Ensure tourism safety during the flood season and promote the development of 5A-level scenic areas in a coordinated manner.
 
   Zhou Xuewen, Secretary-General of the State Flood Control and Drought Relief Headquarters, Deputy Minister of Emergency Management, and Deputy Minister of Water Resources, visited Lushan Xihai to inspect and supervise flood control efforts. On July 20, Zhou Xuewen, Secretary-General of the State Flood Control and Drought Relief Headquarters, Deputy Minister of Emergency Management, and Deputy Minister of Water Resources, led a working group from the State Flood Control and Drought Relief Headquarters to the Zhelin Reservoir in Lushan West Sea to inspect and supervise flood-control efforts. The working group members walked along the main dam of the reservoir and entered the Lushan West Sea lake area, conducting on-site inspections of the dam’s flood-control measures and the operation of its flood-regulation system, as well as the water and flood conditions in the lake area.
 
   Lin Binyang, Secretary of the Jiujiang Municipal Party Committee, visited Lushan West Sea to inspect and guide flood control and disaster relief efforts as well as the 5A-level scenic area development work. He emphasized the need to coordinate and promote flood control efforts alongside economic and social development. On July 17, Secretary Lin Binyang inspected and guided the flood control and disaster relief efforts at Lushan West Sea. He also conducted on-site visits to the Zhalin Old Town project, conducted research on the work to develop Lushan West Sea into a 5A-level tourist attraction, and examined the overall improvement project for the central town of Jinkou Township. During these visits, he listened to briefings on project planning and gained an understanding of the progress being made. Secretary Lin Binyang pointed out that it is essential to further optimize the design plans, elevate the level of planning, accelerate project construction, and improve and enhance the surrounding environment. After the projects are completed, it is crucial to strengthen operational management and fully leverage the projects’ demonstration and leading effects.
 
   Xie Laifa, Deputy Secretary of the Jiujiang Municipal Party Committee and Mayor, conducted an in-depth field investigation at Lushan Xihai, providing on-site inspection and guidance for the development of the 5A-level scenic area. On July 21, Mayor Xie Laifa conducted an in-depth inspection and research tour of Lushan West Sea, focusing on flood control and disaster relief efforts, the 5A-level tourism development initiative, poverty alleviation, and the “Six Stabilities and Six Guarantees” policies. Mayor Xie Laifa visited, one after another, sites including Zhalin Old Town, Jiangjunxia Wuwang Valley Scenic Area, and Si Wuxie Homestay, where he conducted on-site investigations and listened to reports on the progress of Lushan West Sea’s efforts to become a 5A-level tourist attraction. Mayor Xie Laifa emphasized that it is crucial to accelerate the pace of Lushan West Sea’s bid for 5A-level status, pushing forward project construction with full commitment according to established timelines. He also stressed the importance of grounding initiatives in local realities and adapting them to local conditions, further enriching the commercial offerings within the scenic area to attract more visitors, liven up the streets, and boost the vitality of the tourism economy.
 
   An environmental expert team is conducting a post-flood environmental pollution survey in Lushan Xihai to support the development of the area into a 5A-level scenic spot. On July 21-22, a team of experts from Nanchang University and the Jiangxi Provincial Academy of Environmental Sciences conducted on-site inspections of the lake areas and various ponds, canals, and other water bodies within the jurisdiction of Lushan West Sea to assess the post-flood remediation efforts. They put forward specific improvement recommendations addressing issues such as soil erosion, debris carried by floods, and poor water quality in certain bay areas. The experts emphasized the need to focus on "key areas," strengthen "weak links," and create "highlight achievements" to advance water environment management, address shortcomings and weaknesses, enhance the ecological integrity of West Sea, and ensure that Lushan West Sea is successfully developed into a national 5A-level scenic area.

  1. Accessibility
 
  The Jiujiang Municipal Highway Administration and the Highway Survey and Design Institute have issued the feasibility study report for the Meizhe Line widening and renovation project.
 
  2. On-site parking
 
  Construction has begun on the renovation of the eco-parking lot at the tourist marina.
 
  3. Internal Transportation
 
  Construction has begun on the renovation of the Rainbow Island, Goddess Island, and Golden Monkey Island boardwalks.
 
