　　Zhu Xi, a member of the Standing Committee of the Jiangxi Provincial People's Congress and Director of the Education, Science, Culture, Health, and Sports Committee, visited Lushan Xihai to conduct a research trip on mass fitness and sports tourism initiatives. On September 24, the research team visited, in succession, the Lushan Xihai Training and Competition Base of the Jiangxi Provincial Sports Bureau, the Lushan Xihai Training Base of the Chinese Youth Water Ski Team, the Zhonghai Lushan Xihai Football Training Base, and the Xihai Fleet Ball Sports and Leisure Center. Through briefings, on-site observations, and symposiums, the team gained a detailed understanding of the work being carried out in Lushan Xihai’s distinctive sports programs. Zhu Xi pointed out that since Lushan Xihai was designated as a 5A-level scenic area, significant changes and innovative measures have been introduced in the fields of mass fitness and sports tourism. These efforts not only “ground themselves” by integrating seamlessly with local customs, leisure activities, catering, and agricultural and sideline industries but also “reach for the sky” by aligning closely with the Healthy China and Healthy Jiangxi strategies. Moreover, they have further promoted the physical and mental well-being of the public and driven economic and social development, thereby “enriching the people.” This approach—leveraging favorable ecological resources to develop sports and leisure activities and sports tourism—is indeed worthy of recognition.

　　 Lin Binyang, Secretary of the Jiujiang Municipal Party Committee, visited the Lushan Xihai Scenic Area to conduct a research tour and once again encouraged and urged efforts toward the 5A-level accreditation. On September 28, Lin Binyang, Secretary of the Municipal Party Committee, conducted an on-site inspection of Lushan Xihai, examining projects such as the renovation and upgrading of islands for 5A-level scenic area designation, the renovation of the visitor center, and the construction of a smart tourism zone. He also held a symposium to listen to reports on the creation work and gather suggestions and opinions from relevant municipal departments. Lin Binyang pointed out that Lushan Xihai boasts unique ecological advantages, and both the provincial party committee and provincial government, as well as the municipal party committee and municipal government, attach great importance to this initiative and are providing full support for Lushan Xihai’s efforts to become a 5A-level scenic area. Since the launch of the 5A-level scenic area creation effort, the Lushan Xihai Scenic Area has been working diligently and effectively, setting clear goals, scheduling tasks in reverse order, and employing visual management tools. It has carried out extensive work and achieved remarkable results. Lin Binyang emphasized that time is tight and the task ahead is heavy in the current phase of creating a national 5A-level scenic area. We must deeply study and implement Xi Jinping’s Thought on Ecological Civilization, put into practice the development philosophy that “lucid waters and lush mountains are invaluable assets,” adhere to ecological priority and green development, remain steadfast in our goal, carefully plan, construct with precision, accelerate progress, adopt high-level operation and management practices, continuously enrich tourism offerings, enhance tourism quality, and ensure the successful completion of the creation work. Lin Binyang also put forward specific requirements regarding tourism safety and epidemic prevention and control during the National Day holiday.

　　 The Lushan West Sea Scenic Area held a site coordination meeting for key projects in its 5A-level creation initiative. On September 27, Chen Jitian, member of the municipal government’s Party leadership group and Party Secretary of the Scenic Area Party Committee, together with Zheng Qinghua, Deputy Secretary of the Party Committee and Director of the Management Committee, led the entire Party and government leadership team of the scenic area and heads of various departments to visit the key sites of the 5A-level creation project. They conducted on-site investigations into the progress of each project and provided on-the-spot guidance to address existing issues. Afterwards, they convened a coordination meeting for the creation effort, putting forward specific requirements for comprehensively managing epidemic prevention and control, tourist reception, and project advancement during the National Day Golden Week. Chen Jitian emphasized five key points: First, maintain unwavering rigor in construction management—paying equal attention to safety and schedule, strengthening implementation of details, making timely local adjustments, and reinforcing construction supervision to enhance both quality and efficiency of project construction. Second, never slacken in tourist services—focusing on simultaneous improvements in hardware and software, always keeping tourists at the center, practicing empathy, and providing warm, attentive service. Third, remain vigilant in epidemic prevention and control—fully implementing and refining preventive measures, building a robust and comprehensive prevention network, and establishing flexible and adaptable working mechanisms. Fourth, keep up the intensity of safety management—promoting dual circulation of order and visitor flow, stepping up inspections for potential safety hazards, enhancing emergency response capabilities, and ensuring that the scenic area operates efficiently, safely, and in good order. Fifth, stay firmly committed to the goal—driving both capacity-building and tackling tough challenges, setting clear targets and standards, summoning strong morale and energy, proactively offering front-line, precise, and efficient services, and working together with one heart to strengthen and expand the Lushan Xihai tourism brand. Zheng Qinghua pointed out that it is crucial to firmly grasp key milestones such as tourist reception, signage and marking, covert inspections, and management services; focus on critical and difficult areas, hold responsible parties accountable, concentrate efforts, and advance all tasks efficiently and orderly, fully guaranteeing holiday tourism safety and striving for early success in the 5A-level designation.

