The waters of Lushan West Sea (Zhelin Lake) cover an area of 308 square kilometers, with an average depth of 45 meters and a visibility of 11 meters. The concentration of negative oxygen ions reaches 150,000 per cubic centimeter, making it a natural “oxygen paradise” boasting first-class water quality and first-class air quality at the national level. The scenic area boasts diverse aquatic ecological and cultural features, abundant in species such as silver fish, mandarin fish, stickleback, grass carp, whitefish, bighead carp, catfish, common carp, bream, crucian carp, shad, and even the precious Chinese sturgeon—a species often referred to as the “panda of the water.” Moreover, the “peach blossom jellyfish,” known as the “panda of the water,” makes its annual appearance in these waters.

To safeguard the beautiful ecological environment of Lushan Xihai—a pristine landscape featuring green hills and a crystal-clear lake—Lushan Xihai has been continuously carrying out comprehensive remediation efforts targeting “six prohibited activities” in aquatic areas over recent years, achieving remarkable results. In particular, since this year, the Lushan Xihai Management Committee has fully implemented the fishing ban and withdrawal program in accordance with directives from higher authorities. Meanwhile, the Xihai Public Security Bureau has rigorously performed its duties in strict compliance with the law, adopting a “zero-tolerance” stance to crack down vigorously on all illegal activities—including illegal fishing—that harm the aquatic environment and fishery resources, thus making every effort to protect the region’s lush green hills and clear waters.

Around 10 p.m. on September 23, 2020, in the waters of Zhelin Lake within the Lushan West Sea Scenic Area, the West Sea Public Security Bureau launched a proactive operation. After nearly eight hours of surveillance, officers successfully cracked a case of illegal fishing around 6 a.m. the following morning. They apprehended two men who had been using electric fishing equipment to carry out illegal fishing activities. The police also legally confiscated the electric batteries and other tools used in the illegal fishing, as well as 134 jin of illegally caught aquatic products.

Upon investigation, the two individuals were found to have repeatedly engaged in illegal fishing activities in the waters of Zhelin Lake in Lushan West Sea, accumulating profits exceeding 5,000 yuan. Currently, criminal coercive measures have been legally imposed on these two suspects, and the case is under further investigation.

Electrofishing is a destructive fishing practice. The damage it inflicts on fish resources is devastating. Electrofishing indiscriminately targets fish of all species and sizes, directly leading to a sharp decline in the populations of many fish species. Fish in the water body, once electrocuted, lose their reproductive capacity and cannot recover. The waters subjected to electrofishing become devoid of life, resulting in the depletion and even extinction of fish resources, thereby seriously threatening the ecological balance of aquatic ecosystems.

Article 340 of the Criminal Law: Crime of Illegal Fishing of Aquatic Products—Anyone who violates regulations on the protection of aquatic resources by fishing in prohibited areas, during prohibited periods, or using prohibited tools or methods, and whose offense is serious, shall be sentenced to imprisonment of up to three years, detention, probation, or a fine.
