   Li Xiaoping, member of the Party Leadership Group and Vice Mayor of Jiujiang Municipal Government, held a special meeting to coordinate the efforts for the creation of Lushan Xihai National 5A-level Scenic Area. On the afternoon of August 10, Vice Mayor Li Xiaoping chaired a special coordination meeting to advance the creation of Lushan Xihai as a national 5A-level scenic area. The meeting heard reports from Lushan Xihai on the rectification measures taken in response to feedback from the Provincial Leading Group for Tourism Industry Development, as well as on issues that require coordinated resolution at the municipal level in the process of developing Lushan Xihai into a national 5A-level scenic area. The meeting emphasized that Lushan Xihai, relevant municipal departments (including those stationed in the city), and the counties of Wuning and Yongxiu must, in accordance with the provincial and municipal decisions and relevant work requirements, regard the 5A-level designation effort as their top priority, align their thinking, concentrate their efforts, adopt a holistic perspective, go all out, and resolutely ensure the effective implementation of all tasks. The meeting also clarified specific guidelines for advancing and implementing these tasks.
 
   Continuously carry out the “Clean Home” initiative and evaluation efforts to effectively support the 5A-level development of the Lushan Xihai Scenic Area. To help Lushan Xihai successfully achieve the designation as a national 5A-level tourist attraction, Zhalin Town and Jin’kou Township have been extensively promoting the 5A-level development initiative. They continue to carry out the “Clean Home” evaluation and recognition program, organizing village (and community) officials to systematically inspect—item by item—garbage in front and behind farmhouses, at alley entrances, along walkways, and in public areas. Each inspection is rigorously assessed and graded, and the results are publicly announced. Together, they are working wholeheartedly to create a beautiful scenic area that is “clean, tidy, orderly, and picturesque,” fostering an atmosphere in which every corner of the community feels like a scenic spot and everyone becomes an ambassador for the area’s image.

   Jinkou Township in Lushan West Sea has fully completed the fishing ban and withdrawal of fishing activities, marking the entry of river and lake basin ecological resource protection into a new phase. To implement the comprehensive policy of phasing out and banning fishing in the Yangtze River basin, all cadres in Jin’kou Township have gone deep into fishermen’s homes to explain the policy and established individual files for each household. To address the concerns of fishermen who are retiring from fishing, ensuring they can retire smoothly, stabilize their livelihoods, and achieve prosperity, Jin’kou Township has taken practical measures by providing transitional living allowances and subsidies for the cancellation of “Fisheries Vessel Certificates.” Additionally, the township has helped retired fishermen enroll in the basic old-age insurance program for urban and rural residents. All 69 professional fishing households in the township have signed retirement agreements and turned in their Fisheries Vessel Certificates.
 
   Qiao Xihai—A popular Instagram-worthy photo spot where the sea and sky merge into one, and the first dedicated photography location in Lushan Xihai specifically built for tourists to take photos. Qiao Xihai—a scenic spot where the sea and sky merge into one—stands gracefully by the water, surrounded by water on three sides throughout the year. During periods of high water levels, it’s completely encircled by water on all four sides. The wooden boardwalk and platforms cover an area of approximately 500 square meters and are equipped with a variety of facilities for rest and photography. The stunning lake view has drawn continuous attention from online media and the public; within just three days, a single video from this打卡 spot (check-in location) surpassed 6.6 million views.
 
  【Work Progress】
 
  (1) Tourism Transportation
 
  1. The Jiujiang Municipal Transportation Bureau is leading the coordination among the Lushan West Sea Management Committee, Jiangxi Urban Intercity Bus Company, and Jiujiang Changyun to discuss arrangements for direct shuttle services from Nanchang, Jiujiang Airport, and high-speed rail stations to the scenic area. The three parties have reached a preliminary consensus.
 
  2. The widening and renovation project of the Meizhe Line is progressing smoothly. The Jiujiang Ganbei Highway Survey and Design Institute has prepared the bridge crossing plan, the feasibility study report for the grade-separated intersection, and the construction drawings for the section from Caogang to Yijiahe Bridge.
 
  3. Construction is accelerating on the newly built waterfront boardwalks on the islands as well as the renovation of aging walking trails. Specifically: The Rainbow Island walking trail is 90% complete, while the wharf waterfront boardwalk, the Crocodile Island walking trail, and the Canghai Island walking trail are each more than 50% complete overall.
 
