Chen Jitian Holds a Coordination Meeting for the 5A Creation Work.
 
  On July 7, Chen Jitian, a member of the municipal government’s Party group and Secretary of the Party Committee of the Scenic Area, presided over a coordination meeting on the establishment of the Lushan Xihai National 5A Scenic Area. Zou Xiufeng, Deputy Secretary of the Scenic Area’s Party Committee, attended the meeting, as did the heads of the relevant departments and the four key entities involved in the island renovation project.
 
  The meeting heard reports on the progress of the 5A creation work and the advancement of the island renovation project. On-site discussions were held to address challenges encountered during implementation, and the relevant work was further mobilized, redeployed, and put into action. Chen Jitian emphasized that all sectors across the region must “focus on political awareness and ensure effective implementation; focus on identifying problems and ensuring effective implementation; focus on precision and ensure effective implementation; and focus on accountability and ensure effective implementation.” With a strong sense of responsibility and mission, and adopting a spirit of courage and determination to tackle tough issues head-on, we must fully embody the spirit of “overcoming difficulties and striving for certain victory,” and complete the creation work to the highest standards and with the highest quality.
 
  Chen Jitian requested that, first, we must enhance our awareness and clearly define responsibilities. We need to attach great importance to this task, strengthen team building, and ensure that the task force plays its role as a combat staff headquarters—coordinating and guiding all rectification tasks to proceed smoothly according to schedule and deadlines.   First, we must adopt a problem-oriented approach, identify and address gaps and shortcomings, establish a list of issues and a work log, and prioritize solutions to challenges such as enhancing tourist attractions, improving road and transportation networks, upgrading environmental conditions, strengthening publicity and promotion, enhancing management and services, and advancing smart tourism. Second, we should implement “visualized management” and adopt a reverse schedule for project timelines. All relevant creation targets must be strictly met according to the reverse timeline requirements, ensuring timely completion. Third, we must strengthen supervision and ensure rigorous implementation. Every day, we need to closely monitor and urge the responsible units to carry out tasks step by step, with each link seamlessly connected and thoroughly supervised, thereby fully implementing all work assignments and striving for an early successful designation as a national 5A-level tourist attraction.

  On July 15, Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Committee of the Lushan West Sea Scenic Area, visited the Creation Office to oversee the 5A-level creation work on-site and chaired a supervision meeting for the Lushan West Sea’s efforts to become a national 5A-level tourist attraction. Zheng Qinghua, Deputy Secretary of the Scenic Area’s Party Committee and Director of the Management Committee, attended the supervision meeting and delivered a speech. All members of the scenic area’s Party and government leadership team were also present.
 
  Chen Jitian listened to reports from the heads of various working groups within the Creation Office on the current progress of their respective tasks and made further arrangements and deployments for the next phase of work.
 
  Chen Jitian emphasized that everyone across the region must further recognize the current situation, unite their hearts and minds, and muster all their energy. With a strong sense of responsibility and mission, with the confidence and determination to “fight hard for two months and strive to achieve 5A status,” and with the urgent awareness that “it’s still early even if we start late today, and it’s already too late even if we start early tomorrow,” we must carry out our work in a solid and efficient manner to resolutely win this tough battle.
 
  Chen Jitian called for further clarifying thinking and defining pathways, taking a holistic and coordinated approach, closely adhering to the requirements for creation, highlighting key priorities, implementing concrete measures, and strengthening management to ensure that all work is carried out in an orderly and systematic manner. It is also necessary to further refine tasks and plans, identify existing problems, address them promptly, and fill any gaps or shortcomings, thereby establishing long-term management and regular scheduling mechanisms. Moreover, it is crucial to enhance communication and coordination, ensuring seamless integration and daily reporting of information along with bi-daily briefings, thus urging improved work efficiency. Finally, it is essential to reinforce supervision and accountability: the Commission for Discipline Inspection should assign dedicated personnel to conduct inspections, meticulously checking each item against responsible entities, task assignments, and deadlines, holding individuals and specific issues accountable and using progress as a driving force.
 
  Zheng Qinghua requested that funds be effectively coordinated and allocated. Relevant departments and units should work together in areas such as fiscal funds, project funding, and financing to ensure the smooth operation of scenic areas and the orderly advancement of projects. They must attach great importance to the quality and procedural requirements of the 5A-level designation effort, and strive to deliver high-quality, integrity-driven projects in strict compliance with laws and regulations. It is essential to maintain a normalized working approach, balancing the 5A-level designation with tourism reception efforts, and to earnestly promote and fully implement all tasks, thereby creating a favorable situation that attracts tourists, boosts public interest, and supports the 5A-level designation.
 
  [Specific Progress]
 
  (1) Tourism Transportation (130 points)
 
  1. Regarding traffic signage, the production of traffic signs along the road from the Meitang Expressway entrance within the scenic area to Sima Village has already begun. The provincial expressway group has formulated an implementation plan for the traffic signs along the expressway.
 
  2. With regard to external city (town) public transportation, we are currently in discussions with Jiangxi Changyun and Jiujiang Changyun to launch direct shuttle bus services connecting Changbei Airport, Nanchang West Station, Jiujiang High-Speed Rail Station, and Jiujiang Station to various scenic areas.
 
