On April 13, Chen Jitian, a member of the municipal government’s Party leadership group and Secretary of the Party Working Committee of the Scenic Area, presided over the third meeting of the Party Working Committee’s Comprehensive Deepening Reform Committee. Zheng Qinghua, Deputy Secretary of the Scenic Area Party Working Committee and Director of the Management Committee, Zou Xiufeng, Deputy Secretary of the Party Working Committee, and other members of the Party and government leadership team who were present at the scene attended the meeting, as did members of the Scenic Area’s Comprehensive Deepening Reform Committee and heads of relevant departments.
The meeting conveyed and studied the spirit of the 17th and 18th meetings of the Central Commission for Deepening Reform, as well as the 14th meeting of the Provincial Commission for Deepening Reform and the 9th meeting of the Municipal Commission for Deepening Reform. It reviewed and in principle approved the “2020 Work Summary Report of the Lushan Xihai Comprehensive Deepening Reform Committee” and the “2021 Key Work Priorities of the Lushan Xihai Comprehensive Deepening Reform Committee.” The meeting also heard reports on the reform progress of district-affiliated companies and discussed and planned the next steps of work.
Chen Jitian emphasized that the momentum for comprehensively deepening reform has already been established, and the time has come. All sectors across the region must resolutely follow the unified deployment of the CPC Central Committee, the Provincial Party Committee, and the Municipal Party Committee; firmly uphold confidence in reform, build consensus on reform, and pool our efforts to achieve synergy in reform. We must innovate our approaches and methods, adopt a "nailing down" spirit to ensure the effective implementation of reform measures, and provide strong impetus for transforming Lushan Xihai into a world-class tourist attraction and resort. Let us celebrate the 100th anniversary of the founding of the Party with outstanding achievements.
Chen Jitian requested that, First, we must maintain a clear understanding of “why we’re making the changes.” The comprehensive deepening of reform is an important strategic deployment for the Party Central Committee with Comrade Xi Jinping at its core in governing and administering the country, and it also represents a crucial move for scenic areas to promote better and faster economic and social development. We must attach great importance to strengthening political accountability through reform, rigorously implement reforms to enhance our working capabilities, further liberate our minds, foster innovation, strengthen forward-looking thinking, adopt holistic planning, make strategic arrangements, and ensure that all reform measures are effectively put into practice. Second, we must strengthen our sense of responsibility and commitment regarding “who will make the changes.” We must firmly establish and effectively implement leadership responsibilities, focus on the “key few,” and leverage their “critical role.” We must also firmly establish and effectively implement work responsibilities, tailor our efforts to the specific conditions of the scenic area, regularly hold meetings to study major reform initiatives, promptly keep abreast of reform developments, and explore and develop effective experiences, best practices, and successful models for reform. Furthermore, we must firmly establish and effectively implement inspection and supervision responsibilities, strengthen the linkage between inspections and accountability, tackle tough issues head-on, and ensure tangible results by examining both the substance of matters and the individuals involved. Third, highlight distinctive features in “what to reform.” We must coordinate and effectively advance reforms in key areas and critical links, focusing on strengthening the central role of scenic-area tourism industries. In the process of reform and innovation, we should constantly reflect deeply and come up with practical solutions, continuously bolstering the tourism economy, striving to secure tourism its rightful status, and solidifying the foundation for scenic-area development. Supported by distinctive reforms in the scenic-area tourism industry, we will drive reforms in fields such as rural revitalization and ecological conservation, ensuring that the “mandatory reform measures” remain true to their original intent and that the “optional initiatives” shine with unique highlights. Let us amplify the positive voice of Xihai’s reform efforts, tell compelling stories about Xihai’s reforms, and propel our comprehensive deepening of reform work to a new level.
