On July 28, Chen Jitian, a member of the municipal government’s Party group and Secretary of the Party Working Committee of the scenic area, led a team to oversee a series of key projects in the Lushan Xihai Scenic Area. Zhu Ning, Deputy Secretary of the Party Working Committee and Director of the Management Committee, Li Yuanqing, Deputy Secretary of the Party Working Committee, along with other leading officials from the Party and government who were present at home, as well as heads of Zelin Town and relevant departments, attended the meeting.

At the site of the Mengshengshan Wharf renovation and upgrade project, Chen Jitian inspected the project’s progress and coordinated on-site to resolve various challenges. He emphasized that, To create a high-quality marina that highlights the unique cultural and scenic features of the scenic area, integrates elements of the Zhelin Dam, optimizes the design方案, showcases a simple yet grand architectural style, improves supporting facilities, and builds a marina that provides top-tier visitor services, both the upper and lower sections of the scenic area must remain confident, pool their strengths, strengthen coordination and communication, seize the current golden period for construction, and accelerate the completion of the project.

At the tourist transfer hub in Zhelin Old Town and the renovation and upgrade site of the old street in the township, Chen Jitian said that the tourist transfer hub is a crucial link in ensuring the smooth operation of the tourist route from Zhelin Old Town to the tourist pier, and it’s essential to make the transfer hub a high-quality model project. The old street in the township serves as an important corridor connecting the tourist transfer hub, Zhelin Old Town, and Mengshengshan Pier; therefore, it should be restored to its original appearance and developed into a distinctive scenic-block area.

Subsequently, Chen Jitian chaired a project coordination meeting. At the meeting, Chen Jitian listened to reports from the Engineering Construction Project Department, the Group Corporation, and other relevant parties on the progress of the Mengshengshan Wharf renovation and upgrading as well as its overall relocation; the construction status of resettlement housing and public rental housing; the construction of the Zhelin Tourist Service Center; and the advancement of work related to the distribution center and road renovation and upgrading.

Chen Jitian requested that, All sectors across the region must promote the construction of the Lushan Xihai series of key projects with a strong sense of responsibility and mission. First, take responsibility on your shoulders. We must embrace a sense of responsibility and accountability, ensuring that “everyone dares to take responsibility, everything is handled promptly, and everyone perseveres with unwavering dedication.” We should carry forward the spirit of working “day and night, five days a week plus two,” clearly define our roles and positions, and rigorously implement tasks in strict accordance with work requirements and regulations. We must dare to shoulder responsibilities, learn through practical action, and move forward by doing. We should strive to deliver model projects and integrity-driven initiatives that meet high standards and stringent requirements. Second, work is planned. Focusing tightly on the deadline of completing the relocation of the Mengshengshan Wharf by the end of August, we’ll work backward from this milestone, employ visual project management, and tackle challenges with a sense of urgency—“time waits for no one.” We’ll aggressively “take the hill,” deliver a strong blow in this critical project battle, and comprehensively complete a series of projects including traffic organization, transfer hubs, and wharf construction. Third, the project needs to be scheduled. Persist in using project scheduling as a powerful and effective approach to project management, increase the frequency of scheduling, enhance the intensity of scheduling, compile a list of scheduled tasks, specify clear time milestones, and ensure tangible results. Fourth, the problem must be solved. The leading group should make overall arrangements, compile a list of issues, study each item systematically, and tackle them one by one. Departments should strengthen coordination and communication to ensure that all stages of the project proceed smoothly and in an orderly manner. Fifth, we must tackle the toughest challenges. Firmly and steadfastly tackle difficulties and overcome obstacles, bravely facing problems and challenges head-on. Thoroughly identify and analyze the key bottlenecks and sticking points, and develop scientifically sound and effective solutions. Do our utmost to create a new image for Lushan Xihai and present a fresh, distinctive brand for Lushan Xihai.

Zhu Ning proposed that we should first finalize the plan before starting construction; streamline procedures, accelerate bidding processes, and ensure that all related workflows are efficient and compliant. We must forge synergy and focus our efforts on tackling key challenges; strengthen coordination and cooperation among departments to guarantee that projects are completed with both quality and quantity assured. We must rigorously control quality and elevate standards; set high benchmarks and maintain strict requirements to ensure that project quality meets established standards. We need to speed up progress, disburse funds promptly, enhance construction efficiency, clearly define time milestones, and implement tasks with a strong sense of responsibility.
