Chen Jitian Chairs the First Plenary Meeting of the 2023 Session of the Scenic Area Ecological Environment Protection Committee

On May 26, Chen Jitian, a member of the Municipal Party Committee’s Leading Party Members Group and Secretary of the Party Working Committee of the Scenic Area, presided over the first plenary meeting of the Scenic Area Ecological Environment Protection Committee for 2023. Zhu Ning, Deputy Secretary of the Party Working Committee and Director of the Management Committee, along with other leading Party and government officials based in the area, attended the meeting, as did principal officials from the member units of the District Environmental Protection Committee.

The meeting conducted a collective study of the “Outline for Studying Xi Jinping’s Thought on Ecological Civilization,” conveyed and studied the spirit of the 2023 first meetings of the provincial and municipal leading groups for ecological civilization construction, the provincial and municipal leading groups for promoting the development of the Yangtze River Economic Belt, and the provincial and municipal committees for ecological and environmental protection as well as the leading groups for rectifying issues identified during the central ecological and environmental inspection. The meeting also heard a report on the progress of rectification work related to the ecological and environmental protection inspection of Lushan West Sea.

On the work of ecological and environmental protection, Chen Jitian emphasized that, first, we must elevate our political stance and strengthen our understanding to enhance our sense of proactive action. It is essential to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, unswervingly assume the political responsibility for ecological and environmental protection, adhere to a problem-oriented approach and a systems-thinking perspective, coordinate and advance ecological and environmental protection in a holistic manner, leverage high-quality ecological conditions to drive high-quality socio-economic development in scenic areas, and continuously meet the public’s growing demand for a beautiful ecological environment. Second, we must prioritize key tasks and steadfastly uphold the environmental protection red line by tackling tough challenges. We must resolutely overcome complacency and slackness, rejuvenate our spirit and emancipate our thinking, strengthen inter-agency coordination and local governance, establish and improve a long-term operation, maintenance, and oversight mechanism, vigorously fight the battles to protect blue skies, clear waters, and clean soil, and continuously consolidate and expand the achievements in pollution prevention and control. Third, we must strengthen overall planning and coordination to build consensus among all parties through joint efforts. It is essential to adopt a coordinated and holistic approach, with all relevant parties working in concert and pooling their efforts; to clearly define priority tasks; to refine the inspection and oversight mechanism; to strengthen publicity and education; to reinforce accountability and ensure rigorous implementation of responsibilities; and to establish an efficient, collaborative implementation system, a responsibility-sharing system based on joint governance, and a co-construction system that encourages broad participation. At the same time, we must enhance collaboration and coordination, build broad consensus, forge strong synergy, and thereby achieve greater progress in ecological civilization construction within scenic areas.
