On October 27, Chen Jitian, a member of the municipal government’s Party leadership group and Secretary of the Party Working Committee of the Scenic Area, chaired a collective study session of the Scenic Area Party Working Committee’s theoretical study center group, focusing on studying and implementing the spirit of the 20th National Congress of the Communist Party of China. Zhu Ning, Deputy Secretary of the Party Working Committee and Director of the Management Committee, attended the session and delivered an exchange speech. Zhou Dan, a third-level researcher from the Municipal Party Committee’s Organization Department, was present to provide guidance. Li Yuanqing, Deputy Secretary of the Party Working Committee, along with other members of the Party and government leadership team who were at home, as well as principal officials from various townships, departments, internal institutions, and units under vertical administration, also attended the meeting.

Chen Jitian Emphasize, The 20th National Congress of the Party is an extremely important gathering held at a critical moment when the entire Party and all ethnic groups across the country are embarking on a new journey toward fully building a modern socialist country and marching toward the second centenary goal. All regions throughout the country must conscientiously align themselves with General Secretary Xi Jinping’s “five firm graspings,” deeply understand and grasp the theme of the Congress, comprehensively appreciate the rich implications of the spirit of the 20th National Congress, study, reflect upon, practice, and gain insight into the important ideas, key perspectives, major strategies, and significant initiatives contained therein, and truly ensure that our efforts are thorough and effective.

Chen Jitian pointed out that, First, we must fully grasp the rich implications of the spirit of the 20th National Congress of the Party and ensure that its essence truly resonates with our minds and hearts. We must fully grasp the profound significance of the work carried out over the past five years and the great transformations of the past decade in the new era; fully understand the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; fully comprehend the mission and tasks of advancing the great rejuvenation of the Chinese nation through Chinese-style modernization; fully appreciate the crucial requirements of using the great self-revolution to lead the great social revolution; and fully embrace the contemporary call for unity and struggle. We must deeply grasp the principles, academic foundations, and philosophical underpinnings of the Party’s innovative theories, and earnestly implement these innovative theories in all aspects and throughout the entire process of reform, development, and stability. Let us strive to write a new chapter in the practice of Chinese-style modernization in Lushan Xihai in the new era.

Second, we must comprehensively grasp the key points of publicity for the spirit of the 20th National Congress of the Party, ensuring that the spirit of the 20th National Congress becomes widely known and deeply understood by every household. It is necessary to convey and study it at all levels. Leading cadres should take the initiative to learn ahead and delve deeper, setting an example for the broader cadre and the masses. We need to categorize and classify in a hierarchical manner. Carefully develop a well-planned study schedule and approach that is top-down, comprehensively covers all aspects, and promotes progress in an integrated manner. To learn with thorough understanding and integration, Integrate the study and implementation of the spirit of the 20th National Congress of the Party with the spirit of General Secretary Xi Jinping’s recent important speeches, strengthen education and training, and continuously enhance learning efficiency and outcomes. We need to carry out extensive publicity and education. Carefully organize publicity and education activities, making good use of both online platforms and offline venues to expand publicity channels. Select cadres with strong political integrity, high theoretical proficiency, and powerful exemplary leadership to form a publicity team. Provide them with intensive training to unify their thinking, and then send them out to conduct publicity activities in government offices, tourist attractions, rural areas, enterprises, and campuses. We must conduct in-depth investigations and studies. Identify the key points, entry points, and focal areas for effectively implementing the spirit of the 20th National Congress of the Party; conduct careful research and meticulous planning to transform the Party’s “grand ideas,” “grand strategies,” and “major decisions” from the 20th National Congress into “small approaches,” “small plans,” and “tangible initiatives” for scenic area development.

Third, we must fully align with the development direction outlined at the 20th National Congress of the Party and ensure that the spirit of the 20th National Congress takes root and flourishes. We must promote development with greater intensity. We will remain steadfast in our commitment to the goal of building world-class tourist attractions and resort areas, consistently raising our standards and striving for excellence. We’ll sound the charge to wrap up the year successfully and carefully plan for new developments in our scenic areas next year. We must take on greater responsibility to ensure stability. Always remain firmly committed to the goal of “zero accidents,” resolutely uphold the “seven safety bottom lines,” and ensure that “seven things never happen.” Make every effort to effectively carry out tasks including epidemic prevention and control, safe production, petition handling and stability maintenance, drought relief and disaster rescue, and forest fire prevention. We must benefit the people with deeper compassion. Deeply grasp the essence and core meaning of “upholding a people-centered approach,” focus on addressing the urgent, difficult, and concerning issues faced by the people, coordinate and promote social undertakings such as education, healthcare, and social security, strengthen guarantees for both domestic and production water supplies, and thoroughly implement initiatives to treat rural domestic wastewater and improve rural living environments. Pursue revitalization through a better path. Deeply promote the integration of agriculture and tourism, and with high standards and stringent management, upgrade and enhance the “One Township, One Park” initiative. Develop modern rural industries using a tourism-oriented approach, an industrial-style model, and market-driven methods. We must build new-era centers (stations and sites) for civilizational practice to high standards and with full coverage, improve various rural cultural facilities, and strengthen the construction of rural spiritual civilization. We must strengthen Party building with more concrete measures. We will deepen the comprehensive and strict governance of the Party, thoroughly carry out the “look-back” on the 10th anniversary of implementing the spirit of the Central Committee’s Eight-Point Regulations, and launch special campaigns focused on “improving work styles, fostering a new ethos, and ensuring effective implementation.” We will continuously optimize work style development, establish the right orientation in selecting and appointing personnel, and encourage cadres to dare to take responsibility and act proactively.

He stated that the special study session on the spirit of the 20th National Congress of the Communist Party of China was characterized by a clear theme, rich content, and diverse formats. The learning atmosphere was vibrant, and participants closely linked their discussions to the practical realities of Lushan Xihai’s work, freely sharing their views and suggestions on how to implement the spirit of the 20th National Congress. This session has set a solid foundation and provided a strong start for effectively putting the spirit of the 20th National Congress into practice in Lushan Xihai. We must further strengthen publicity and explanation efforts, continuously deepen our understanding of the essence of the spirit of the 20th National Congress, and ensure that the broad cadre and masses can not only understand it, but also grasp its meaning and put it into action.
