On September 8, the “Everyone in Action, Going All Out” final sprint conference for Lushan West Sea’s bid to achieve 5A status was held. This conference marks the official launch of Lushan West Sea’s all-out assault on the battle to become a national 5A-level scenic area! Chen Jitian, a member of the municipal government’s Party leadership group and Party Secretary of the scenic area, attended the meeting and delivered a speech, during which he emphasized: Everyone across the region must further boost morale, rally spirits, and firmly shoulder responsibilities. With an ambitious determination to achieve victory at all costs, unwavering confidence in securing success, and a resolute resolve to fight with everything on the line, let’s wage a decisive battle and clinch the 5A title once and for all.

Zheng Qinghua, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Scenic Area, presided over the meeting and delivered a speech. Zou Xiufeng, Deputy Secretary of the Party Working Committee, also attended the meeting. Members of the Party and government leadership team of the Scenic Area, heads of various departments and townships, secretaries of all villages (and communities), as well as heads of key projects and enterprises concerned, were present at the meeting.

The meeting reported on the progress made in the 5A creation work. Relevant departments and units—including the Public Security Bureau, Zhelin Town, the Market Supervision Administration, the State-owned Assets Company, and Yudao Island—delivered statements and made important arrangements and deployments for the critical final sprint phase.

Chen Jitian summarized and analyzed the progress made in the preliminary creation efforts as well as the existing problems. He pointed out that this year, the COVID-19 pandemic and the summer flood situation have placed tremendous pressure and challenges on the creation work. However, thanks to the attention and support from the provincial and municipal authorities, as well as the concerted efforts of all staff members in the scenic area, we have united as one, fostering a strong atmosphere for creation; we’ve worked vigorously and efficiently, ensuring robust project advancement; and with unity and cooperation from top to bottom, we’ve secured support from multiple parties. At the same time, there are still some prominent issues and weak links in the creation process, including insufficient standards, lack of enthusiasm, inadequate management, poor service quality, and incomplete supporting facilities. We must strive for excellence and meticulously carry out rectifications by aligning ourselves closely with established benchmarks.

For 5A, the creation is the most laborious, the most challenging, and the most critical. The “last mile” Chen Jitian emphasized that, All sectors across the region must strengthen their sense of responsibility, mission, and urgency, cherish the remaining sprint period, and mobilize the entire population to go all out. First, complete the task with the utmost speed and decisiveness. Closely monitor timelines and accelerate the completion of key project construction; closely adhere to standards, systematically benchmark and verify each task against established criteria, and ensure all items are properly addressed and closed out; closely focus on identifying any omissions, promptly fill in gaps, and carry out comprehensive rectifications. Second, we will make thorough preparations and strive for excellence to continuously enhance product quality. Take tourists’ needs as the starting point to refine and optimize the layout of business formats; aim for tourist satisfaction as the ultimate goal to deliver five-star service; and leverage the perspective of experts to highlight the unique characteristics of Xihai. Third, with a winning mindset, the entire population should step up and meet the inspection head-on. We must strengthen our awareness and firmly maintain confidence in victory; mobilize the entire population to create a strong atmosphere; and enforce strict oversight to regulate market order. Fourth, we will enforce strict discipline and go all out to win a medal in one fell swoop. We must strengthen organizational leadership, align with the task list, ensure accountability at every level, enforce rigorous supervision and hold people accountable, and join forces to launch our final, determined push toward achieving victory in the creation effort.

Regarding the implementation of the spirit of this meeting, Zheng Qinghua pointed out: First, the 5A initiative is a major undertaking that requires unity and full commitment from everyone at all levels. Everyone shares the heavy burden; everyone has targets in mind. We must have a clear understanding of our responsibilities, tasks, and timelines for this initiative. Second, the 5A initiative is a major battle that demands strict military discipline—orders must be obeyed without question once given. This meeting serves as the general offensive order and mobilization call for the pre-war offensive. We must strengthen efforts in addressing prominent issues, focusing on key tasks, optimizing scheduling mechanisms, and enhancing supervision and assessment. Third, the 5A certification is a major challenge that requires assigning clear responsibilities to each individual and mobilizing everyone to give their all. Building a high-level and exemplary spirit is the top priority in this major assessment. We must rigorously implement leadership responsibilities, departmental responsibilities, and local responsibilities, fully accelerate our efforts, and secure a decisive victory in the tough battle to achieve 5A certification.
