Work Guidance on Effectively Strengthening the Management of Undeveloped and Unopened Areas in Scenic Areas

Recently, with rising temperatures and increased outdoor activities, in order to prevent safety incidents such as getting lost, becoming stranded, or sustaining injuries due to visitors entering undeveloped and unopened areas of scenic spots without authorization, the following guidelines are hereby issued:
I. Strengthening the Principal Responsibility for Safety. All scenic areas must firmly assume their principal responsibility for work safety and prioritize the management and control of undeveloped and unopened areas as a key component of their safety efforts. For such areas within the scenic zone, conspicuous safety warning signs must be installed across the board, leaving no blind spots. At key risk locations—such as cliffs, deep valleys, dense forests, abandoned attractions, and construction zones—physical isolation measures—including fencing, guardrails, barbed wire, seals, and access control systems—must be implemented to effectively prevent unauthorized entry.
II. Strengthen Inspection and Control with Strict Measures. Increase the frequency of patrols during peak periods and in key areas of scenic spots, implementing a combined approach of fixed-post duty, mobile patrols, and video surveillance to ensure early detection, prompt dissuasion, and timely handling of issues. For visitors who illegally enter undeveloped or unopened areas within the scenic area, provide patient guidance and immediate removal at the first opportunity; for those who disregard warnings and repeatedly fail to comply, refer them to the relevant authorities for legal and regulatory action. Enhance safety training for staff to improve frontline personnel’s ability to identify risks, conduct on-site dissuasion, and respond effectively to emergencies.
III. Conduct Extensive Public Awareness and Reminders. At scenic-area entrances, ticketing platforms, official WeChat accounts, visitor maps, and ticket-checking areas, provide advance notices clearly informing visitors of the scope of the area that is open to the public, prohibited zones, and safety precautions. Utilize a variety of channels—including public-address systems, electronic display screens, informational signs, and tour-guide briefings—to regularly communicate the dangers and legal liabilities associated with unauthorized entry into undeveloped and unopened areas within the scenic area, thereby encouraging visitors to engage in civilized and safe sightseeing.
IV. Enhancing the Emergency Response Mechanism. Optimize and refine emergency response plans for scenic areas, ensure adequate stockpiles of emergency rescue equipment and supplies, clearly define rescue procedures and delineate responsibilities, and guarantee a rapid response. In the event of emergencies such as tourists being stranded, losing contact, or sustaining injuries, immediately activate the emergency response protocol, organize rescue operations without delay, and report information in accordance with regulations.
