yijiahe Hetou Group in Zhelin Town to Sima Village has been completed. Among these, facade renovations—including rooftop fluorocarbon paint spraying—have been finished on 40 buildings, with 9 remaining. All cultural stone installations have been completed, and signboards have been installed on 3 buildings.
2. The environmental improvement of the Sima Wharf waterfront has been completed, including surrounding sanitation cleanup and greening efforts.
3. Yongxiu County is carrying out comprehensive environmental improvements along the road from Meitang to Jiangshang.
(5) Postal and Telecommunications
The Yongxiu County Branch of Jiangxi Mobile has developed and implemented a construction plan for 4G and 5G sites.
(6) Tourism Shopping
1. Lushan Xihai State-owned Tourism Company has issued a tender announcement for the operation of shops in the lobby and plaza of the Sima Tourist Center, aiming to optimize and upgrade the island’s business formats and kick off the recruitment process.
2. The production of cultural and creative products such as tote bags and bookmarks has been completed.
3. The Zhe Lin Old Town Food and Cultural Creativity Park project has completed the connection with 1,699 investor clients, including 487 prospective clients. A total of 23 expropriation contracts have been signed, and 23 buildings have already been demolished.
4. The Municipal Market Supervision Bureau conducted an inspection of Xihai Fishing Village and urged immediate rectification of issues identified during the inspection, including suboptimal service quality, some products lacking price tags, and failure to publicly display ticket prices at recreational attractions.
(7) Integrated Management
1. On August 17, the tourism department of the scenic area took the lead in organizing tourism service training, inviting professional instructors to deliver the sessions. Employees working in frontline positions at major tourism-related enterprises within the scenic area, as well as tour guides and interpreters, participated in the training.
2. Lushan Xihai State-owned Tourism Company has established and perfected various rules and regulations in accordance with standardized criteria.
3. The smart tourism e-commerce platform has begun collecting information from 12 key tourism-related enterprises in the scenic area, and has already completed data collection from 8 of them.