  (2) Sightseeing
 
  1. The island renovation project is accelerating, with overall progress exceeding one-third completed. At Rainbow Island, the framework for installing the marina railings has been put in place, and composite wood panels have been laid. The foundations for Yunju Tower and Xihai Pavilion have been completed. At Feilong Island, the rebar tying for the wooden cottage town’s foundation is underway. At Mingzhu Island, electrical wiring is being installed in the restaurant. At Canghai Island, a concrete leveling layer is being poured at the site where the wall of the Gan Merchants’ Street is being constructed.
 
  2. The renovation and upgrade of the Sima Tourist Center have achieved over 70% overall progress. The baseboard installation work at the ticket office service counter has been completed, and the second coat of putty application along with sanding in the partition and stairwell areas are currently underway.
 
  3. Yunju Mountain has launched the renovation and upgrade of the Old Mountain Gate toll booth and the original resettlement site. The installation of underground pipelines for high-voltage lines and the main structure of the tourist service center have been completed. The foundational work for the commercial street and the residential resettlement area is now complete, and the parking lot site is undergoing leveling.
 
  (3) Tourism Safety
 
  1. The Comprehensive Law Enforcement Bureau conducted an enforcement inspection on waterways and cracked down on one illegal fish raft in the Xihai Service Area. Additionally, they seized one illegal fishing boat and six fishing rods used for illegal angling.
 
  2. The Municipal Market Supervision Bureau conducted a special inspection on the safety of pharmaceuticals and medical devices at major medical and health institutions within its jurisdiction, issued three notices ordering corrective actions, and provided on-site guidance for implementing these corrections.
 
  (4) Health
 
  1. More than 60% of the comprehensive environmental improvement work from Yijiahe Hetou Group in Zhelin Town to Sima Village has been completed. Facade renovations, including rooftop fluorocarbon paint spraying, have been finished on 33 buildings, and facade renovations for an additional 8 buildings have been initiated. Cultural stone installations have been completed on 30 buildings, with 16 remaining. One shop sign has already been installed.
 
  2. Landscape and environmental improvements have been carried out along both sides of the main tourist route on Fish Island. The areas alongside the visitor path from Maldives-style Island to the stage have been thoroughly cleaned, and the items on the shelves at Pier No. 1’s kiosk have been categorized and neatly arranged.
 
  3. The site surveys for the equipment placement of the three smart tourist toilets at Sima Wharf and Jin Kou Wharf have been completed.
 
  (5) Postal and Telecommunications
 
  1. The Jiujiang Branch of Iron Tower Company has coordinated with the Management Committee of Lushan West Sea Scenic Area, China Telecom Jiujiang Branch, China Mobile Jiujiang Branch, and China Unicom Jiujiang Branch regarding the beautification of signal towers. They have separately formulated implementation plans and cost standards for two approaches: demolition and reconstruction, as well as renovation and beautification.
 
  2. Engineers from the Operations and Maintenance Department of China Unicom’s Jiangxi Branch conducted on-site surveys of 4G and 5G sites on 10 islands and at the Jinkou Tourist Distribution Center. They installed 4G base station equipment on Yudao Island and Waipo Island, connected the cable line from the Beidaihe Hotel base station to the Sima Tourist Center, and implemented dual-routing protection for the Gigabit fiber-optic line to the Sima Tourist Center. The procedures for constructing the 5G sites are currently underway.
 
  (6) Tourism Shopping
 
  1. The Zhe Lin Old Town Food and Cultural Creativity Park project has completed the connection and attraction of 1,350 investor clients, including 415 prospective clients. A total of 23 expropriation contracts have been signed, and 17 buildings have already been demolished.
 
  2. The Municipal Market Supervision Bureau organized a special inspection focusing on food safety and commodity pricing, inspecting 32 commercial establishments and 25 catering units. The bureau also educated merchants in the scenic area about the “Management System for Shopping Venues in Lushan Xihai” and the “Food Safety Management System for Catering Services in Lushan Xihai,” and urged them to continuously improve their service quality.
 
  (7) Integrated Management
 
  1. The smart tourism e-commerce platform has completed a survey of the payment systems at 12 key tourism-related enterprises in the scenic area and has collected information from 5 of these enterprises.
 
  2. The creation office has incorporated 5A development knowledge into the training programs for scenic area staff, government officials, and business operators. It has also compiled and printed over 600 copies of the “Lushan Xihai 5A Development Work Manual” and is organizing training sessions in batches.
 
  (8) Resource and Environmental Protection
 
  1. The Jiujiang Power Supply Company of State Grid conducted a site survey at Lushan Xihai and further optimized the underground cable laying plan for the island’s transmission lines.
 
  2. Jiujiang Hongcai Environmental Protection Company conducted on-site sampling and testing of water quality, air, noise, and other factors in Lushan Xihai, and all results met the national Class I standards.
