Li Xiaoping, member of the Party Leadership Group and Vice Mayor of Jiujiang Municipal Government, visited Lushan West Sea to inspect the progress of the 5A-level scenic area development efforts. On July 27, Vice Mayor Li Xiaoping and his delegation conducted on-site inspections of several projects, including the renovation of the Meitang Expressway exit toll station, the upgrading and reconstruction of the Meizhe Line, the environmental improvement project for the 5A-level scenic area designation, and island redevelopment. They listened to reports on the progress of these initiatives and the plans for the next steps, and held on-site discussions to address challenges and issues encountered during implementation. Vice Mayor Li Xiaoping emphasized that the construction of scenic area projects should be carried out following the approach of “integrated design and phased construction.” It is crucial to strictly adhere to key milestones, ensure steady project progress, and maintain high standards of safety and quality. We must strengthen task implementation, leverage our advantageous resources, and continuously elevate the level of our efforts. With brand promotion at the core, we need to promptly finalize our external publicity slogans and positioning, step up marketing efforts, and expand our influence. Furthermore, we must achieve seamless integration between internal and external work within the scenic areas, intensify resource integration, improve infrastructure development, and ensure smooth coordination between project schedules and acceptance timelines. With the determination and resolve to conquer every challenge, we must resolutely win the tough battle of achieving the 5A-level designation.
Inter-provincial group tours are making a comeback, and the Lushan Xihai Scenic Area has implemented multiple measures to ensure tourists can enjoy their visit with peace of mind. Since the resumption of inter-provincial group tours on July 15, Lushan Xihai Scenic Area has become the top choice for many tourists from other regions. The number of visitors to the scenic area has been gradually increasing. To ensure that tourists can enjoy their visit with peace of mind, the scenic area has strictly implemented the requirements of “capacity limits, reservations, and staggered peak times,” raising the maximum visitor capacity from 30% to 50% and enforcing crowd-control measures. In addition, the scenic area has stepped up training for its staff on epidemic prevention and control, as well as on emergency response procedures for handling unexpected incidents, thereby guaranteeing that visitors can have a fun and safe experience at Lushan Xihai.
Adapting water management measures to local conditions, the Xishan Lake in Lushan boasts excellent water quality and frequently hosts the peach blossom jellyfish. On July 27, the China Environmental News reported on the precise water management efforts and remarkable achievements made in the Lushan West Sea Scenic Area. The appearance of the peach blossom jellyfish signifies that the water quality of Lushan West Sea is excellent. In 2019, the surface water quality in the Lushan West Sea consistently remained at Class I to Class II levels, ranking among the top three out of 56 major lakes nationwide. This outstanding water quality and healthy ecological environment continue to enhance the tourism appeal of the Lushan West Sea Scenic Area. Today, the concept of prioritizing ecology and pursuing green development has become a shared consensus within the Lushan West Sea Scenic Area. An ecological panorama of harmonious coexistence between humans and nature is gradually unfolding here, attracting visitors from all over the world.
【Work Progress】
(1) Tourism Transportation
1. A direct shuttle service has been agreed upon between Nanchang and Jiujiang airports and high-speed rail stations and the scenic area, with details such as vehicle types, routes, and schedules now finalized.
2. Comprehensive construction is underway for the newly built waterfront boardwalks on the islands and the renovation of aging walking trails. Specifically: The Rainbow Island walking trail is 90% complete, and the marina waterfront boardwalk is 60% complete; the Crocodile Island walking trail is 40% complete; and the Canghai Island walking trail is 30% complete.
3. The ecological renovation of the second-floor parking lot at the Sima Tourist Pier has completed the waterproofing work, and landscaping ponds are currently under construction.
4. The project to widen and upgrade the Meizhe Line has completed the approval and authorization procedures.
(2) Sightseeing
1. The island renovation project is accelerating the construction of tourism facilities at major attractions such as Yunju Pagoda, Xihai Pavilion, and the Wooden House Town. All design plans for infrastructure projects—including piers and bridges—have been completed. The waiting area at the pier has begun paving, and the bridge materials have already been custom-ordered from the manufacturer. Overall progress has exceeded 30%.
2. The renovation of the Sima Visitor Center—including the replacement of window sill stone, removal of existing ceiling lighting fixtures, and application of a second layer of waterproofing to the insulated concrete on the second-floor terrace—has been completed, and the project has now entered the decoration phase. Overall progress has exceeded 60%.
3. The integrated command and dispatch centers for smart tourism—comprising the Management Committee, Sima Tourist Pier, and Jin Kou Tourist Pier—are simultaneously starting renovation work.
(3) Tourism Safety
The deployment and optimization of island security surveillance equipment have been further adjusted, and construction of the monitoring pole foundation has begun.
(4) Health
1. Comprehensive environmental improvement from the Yijiahe Hetou Group in Zhelin Town to Sima Village has been completed for 29 residential buildings, and facade renovations for an additional 8 buildings have been initiated. A selection process is currently underway to determine the best storefront signage designs. Overall progress has exceeded 50%.
2. The Yijiahe New Village Renovation Project has completed the design estimate and finalized the scope of demolition and renovation. We are currently in the process of communicating for online bidding, preparing the budget for the rotary gatehouse, and drafting construction drawings.
3. The renovation of Jinkou Town has optimized Route No. 2 and completed the site clearance. We have also finished the exterior facade renovation of a model house in the CITIC Relocation Area. Approximately 100 meters of underground pipeline trenches have been excavated. The slope stabilization work at the landslide area near the highway interchange has been completed, and the concrete retaining wall has been poured.
4. The construction of the new tourist toilets at the Sima Tourist Wharf—including the pre-buried sewage and drainage pipes, earthwork excavation, and internal plastering of partition walls with cement mortar—has been completed.
5. Equipment deployment surveys for smart toilets at scenic area docks and islands have been completed.
(5) Tourism Shopping
1. The Zhe Lin Old Town Food & Cultural Creativity Park project has completed the connection and attraction of 1,158 investor clients, including 335 prospective clients. A total of 23 expropriation contracts have been signed so far, and 15 buildings have already been demolished.
2. The Construction Bureau, the Environmental Protection Bureau, and the Market Supervision Bureau jointly launched an enforcement campaign to address cooking fume emissions from restaurants. They issued improvement notices to 42 businesses that had not installed fume purification devices, setting a deadline for them to complete the required rectifications.
3. The Municipal Market Supervision Bureau organized a special campaign to enhance food and drug safety and price regulation. Inspections were conducted on food hygiene and service quality (including price compliance) at key areas and key entities—such as restaurants, supermarkets, and grocery stores—in the Sima Dock Commercial Street, which is designated as a 5A-level development zone. Two businesses were ordered to immediately rectify the issue of failing to clearly display prices on certain products.
(6) Integrated Management
1. We signed a Kuaishou promotion service contract with Beijing Mulan Culture Media Co., Ltd. and established the Kuaishou Matrix Alliance.
2. The materials for the newly established official tourism website have been collected and are currently being organized for input.
3. The requirements survey for the smart marketing platform for the scenic area has been completed.
(7) Resource and Environmental Protection
1. Entrust Jiujiang Hongcai Environmental Protection Company to collect and test water samples from the lake area on-site.
2. The Environmental Protection Bureau conducted one inspection of tourist boat operations, island sewage discharge, and clean energy use in the scenic area, providing on-site guidance for corrective actions.
