On July 17, Lin Binyang, Secretary of the Municipal Party Committee, visited Lushan West Sea, Wuning County, and Xiushui County to inspect and guide flood prevention and disaster relief efforts. He emphasized that we must resolutely implement the important instructions of General Secretary Xi Jinping on further strengthening flood prevention and disaster relief work, and follow the relevant arrangements made by the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government, as well as the specific requirements of the National and Provincial Flood Control Headquarters. We must uphold the principle of putting the people and their lives first, adopt scientific dispatching and targeted measures, remain constantly vigilant, make every effort to identify and address potential risks and hazards, prevent geological disasters, and ensure that all tasks are carried out meticulously and effectively. We must go all out to win the tough battle against floods, rescue operations, and disaster relief, thereby guaranteeing the safety of people’s lives and property. At the same time, we must continue to pay close attention to economic development, project construction, investment promotion, poverty alleviation, safe production, environmental protection, and other key areas without letting up, ensuring that we achieve our annual economic and social development goals. 
At 8 p.m. on July 8, the peak flood flow at Zhelin Reservoir reached 10,600 cubic meters per second—the highest ever recorded since the reservoir was first established. Lin Binyang visited the flood-control command center of Zhelin Power Plant to gain an understanding of the current flood and water conditions. He pointed out that the flood situation is still evolving, and the reservoir must prioritize safety and flood control, maintaining a high level of vigilance and taking effective measures to ensure the safety of both the dam itself and the lives and property of residents along the downstream areas. It is essential to carry out scientific scheduling and fully leverage the reservoir’s capacity for flood regulation and storage, thereby preparing adequately for drought relief efforts. 
Lin Binyang also conducted on-site inspections of the Zhalin Old Town project, reviewed the efforts to develop the Lushan West Sea into a 5A-level tourist attraction, and examined the overall improvement project for the central town area of Jin’kou Township. He listened to briefings on project planning and gained an understanding of the project’s progress. He pointed out that it is essential to further optimize the design方案, elevate the level of planning, accelerate project construction, and carry out comprehensive environmental improvements. After the project is completed, it is crucial to strengthen operational management and fully leverage the project’s role as a driving and exemplary model.
Lin Binyang emphasized the need to coordinate and advance flood control efforts with economic and social development. While focusing on flood relief and disaster rescue as well as routine epidemic prevention and control, we must also maintain unwavering commitment to project construction, investment promotion, enterprise development, restoration of water-damaged agricultural infrastructure, poverty alleviation, work safety, environmental protection, and social stability—ensuring that we achieve our annual economic and social development goals.