They should be guided by tourists’ needs and provide high-quality service. It is crucial to carry out rigorous supervision and ensure that responsibilities are assigned to specific individuals. Every possible effort must be made to guarantee safe and orderly tourism during the National Day holiday—absolutely no major traffic accidents, no significant tourism-related complaints, no widespread and prolonged traffic jams or road blockages, no serious public security incidents, and no major fire safety accidents.

　　(1) Tourism Transportation

　　1. Traffic signs for the highway leading into the scenic area are currently being installed. Among them, two signs have been installed on the Changjiu Expressway, and four signs have been installed on the Yongwu Expressway.

　　2. The construction of new floating bridges and waterfront boardwalks on the island, as well as the renovation and upgrading of existing old floating bridges and walking paths, have been basically completed, and a circular tour route has now been established.

　　(2) Sightseeing

　　1. The island renovation project is accelerating efforts in sanitation cleanup and safety fencing to ensure the smooth operation of tourism services during the National Day Golden Week. The newly completed and upgraded projects include: Yugu Island’s Fishbone Gate, Paiflou Archway, Lotus Water Pavilion, and Zipline; Goddess Island’s Goddess Square, Jingxin Tower, and Viewing Platform; Ruoxi Island’s Peacock Garden and Cute Pet Paradise; Mingzhu Island’s Mingzhu Restaurant and Suona Sound Square; Canghai Island’s Shopping Street and Rural Charm Stage; Sangtian Island’s Tofu Workshop, Agricultural Culture Zone, Sangtian Water Ferry, and Five-Color Blessing Platform.

　　2. The tour guide script has been revised and finalized, and portable tour guide playback devices have been procured.

　　(3) Tourism Safety

　　1. Led by Zou Xiufeng, Deputy Secretary of the Party Working Committee of the scenic area, a comprehensive pre-holiday safety inspection was conducted at various attractions and tourism-related enterprises to thoroughly identify and address potential safety hazards, thereby ensuring the safety of the tourism market during the Mid-Autumn Festival and National Day holidays.

　　Xu Songhua, a member of the Party Working Committee and Deputy Director of the Scenic Area, presided over the epidemic prevention and safety drill. The drill provided a comprehensive demonstration of the detailed procedures for the five key stages—“detection-isolation-reporting-transfer-disinfection”—further standardizing the scenic area’s epidemic prevention and control measures, promptly activating the emergency response plan for epidemic prevention, and effectively enhancing the sense of safety responsibility and the capacity to respond to safety incidents among tourism-related enterprises in the scenic area.

　　3. The Lushan West Sea Fire Brigade conducted in-depth fire safety inspections in the scenic area. For the safety hazards identified during the inspections, they immediately issued letters of responsibility for rectification, strengthened implementation measures, and promptly assisted the scenic area in identifying and eliminating fire safety risks.

　　(4) Health

　　1. All island tourism toilets have been fully renovated, constructed, and put into use.

　　2. Over 300 sets of newly customized, categorized trash bins have been uniformly installed at the visitor center and along the island’s tour routes.

　　(5) Postal and Telecommunications

　　In collaboration with the Yongxiu County Post Office, we have produced postal souvenirs—including themed stamps, envelopes, and postcards—featuring Lushan Xihai, and provide tourists with a range of postal services.

　　(6) Tourism Shopping

　　1. The service point at the Sima Tourist Center Plaza, the Goddess Island Goddess Restaurant, the Mingzhu Island Mingzhu Restaurant, and all sales outlets along the island’s walking trails have now begun operations.

　　2. The first batch of cultural and creative tourism products—including tea cups, shopping bags, folding fans, keychains, umbrellas, cultural T-shirts, selfie sticks, mini fans, and bookmarks—have been completed and are now available for sale.

　　(7) Integrated Management

　　1. The scenic area’s promotional advertisement has been approved by CCTV and will be broadcast daily from 11:50 a.m. to 12:00 p.m. on CCTV-7, starting September 28 and continuing through October 28.

　　2. The scenic area ticketing system has been updated, and two rounds of business training have been conducted for both ticket sellers and ticketing administrators at the scenic area.

　　(8) Protection of Resources and the Environment

　　To protect the fishery resources and ecological environment of the Lushan West Sea waters, multiple departments within the scenic area have launched a joint law enforcement operation, intensifying the frequency and scope of patrols in the waters. Two illegal fish rafts were seized in accordance with the law, and one case of illegal fishing of aquatic products was cracked down upon.