  3. Regarding internal public transportation, preparations are underway to launch a water tourism route from Sima Wharf to Jin Kou Wharf, linking the Zelin Scenic Area and the Jin Kou Scenic Area.
 
  4. Regarding the walking trails, the renovation of existing old trails and the construction of new lakeside boardwalks, corridors, and bridges have already begun simultaneously.
 
  (2) Sightseeing (235 points)
 
  1. The renovation of the Sima Visitor Center has been completed, with the removal of ceiling, flooring, and partition walls already finished. All waterproofing surfaces on the roof have also been removed, and the project schedule is progressing as planned.
 
  2. Island renovation work commenced on July 3. Rainbow Island has completed the full removal of its facilities, and site layout is currently underway on the other islands.
 
  3. Signage and signage design: The design proposal has been basically finalized after multiple rounds of reporting and is now being positioned in conjunction with the island’s renovation.
 
  4. The panoramic map for the tour guide has been commissioned to Nanchang Sanxiang Design Company for design;
 
  5. The tour guide script has been selected and is being prepared by experts from the Jiangxi Tour Guide Association.
 
  6. The smart tourism project will announce the winning bidder on July 3 and has now fully entered the site, completing the on-site survey.
 
  (3) Tourism Safety (80 points)
 
  1. Completed the systematic documentation—including the scenic area’s safety organization, systems, personnel, and emergency response plans.
 
  2. On July 13, another round of inspection and enforcement was carried out to address the “six illegal activities” in the scenic area: illegal fishing, unauthorized passenger transport, illegal piers, illegal discharge of pollutants, illegal construction, and illegal sand mining.
 
  3. On July 15, the Zhalin Town Health Center and the Jin’kou Township Health Center established mechanisms and signed service agreements with Sima Wharf and Jin’kou Wharf, respectively.
 
  (4) Health (140 points)
 
  1. On July 8, Lushan Xihai launched a comprehensive environmental cleanup campaign in Zhelin, deploying 24 sanitation workers to carry out routine cleaning, remove construction waste from five sites, rectify disorderly stacking at five shops, and clean up four neglected garbage hotspots along the pond banks.
 
  2. On July 8, the sanitation department of Zhelin Town, Lushan West Sea, transported two trucks carrying 4 tons of waste.
 
  3. On July 9, the Zhelin township carried out environmental improvements on Zhelin Avenue and Yanhe Road, removing 2 tons of various types of garbage.
 
  4. Tourist Toilets: The renovation of the Sima Visitor Center restroom is currently undergoing demolition of partition walls; a new tourist toilet at Sima Wharf has completed its design phase and is now working on the interior decoration plan; the site selection and exterior design for all island tourist toilets have been finalized; the interior decoration plan for the Caihong Island toilet has been prepared, and interior decoration plans for other island toilets are currently being developed.
 
  5. The comprehensive environmental improvement project from Hetou Group in Yijiahe, Zhelin Town, to Sima Village has already commenced the facade renovation of 14 houses.
 
  (5) Postal and Telecommunications (20 points)
 
  The designs for the Lushan West Sea stamps, stamp collections, and postcards have been completed, and production has been initiated.
 
  (6) Tourism Shopping (50 points)
 
  1. On July 10, the Lushan Xihai Market and Quality Supervision Administration organized market operators in the scenic area to participate in training sessions on honest business practices and food and special equipment safety. More than 80 business operators attended the training.
 
  2. On July 10, the Xishan Zhe Lin Old Town Food & Cultural Creativity Park project conducted door-to-door, targeted outreach to attract businesses in Jiujiang and Nanchang.
 
  3. On July 15, the list of the first batch of cultural and creative tourism products was finalized and has now moved into the production phase; price inquiries are currently underway.
 
  (7) Comprehensive Management (200 points)
 
  1. On July 7, the Lushan West Sea Tourism Development Committee organized training on tour guide explanations and service etiquette for tour guides, interpreters, and other tourism professionals. More than 60 tour guides, interpreters, and service staff participated in the training.
 
  2. On July 9, we began collaborating with Beijing Guoyi Zhonglian Wentou Technology Co., Ltd. to enhance our systematic management services. We completed the scenic area survey on July 12 and are currently developing a detailed plan.
 
  3. On July 13, we signed a cooperation agreement with Zhongqi Dongli to upgrade and develop the scenic area’s official tourism website according to established standards.
 
  (8) Resource and Environmental Protection (145 points)
 
  1. Identify the entities responsible for water quality, air quality, and noise monitoring, and commence testing by the end of this month.
 
  2. Jinkou Township in Lushan West Sea is actively implementing the arrangements made at the meeting on banning and phasing out fishing activities for fishermen. The township conducts daily coordination and monitoring of the fishermen’s withdrawal and signing process. As of July 13, among the township’s 69 fishing households, 51 have already signed withdrawal agreements.
 
  3. Recently, the “aquatic giant panda”—the peach blossom jellyfish—has reappeared in Lushan West Lake at around the same time as in previous years, drawing extensive coverage from media at the central, provincial, and municipal levels.
