The “Not One Less, Not One Point Lost” decisive battle and final sprint meeting for the 5A-level tourism development initiative was held at Lushan West Sea. On November 9, the “Not One Less, Not One Point Lost” decisive battle and final sprint meeting for the 5A-level tourism development initiative was convened at Lushan West Sea. The meeting reported on the progress of the final sprint efforts to achieve 5A-level certification. Representatives from the Creation Office, the State-owned Assets Company, environmental improvement initiatives, island-based business sectors, and hotels and guesthouses delivered statements. Additionally, the Youth Pioneer Team for the 5A-level creation initiative took an oath.

Chen Jitian, a member of the Party Leadership Group of the Jiujiang Municipal Government and Secretary of the Party Working Committee of the Lushan West Sea Scenic Area, pointed out that the 5A-level inspection process is time-sensitive, demands high standards, and involves rigorous unannounced visits. We must seize this golden opportunity, recognize the urgency of the situation—time waits for no one—and strike a balance between the old and new standards. We should focus on key areas, pay close attention to details, address weak links, and meticulously organize our preparation efforts. First, we must take the lead in command, stay firmly rooted at the front lines, continuously improve the mechanisms for inspection command and dispatch, and establish an inspection work system in which every level has designated personnel and every task is under clear supervision. Second, we must assign responsibilities effectively, build synergy, uphold the spirit of dedication and self-sacrifice, and work together with unity, close cooperation, and a willingness to shoulder heavy burdens. Third, we must strengthen supervision and enforcement, strictly implement reward and punishment measures, adhere to the principle of "whoever is in charge is responsible; whoever causes point deductions is accountable," conduct rigorous inspections of the preparation work, and reward excellence while punishing poor performance.

Zheng Qinghua, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Scenic Area, emphasized the need to thoroughly implement the spirit of this meeting: First, we must maintain an even higher level of vigilance—everyone across the entire area must genuinely align their thinking with the 5A-level creation goal for the scenic area and actively foster a sense of urgency and intensity in the creation process. Second, we must further strengthen accountability—placing particular emphasis on reinforcing corporate management, environmental improvements in towns and townships, and the responsibilities of enterprises themselves, thereby enhancing work discipline. Third, we must further standardize management—strictly adhering to corporate and institutional management requirements to effectively control all stages and personnel involved. Fourth, we must continue to enhance service quality—focusing on the “six excellent services” of food, accommodation, transportation, sightseeing, shopping, and entertainment, and leveraging both online and offline channels to drive the scenic area’s tourism to a higher level of quality and sophistication.

The 2020 Poyang Lake Cycling Elite Race—Lushan Xihai Station has begun. On November 15, more than 300 cyclists from across the province rode through lush green hills and clear waters, gliding along shimmering lakeshores, savoring the joy of cycling and discovering the unique charm of Lushan Xihai. The breathtaking scenery—comprising a crystal-clear lake and clusters of star-shaped islands—left the participants thoroughly impressed. In recent years, the Lushan Xihai Scenic Area has leveraged its distinctive resource advantages to vigorously promote a “sports-plus-tourism” development strategy. It has preliminarily established a sports-tourism development framework that includes building Zhe Lin into a national-level sports town, Jinkou into a provincial-level tourism-themed town, and transforming the route from Jinkou to Zhe Lin into a northern sports, leisure, and sightseeing corridor. This strategic approach provides strong internal momentum for Lushan Xihai’s efforts to become a national 5A-level tourist attraction and a world-class tourism destination.

【Work Progress】

(1) Tourism Transportation

1. Coordinate with taxi companies in Nanchang and Jiujiang, as well as ride-hailing platforms like Didi Chuxing and Shenzhou Car Rental, to promote Lushan Xihai among drivers and ensure that all drivers are aware of its location.

2. The “Lushan Xihai Tourism and Transportation Guidebook” has been compiled and published.

(2) Sightseeing

1. Redesign the scenic area tickets according to regulatory requirements and produce them with exquisite craftsmanship.

2. Comprehensively improve the setup of tourism piers and island signage systems, standardizing their style.

3. We have enriched the variety of educational materials available at the visitor center, producing three types of CDs, compiling and printing four cultural books related to the scenic area, one cultural brochure, and one ecological brochure.

4. Over 230 science education signs have been set up on the island, introducing topics such as agricultural culture, tree species, cute pets, and freshwater fish.

5. The tour guide script has been refined to highlight ecological culture, dam culture, and scientific education.

(3) Tourism Safety

1. Public security and fire departments routinely conduct safety patrols in scenic areas.

2. Add safety warning signs to the island’s water amusement area and certain floating bridges.

3. Conduct routine safety production inspections of tourism-related enterprises such as Jiujiang Xihai Fishing Island Tourism Development Co., Ltd., Jiujiang Lushan Xihai Yunhai Steamship Co., Ltd., and Jiujiang Lushan Xihai State-owned Capital Tourism Development Co., Ltd., and provide on-site guidance on the standardized management of safety production documentation.

4. Regularly organize and carry out joint law enforcement actions for water safety, legally impound 4 vessels, 3 fishing nets, and 8 fishing rods, and remove 1 illegal floating fish farm.

(4) Health

1. We have completed the environmental improvement along the road from the Meitang Expressway exit to Jiangshang Township, uniformly renovating the picking sheds and billboards, and thoroughly cleaning up random piles of debris and tangled overhead wires along the route.

2. Complete the renovation work along the stretch from Yijiahe Hetou Group in Zhelin Town to Sima Village, including the installation of shop signs, removal of construction materials and garbage, and the refurbishment of billboards and trash bins.

3. Each assigned department shall carry out supervision and management, as well as training and guidance, on the environmental hygiene of the designated transportation routes, cruise ship terminals, tourism-related enterprises, and villages and communities along these routes, ensuring that the scenic areas maintain clean and tidy environmental conditions on a regular basis.

(5) Tourism Shopping

1. The market regulatory authorities have provided training and guidance to service personnel at tourism-related enterprises in scenic areas, requiring them to wear uniform attire and provide courteous, civilized service. They have also ensured that all goods in the scenic areas are clearly priced, and have taken strict measures to eliminate illegal practices such as occupying public spaces for business and engaging in aggressive hawking and solicitation.

2. Dedicated display areas for Lushan Xihai tourism-themed cultural and creative products have been set up at key locations such as the tourist pier, Xihai Window, and islands.

3. Tourism-based poverty alleviation demonstration shopping spots have been set up on the island for tourists to visit.

(6) Integrated Management

1. Regularly conduct tour guide training to cultivate high-quality tour guides.

2. Organize and carry out crew training, strengthen management services and safety advisories, and enhance the quality of crew services.

3. Set up five Party member pioneer posts and volunteer service stations at the visitor center and on the island to provide attentive services for tourists.

(7) Protection of Resources and the Environment

1. Photography and eco-cultural exhibition areas have been set up on the island for visitors.

2. 5,000 copies of the “Lushan West Sea Ecological Science Handbook” have been compiled and printed.