  A plan has been formulated to launch a water route from Sima Wharf to Jin Kou Wharf.
 
  (2) Sightseeing
 
  1. Visitor Center
 
  The renovation of the Sima Visitor Center is underway, with comprehensive interior decoration in progress. The installation of low-voltage cables, LED screen power cords, outdoor fiber optic cables, broadcasting systems, and WiFi networks has been completed, and work is now being carried out on the waterproofing layer.
 
  2. Signage System
 
  The panoramic tour guide map, itinerary map, signage, tourism brochure, and leaflets are currently being designed. The style guidelines have been finalized, and we are now determining the specific locations, quantities, and content for each item.
 
  3. Tour guide services
 
  Tour guide recruitment has been completed. We are currently rewriting the tour guides’ scripts in preparation for the renovation of the island’s attractions.
 
  4. Public rest facilities and viewing facilities for tourists
 
  The construction teams have fully moved in to the nine islands, and all architectural designs have been completed. Construction has begun on key facilities along the main tourist route, including the Yunju Tower and the Xihai Pavilion.
 
  5. Service Programs for Special Populations
 
  Services facilities for special groups are already being procured.
 
  (3) Tourism Safety
 
  1. Security protection agencies, systems, and personnel
 
  The adjustment plan for the members of the Safety Committee, key points for annual safe production, and various emergency response plans have been issued. Experts from the Jiujiang Municipal Administration of Work Safety are providing guidance on the construction of the scenic area’s safety system.
 
  A professional security technology consulting firm has been invited to provide guidance on preparing the safety assessment report.
 
  2. Medical Services
 
  A medical clinic exclusively for tourists has been established. The two main piers—Sima and Jin Kou—and the health centers in Zhelin Town and Jin Kou Township have each entered into service agreements to ensure that both tourist centers and scenic spot medical clinics are staffed daily and stocked with medications.
 
  (4) Health
 
  1. Environmental hygiene
 
  From July 21 to 25, we cleared weeds and debris along the main roads in Zhelin Town and Jin’kou Township, carried out comprehensive remediation of random dumping and haphazard hanging of items, eliminated 18 sanitation black spots, and removed approximately 8.2 tons of garbage.
 
  The comprehensive environmental improvement project from Hetou Group in Yijiahe, Zhelin Town, to Sima Village has completed facade renovations on 19 houses and has now commenced facade renovations on an additional 20 houses.
 
  2. Toilet
 
  Construction has begun on the newly built tourist toilets at the Sima Visitor Center, and design plans for the renovation of all toilets across the nine islands have been completed.
 
  (5) Postal and Telecommunications
 
  1. Postal commemorative services
 
  Postal souvenirs such as Lushan West Sea themed stamps, postal envelopes, and postcards are now being produced.
 
  2. Telecommunications services
 
  We have signed strategic cooperation agreements with China Mobile and China Unicom for 5G-based scenic area development, and construction has now been fully launched.
 
  Beautification and renovation of the signal tower’s exterior. The foundation has been inspected, and a renovation plan has been developed.
 
  (6) Tourism Shopping
 
  1. Shopping Venue Development
 
  A draft plan for the layout of island-based business formats has been prepared, and we are currently in the process of attracting businesses to these formats.
 
  The Zhelin Old Town Food & Cultural Creativity Park project has completed the connection and attraction of 451 investor clients, including 87 prospective clients. A total of 22 expropriation contracts have been signed, and 13 buildings have been demolished.
 
  2. Tourism products
 
  The first batch of cultural and creative tourism products has begun production.
 
  (7) Integrated Management
 
  1. Handling Tourist Complaints and Feedback
 
  Organized and conducted one survey on tourist satisfaction, and feedback was collected.
 
  2. Tourism attraction promotion
 
  We have reached an intention to collaborate on a special promotional feature with the Economic Daily.
 
  The scenic area’s official WeChat account and Douyin channel have signed service cooperation agreements with professional operating companies, and the scenic area’s official website is undergoing a comprehensive revamp and reconstruction.
 
  (8) Resource and Environmental Protection
 
  1. Air quality and surface water quality meet national standards.
 
  One round of air and surface water testing was conducted.
